With State Official
Rep. James (Sloppy) Floyd
Tuesday sent a scorching letter
to a top state official, sug
gesting that state funds are not
intended to be used “to run
some sort of legislative hotel.”
Floyd, chairman of the
powerful House Appropria
tions Committee, became riled
after receiving an invitation
from Ellis G. McDougall, com
missioner of the Department of
Offender Rehabilitation, invit
ing him, along with all other
members of the General As
sembly, a large group of judges,
and members of the news
media to spend one night in
"prison” to get an “inside
view” of prisoner rehabilita
tion.
Ihe invitation was to the
Georgia Diagnostic and Classi
fication Center at Jackson, Ga.
The commissioner had sug
gested that his guests don
prison clothing, be assigned to
a cell, and live as inmates do
for a specified period.
In his reply to McDougall,
the veteran Chattooga legis
lator said, “This is the most
ridiculous invitation I have ever
received, and I cannot accept

inas music to a capacity crowd
last Sunday evening There
were four childrens’ choirs
ranging in age from two years
to 11

mas selections, and the pro
gram was climaxed by the
40-voice Youth Choir, which is
composed of young people of
junior and senior high school
ages
I his is one of several Christ
mas programs presented by the
church music ministry this year
under the leadership of the
music director, Hugh Cante
rbury. Other adult leaders of
the choirs are Mrs Gordon
Allen, Mts Billy Petitt, and
Mis Hugh Canterbury. Music
apprentice assisting with the
choirs are Angie Walker, Dixie

for. Nothing in the Appropria
tions Act or the Governor’s
Reorganization Bill even sug
gests that you use these funds
to run some sort of legislative
hotel. The appropriation is sup
posed to provide housing for
prisoners, not legislators and
judges. I cannot understand
why you would suggest dis
placing about one-third of the
population of Georgia’s newest
major correctional institution
at a time when adequate hous
ing for prisoners is supposed to
be in such short supply. What
authority do you have for
using state funds to move pris
oners around in this political
charade?
The General Assembly
didn’t need a shot of Metha
done to provide the initial
funding for the Methadone
Maintenance Program, and we
don't need to go to jail to
understand the problems of the
correctional system. In the last
regular session, we provided
funds for three brand hew
three-million-dollar institu
tions, (which haven’t even been
started yet), and over $1 mil
lion more for improving exist
ing facilities.
We have certainly demon
strated our concern for the
state’s correctional system by
appropriating this unprece
dented amount of state funds
to the improvement of the

failure to fully utilize this fine
facility for its intended pur
pose would be a misapplication
of taxpayers funds, and this is
clearly wrong. Furthermore, I
have no inclination to share
quarters with the convicted
felons for whom you have such
apparent concern.
However, as an alternative
to your proposal, let me sug
gest that you visit the families
of some of the people who
have been raped or brutally
murdered by these felons.
Frankly, I am much more con
cerned about the plight of
these widows and orphans than
I am about providing air condi
tioning and television for con
victed criminals. Perhaps 236
such visits by you in your spare
time would be better than one
visit by 236 legislators in their
spare time.
