AUGUST TERM, 1970

TOOGA COUNTY,
GEORGIA:
We, the members of the
Grand Jury of Chattooga
County Superior Court for the
August Term, 1970, respect
fully make the following pre
sentments:
During the present term this
Grand Jury considered evi
dence on 37 bills of indictment
submitted for our considera
tion. Os these, we found 31
true bills and 6 no-bills.
We, the members of the
Grand Jury, appoint Ernest
Colbert, Notary Public and Ex
officio Justice of the Peace, in
and for the 1484th District
G. M., Lyerly, Georgia
We, the members of the
Grand Jury, by committee
inspected the property ol Chat
tooga County and make the
following findings and recom
mendations:
CHATTOOGA COUNTY
JAIL: The jail was inspected
and found to be clean and in
good order.
CHATTOOGA COUNTY
COURTHOUSE: The Court
house was inspected and found
to be clean and due to the
noise from the street and the
difficulty in hearing witnesses
who are testifying while
vehicles go by the Courthouse,
it is suggested that the Grand
Jury room be changed to the
West side of the building across .
the hall from the present
Grand Jury room and that a
window air conditioner unit be j
installed so as to eliviate as
much of this noise as possible.
It is further recommended that
if paneling is to be installed in
the Courthouse that wiring be
installed behind the panels by
convict labor and window units
be installed so many per year
according to the available
money to do so.
We further recommend that
due to the impossibility ol
some witnesses to speak out
clearly and be heard by the
jury in the trial of the cases in
the courtroom that a sound
system be installed so that all
may be heard and understood.
CHATTOOGA COUNTY
HOSPITAL: The hospital was
inspected and found to be
clean and in good order, how
ever, we recommend that the
shelves in the storage pantry in
kitchen room be painted, that
the Doctors room be painted,
that the bad drainage problem
now existing at the South end
of the hospital be repaired by
placing a drain pipe by work
camp labor at this point. The
hospital was found to be badly
in need of a water softener. We
found that if any extra phones
are now added in the hospital
that a switch board would be
necessary. We recommend that
the dietitian who now needs a
phone be given a direct line
phone.
We note that the hospital
has recently installed two new
air-conditioners in the Kitchen,
which was without them for
the past 18 years. That a new
X-Ray reading table has been
installed in the Doctors lounge,
that the Hospital has received
51,000.00 per month from the
County, which is less than one
mill. We note with pride that a
new coronary room with three
coronary units has been in
stalled in the hospital for heart
patients, who must of necessity
have immediate treatment.
The Director of Nurses has a
new office, part of the Hallway
has been taken for this office.
There is a new emergency door
for safety at North end of the
North Wing Hall. The hospital
now does all baby laundry.
We placed these improve
ments in presentments because
we feel that the general public
should have knowledge of
these improvements.
CHATTOOGA COUNTY
HEALTH CENTER This
budding was found to be clean
and in good order, however,
the parking lot needs to be
lined off. We recommend that
this be done.
OLI) CHATTOOGA COUN
TY ALMS HOUSE: This build
ing was found to be vacant and
in good condition. Very clean
and we feel that the same
could be diverted into three
apartments for rental purposes
with outside entrances for each
apartment which would be
additional income for our
County. Or, in the alternative
it would be used for the hous
ing for governmental agencies
or couuty agencies which may
be in need of space, thus reliev
ing part of the crowded condi
tions now existing at the court
house .
CHATTOOGA COUNTY
SCHOOL SYSTE M
CHATTOOGA COUNTY
HIGH SCHOOL: This school
was inspected and found to be
clean and in good order.
MENLO SCHOOL: Was
found to be clean, however, we
found the following discrep
ancies:

repair;

