Commissioners
Want to Keep
County Contracts
Abandonment of Geor
gia’s county contract pro
gram, the Association Coun
ty Commissioners of Geor
gia warns, would cost the
State Highway millions of
dollars more annually than
is paid presently for im
provements of the state’s
rural road network.
In a resolution unan
imously adopted recently by
its Board of Managers, the
Association estimated that
the replacement of the pro
gram for competitive bid
ding by commercial contrac
tors would increase con
struction and maintenance
costs by as much as 30 per
cent.
The Association, in its
resolution, declared the
County Contract Program, a
“practical, economical, flex
ible, and expeditious system
for improving the State’s
tens of thousands of miles
of highways and roads not
encompassed by the official
highway system."
Under the program, the
State contracts with county
governments for construc
tion and maintenance of
state-aid roads are con
sidered essential links in the
principal network of high
ways. Although private con
tractors have received con
tracts from counties for
projects under the program
the price paid these con
tractors was based on an
average price paid by the
State for similar projects
constructed under State su
pervision.
The County Contract Pro
gram, the Association con
tends, allows the State and
county governments to per
form, expeditiously and at
average bid prices, road
projects too small in size to
make them attractive to
commercial contractors
without a significant cost
without a significant cost
increase.
Furthermore, the Associa
tion points out in Its resolu
tion, under the program
counties purchase and
maintain road equipment to
improve other off-system
routes at no expense to the
state; and also, the program
"provides a useful means for
the utilization of convict
labor, thus contributing ma
terially to the support of
the State's penal system."
