no way involve structural re

•'We are interested in
strengthening existing cities

"The problems of all local gov

sion of this study is to solve
those problems."
Some 30 experts in local

In welcoming the study
I members recently, Gov. Carter
i told them “there are a lot of
> myths about local government
that you can dispell. There has
i never been a scientific, ob
jective, unbiased analysis of the
needs and problems of local
governments. Your job for the
remainder of this year is to
supply that analysis and make
recommendations that will
help cities and counties do a
better job of serving the
people.
“Local governments will
take the initiative to imple
ment your recommendations if
you do your job well.”
Carter said he is “confident
that this study will pay rich
dividends for the future of
Georgia.”
