“If the same mill were
levied statewide, it would yield

average daily attendance. In all
cases, the tax burden on the
same valued property would be
the same.
“The equalization program
being proposed and rec
ommended by me would have
the effect of providing state
funds to make up the differ
entc between the $4 collected
by the poorer systems and the
sl6 that would be produced if
the mill were levied statewide.
In other words, the state would
pay that system the difference
of sl2 for every mill levied in
enrichment funds."
Under the proposal ot the
State and Local Government
Study, the required local effort
in the future would be set at a
certain percentage of the 100
percent equalized adjusted
property tax digest, which has
the effect of establishing an
effective millage rate which
must be levied by each school
system to fund the required
local effort, with the state pro
viding the remaining funds for

Employment Situation

ment continued to rise in
October, while unemployment
remained unchanged, the U.S.
Department of Labor’s Bureau
of Mbor Statistics reports. The
October jobless rate, at 5 .5 per
cent, was at about the same
level as in the previous 4
months, following a decline
from a level of around 6 per
cent last year and early this
year
Total employment increased
by 260,000 in October (sea
sonally adjusted), continuing
the steady rise that began in
1971. Nonfarm payroll em
ployment also rose substantial
ly between September and
October.
After seasonal adjustment,
both the level and rate of un
employment remained un
changed between September
and October, at 4.8 million and
5.5 percent, respectively. The
actual number of jobless per
sons moved down 200,000 (to
4.5 million), but this decline
was in line with the usual
movement between these two
months
Unemployment rates for
most of the major demographic
groups showed little or no
change over the month. Specif
ically, the jobless rates for
adult men (3.9 percent), adult
women (5.5 percent), whites
(50 percent), Negroes (10 1
percent), household heads (3.4
percent), and married men (2 8
percent), were essentially the
same as in September The rate
for teenagers, however, de
clined from 16 5 to 15.3 per
cent Compared with a year
ago, unemployment rates were
down moderately for adult
men, married men, teenagers,
and white workers, while rates
remained at about the same
levels for household heads,
adult women, and Negroes.
The average (mean) dura
tion of unemployment was

Although the overall level of
joblessness remained stable in
October, there was a 180,(XX)
reduction (seasonally adjusted)
in the number of unemployed
workers who had lost their last

losers has declined by 260.000,
this being partially offset by an
increase among persons who
quit their last job and began
looking for another one Job

of the total unemployed, down
from 45 percent last October

2.3 million (after eliminating
the effects of the 1970 Census
population control adjustment
introduced in January 1972).
Adult men accounted for al
most 1.1 million of this in
crease, adult women for
700,000, and teenagers for
more than 500,000.

The civilian labor force grew
to 87.3 million in October (sea
sonally adjusted), reflecting the
over-the-month rise in the
number of persons holding
jobs, she labor force has in
creased by 800,000 persons
during the past 3 months, com
pared to only about 200,000
during the preceding 3-month
period (April to July). Since
last October, the increase was
2.2 million.
The unemployment rate for
veterans 20 to 29 years of age
was 6.4 percent (seasonally ad
justed) in October, about the
same as the nonveteran rate
(6.6 percent). The veterans’
jobless rate has dropped in
stages throughout 1972 from
over 8 percent in the first 5
months to about 7!4 percent
from June through August and
then to about 6!4 percent in
September and October.
