No event in the history of
this nation has affected the
young people of the United
States, and consequently the
colleges and universities of this
land, more than the war in
Vietnam. Os course, that
conflict has had far reaching
consequences in all areas of
our national life, but it has
had the most dramatic impact
upon the young.
College students today are :
more serious and mature than
ever before. World events
account for part of that
attitude, but obviously there
are many other factors.
Recent studies made of young
military veterans reflect some ;
of the thinking, the outlook
and behavior of the younger

Well over a year ago now,
the Veterans Administration
made an extensive survey of :
all of its more than 200 i
hospitals and regional offices
throughout the country, and
pooled the observations of j
each station's professional [
staff concerning their
perception of the attitudes,
values, and behavior |
characteristics of the
Vietnam-era veteran. E.
Robert Stephens and Charles
A. Stenger, two V.A.
employees, have made a
careful analysis of these :
detailed comments, and have
developed from them a
descriptive “profile of today’s
veteran". They point our five j
distinctive characteristics
which were observed in this
study.
“(1) An assertive response
to authority. The young
veteran is less willing than
earlier veterans to accept
authority in a compliant
manner and quite willing to
question or even challenge it.
He feels strongly that he has a
right to know and have a voice
in matters that affect him.
This appears to be related to
his basic sense of identity. If
he is not consulted, he does
not count and this is
unacceptable to him.
“(2) An expectation that
authority in any form will be
unresponsive to his intense
desire to be treated as an
individual and will press him
to conform regardless of
personal feelings and wishes.
“(3) A general sense of
uncertainty and pessimism
toward the future with a
resultant greater concentration
on immediate gratification —
the Now phenomenon. A
conflict in values and an
associated sense of
meaninglessness in life are
contributing factors.
“(4) An intense, positive
identification with his own age
group that is more than the
typical sharing of common
interests and activities. It is an
active seeking of mutual
support for attitudes and
values as one aspect of an
unspoken ‘pact of youth,’ to
protect against establishment
threats to individual identity
based on ‘doing one’s own
thing.’
“(5) A tendency to exercise
less control over emotions and
feelings and to react with
impatience and impulsivity.

with soap and water, using a
medicated soap such as Fostex.
Thorough use of the terrycloth
in circular, lathering motions,
is important, with careful at
tention paid to the affected ar
eas.
Many doctors have found
that exposure to the sun’s rays
can help the acne condition.
Many patients show marked
improvement during the sum
mer months when they are
more active in the outdoors.
However, along with this rec
ommendation, I would also
caution them not to over
expose their tender skins to
the sun’s rays, and to use the
helpful sunscreening lotions
which will protect them. Over
exposure to the sun can lead
to premature wrinkling of the
skin, and it’s never too soon to
start worrying about it.

Stephens and Stenger
recognize the differences
between the young veterans
who served in Vietnam and
their contemporaries who have
stayed in this country.
Certainly the shock of the
unique circumstances in
Southeast Asia, that
smoldering conflict on the
battlefield there makes
dramatic impressions on
young minds. And frequently
the return to this country
after such military service
provides just as great a shock.
The VA specialists say: “The
consequence is that the
veteran, unlike his peers who
did not serve, has had a
dramatic type of ‘verification’
of doubts and fears about the
worth of society and the
meaning of life that he had
earlier shared with others his
age”
The main purpose of the
published report made by
Stephens and Stenger is to
point out what the VA is
doing to meet the emotional
problems and the personal
needs of young veterans. They
say: “The Veterans
Administration has recognized
that one of its major
challenges, and perhaps its
most important responsibility,
is to restore the credibility and
confidence of young veterans
in their society and in
themselves. This requires
actions, not words;
responsiveness and sensitivity,
not rigidity and impersonal
treatment.”
The same can be said for
most colleges and universities
in this nation today. College
administrators are more
sensitive than ever before to
the needs, the emotional
temperature, and the
enormous potential of the
unused talents of this nation's
young people. All of Georgia's
colleges are doing an excellent
job in developing this
challenge in this respect (84)

Pre-marriage
Blood Testing
Pre marital blood testing,
which State Department of
Human Resources laboratories
in the past performed for
patients of private physicians,
will be discontinued Sept. 1,
according to an announcement
by Dr. John Venable, director
of the depart me nt’s physical
health division.
The legally required
pre-marriage test for syphilis
has been made in state labs in
Atlanta, Albany, Macon and
Waycross, Dr. Venable said and
totalled “some 33,000
examinations a year of samples
submitted to us by doctors in
private practice.”
The official explained that
the policy change implements a
cost-cutting recommendation
that was part of the state
reorganization plan.
“Our laboratory unit has
approved more than 150
private labs in the state to do
these official tests for a fee,”
said Dr. Venable. “We will
continue to provide the
laboratory service on samples
submitted by local health
departments.
Combine flour and baking
powder and add to creamed
mixture alternately with milk.
Stir in flavorings. Spoon mix
ture into greased T 0-inch tube
pan and bake at 325 degrees
about 1-114 hours, or until cake
tests done. Add glaze if de
sired. Cool in pan before turn
ing out on rack.
GLAZE
1 cup sugar
14 cup water
1 tsp. coconut extract
1 tsp. rum extract
1 tsp. lemon extract
1 tsp. vanilla extract
1 tsp. butter extract
Combine ingredients in
heavy sauce pan. Bring to a
boil and stir until sugar is
melted, pour over hot cake in
pan. Let sit in pan until cake is
cool.