NORTH ELEMENTARY
SCHOOL: Found to be clean
and we found the following
discrepancies:
There is need for a storage
room to store fans and other
equipment at this school; The
girls rest room needs 5 new
commode seats and an exhaust
fan installed; The boys rest
room needs 3 new commode
seats and an exhaust fan in
stalled. The boys rest room is
being partially used for storage
for Janitor supplies and Janitor
equipment. The building needs
some water coolers installed in
the halls.
PENNVILLE SCHOOL In
this school we found painting
and repairs being made, how
ever. we found the following
discrepancies:
Eleven windows need to be
replaced m the Gym; There
should be a cover built over the
school bus loading area A
water cooler should be placed
in the hall of the old part ot
the school bdilding.
JR. HIGH SCHOOL Found
to be fairly clean and we note
the following discrepancies:
Archway on north end of
gym has cracks in brickwork,
this should be repaired: Com
mode lid is missing in girls rest
room; More classroom space
needed to be provided as soon
as possible.
SUMMERVILLE ELEMI N
TARY: Building and yard
found in general good condi
tion with discrepancies as fol
lows:
Window shades in old build
ing need repairing;
Toilet paper holders are
needed in girls and boys rest
rooms paper roll is on floor.
Some rest rooms have toilet
paper holders for individual
sheets yet roll paper is in rest
rooms;
Outside doors are kept open
by bricks, door is being
damaged. Need proper hooks
for holding doors open .
Gutters off East wing of
building on ground;
Drain in yard needs repair
ing. Water is standing in yard
on asphalt;
Grass is growing through
asphalt drain area cracking
asphalt;
Roof leaking in 4th Grade
Hall.
Water is running in 3rd
Grade girls rest room and in
4th Grade rest room. Tap is
wide open.
Several washers are in play
ground area; Could be
smoothed with little costs.
Waste baskets need to be
placed to contain paper towels
for each schixil room.
SCHOOL BUS GARAGE:
Bus Garage yard needs to be
cleaned up. soft drink bottles
and junk auto parts are in yard
Holes in drive need to be filled
with gravel:
School Busses: Windows
down in some busses, rain
water could easily blow in , first
aid kits were empty, some
busses had fire extinguishers
others did not; some busses
were very dirty, need sweeping
out and washing on inside;
Two old cars were parked in
the garage yard If belong to
County they need to be re
moved.
We, the members of the
Grand Jury, discussed the
matter concerning the school
bus situation existing on Geor
gia Highway 48, 3/4 mile
southwest of the courthouse
and Lyerly Street, we discussed
the matter and wrote a lettei
which is hereto attached
marked exhibit “B".
We, the members of the
Grand Jury, recommend that
the Islands be removed from
U. S. Highway 27, at the inter
section with Mountain View
Road, where there has been
several fatalities and that this
hazard be corrected through
Kime other method.
We, the members of the
Grand Jury, recommend that
the State Highway Department
allow the City of Suinmervilk
to operate the stop light
located on U. S. Highway 27 at
its intersection with Kelly
Street and 6th Street.
We, the members of the
Grand Jury, further recom
mend that the State Highway
Department allow the City of
Summerville to operate the
stop light located on Georgia
Highway 48 and Jakeville
Street and Penn Street inter
section.
We, the members of the
Grand Jury, recognize the need
for more labor at the Chat
tooga County Work Camp and
we recommend that the State
Board of Corrections furnish
the County with an additional
number of prisoners that may
be requested by the Commis
sioner of Roads and Revenue.
We, the members of the
Grand Jury, discussed the fact
that our County Officers and
other county employees have
not had a pay raise in the past
several years and realizing that
the cost of living has risen
quite considerably in that time
and realizing that other em
ployers working for the sur
rounding businesses and indus
tries have raised their em
ployees to keep up with the
cost of living, we recommend
that our Senator and Represen
tative look into bringing our
County Officers and their
employees up to and in line
with a salary commensurate
with their duties and abilities.
We, the members of the
Grand Jury, were advised by
the Farmers and Merchants
Bank in letter dated August 3,
1970, of the deposits on hand
of that bank A copy of the
letters is hereto attached and
marked l:xhibit “A’ .
We, the members of the
Grand Jury, recommend that
Jury pay be SIO.OO per day,
and bailiff pay be $15.00 per
day for the coming year.
We, the members of the
Grand Jury, recommend that
the Clerk and Assistant Clerk
be paid one day’s extra pay for
their services for keeping the
records of this Grand Jury.
We, the members of the
Grand Jury, recommend that
the typist be paid $7.50 for
typing these presentments.
CHATTOOGA REST
HOMI' W'e, the members of
the Grand Jury, recognize an
urgent need for a rest home in
Chattooga County. There are
now fifty-seven applications
from Chattooga County that
we have knowledge of. These
are on file in the Commis
sr ner’s Office. Therefore, we
urgently request Dr. Venable
and the State Health Depart
ment to give favorable consid
eration for his approval for a
rest home in Chattooga Coun
ty-
We, the members of the
Grand Jury, have noted with
pride that all the State’s High
ways in our County have been
resurfaced with plant mix. We
commend the State Highway
Department, Representative
“Sloppy” Floyd, Commis
sioner Powell and the cities of
our county for their part in
these improvements.
We, the members of the
Grand Jury, recommend that
the county pave and line for
parking the lot south of the
County Jail. We also recom
mend that the property that
has been impounded and levied
on that is now being stored on

Dear Sir:
The August 1970 Grand
J irors of the Chattooga Coun
ty Court have knowledge of a
most dangerous situation and
wishes to bring this to the
attention of our local and state
leaders so that this problem
may be corrected.
The school busses that go
from Menlo to the Chattooga
County schools on Georgia
Highway 48, 3/4 of a mile
southwest of the Courthouse,
must make an appropriate 130
degree turn from the Menlo
Road (48) to Lyerly Street.
In making this turn, the bus
must turn on the tracks of the
Central of Georgia railroad. If
it is after 8 a.m. (when the
Georgia Rug Mill and Summer
ville Manufacturing Co. change
shifts), there is only one lane
available to turn on and with
the length of the school bus
(unless both lanes are clear) the
school bus must back up on
the tracks in order to complete
this turn. The Central of Geor
gia railroad is on an irregular
schedule and the engineer
would not have knowledge of
this problem.
Within the past six months
two commercial trucks trans
porting freight have been
demolished within V? mile of
this crossing.
The August Grand Jury
respectfully requests that this
railroad crossing be widened so
that a school bus or 40’ trailer
may safely turn off 48 onto
Lyerly Street and remain in
this proper lane without neces
sitating that the vehicle back
up in order to make the turn.
