AT BOY SCOUT HUT
Vandals Destroy
Valuable Records
The accomplishments of
Boy Scouts over a period of
some 25 years was dealt a
heavy blow some time before
mid-night last Friday when
vandals forced open a back
door and entered the scout hut
on Lyerly Highway, destroying
valuable merit certificates,
award ribbons and irrcplacable
records, accumulated over a
period of more than two
decades.
The hut is used by Boy
Scout Troop No. 7.
Scoutmaster Evans Scoggins
said one of his troop members

noticed a light burning. Realiz
ing that no one was supposed
to be there at that time, he
notified city police, who found
the building had been van
dalized.
Mr. Scoggins said he did not
know that the building had
been entered until some time
Saturday when he was called
by the scout who discovered
the light burning.
“Nothing was taken,” the
scoutmaster said. “It was pure
vandalism.”
The vandals ripped framed
merit certificates from the
wall, smashing them against the
floor, crumpled and mutilated
award ribbons, and scattered
and destroyed records covering
25 years of scouting.
As an added act of defiance,
an American flag was toppled
over and found lying on the
floor.
Scoutmaster Scoggins said
some of the certificates and
ribbons might be restored, but
that the records were a com
plete loss.
“This is the first time we
have had this to happen at the
scout hut,” Scoggins said.
“Nobody has ever bothered
anything before. 1 just can’t
understand it.”

County Farmers Receive
Ballots in ASC Elections
Chattooga County farmers
are now receiving mail ballots
for election of ASC com
munity committees, Harris L.
Edwards, chairman of the
County Agricultural Stabiliza
tion and Conservation (ASC)
Committee, announced this
week. Marked ballots are to be
put back in the mail or re
turned to the county ASCS
office by Sept. 11.
In each of the three ASC
communities in the county,
eligible farm voters will elect
three committeemen and two
alternate committeemen to
serve for one year. ASC com
munity committees aid . the
County ASC Committee in ad
ministering government farm
programs. The community
committeemen also elect mem
bers and choose officers for the
County ASC Committee.
In the community commit
tee elections, voters may vote
for up to three persons. The
ASC chairman said it is im
portant that farmers know that
they are to vote for only three
because in the past they have
voted for five candidates.
Voters may select from the
candidates listed on the ballot
or may write in choices.
Mr. Edwards pointed out

Mr. Williams
As Engineer
CHA TT A NOOGA-Charles
T. Williams, Sr., a native of
Alamo, Tenn., now a resident
of Summerville, has been
named a senior design engineer
at the Volunteer Army Am
munition Plant. Announcing
the appointment was William J.
Pichon, manager of plant
engineering for Atlas Chemical
Industries, Inc., operating con
tractor of the plant.
Mr. Williams was employed
by Riegel Textile Corporation,
Trion division, as chief indus
trial engineer prior to coming
to VAAP. He had worked for
that firm since 1960. Previ
ously he was employed by
Armstrong Tire and Rubber
Co., Natchez, Miss., as an in
dustrial engineer.
He is a 1955 graduate of
Mississippi State University,
where he earned a bachelor of
science degree in industrial
management. He has also
studied material handling in a
short course at the Georgia In
sititue of Technology.
At VAAP, he will be pri
marily concerned with material
handling in production
engineering projects.
Mr. Williams is president of
the Summerville Little League,
cubmaster of Pack 73, Cub
Scouts, and a member of the
Chattooga County PTA Coun
cil. He is a senior member of
the American Institute of In
dustrial Engineers. The
Williams family are members of
the Baptist church, where Mr.
Williams is a Sunday School
teacher.
He served in the U. S. Army
from 1950 to 1952.
He and his wife, Faye, are

that the elections are by secret
ballot. He said, “When a voter
has marked his ballot, he
should fold it and seal it inside
the plain envelope he received
along with the ballot. He
should put the plain envelope
inside the envelope addressed
to the county ASCS office and
seal that envelope.
“Then he should sign and
date that outer envelope on the
back. This is very important
because his ballot cannot be
counted unless he has signed
and dated the outer envelope.
“This dual envelope system
is for the voters’ protection,”
Mr. Edwards explained. “The
plain envelope guarantees a
secret ballot. The outer en
velope insures that only eligible
voters vote. Before the votes
are counted, the plain enve
lopes are removed from the
outer envelopes and shuffled to
make it impossible to identify
any individual ballot.”
When ballot envelopes are
received in the county ASCS
office, Mr. Edwards said, they
remain sealed and are de
posited in a sealed ballot box
immediately where they will
remain until the County ASC
Committee publicly counts the
ballots on Sept. 15, 1970, at 8
a.m., in the Chattooga ASCS
county office.
