grandparents, Mr. and Mrs. H. F. Hughes. Chuck is

Medicare Program Extended
Chiropractors are now in
cluded in the multibillion
dollar Medicare program after
seven years of ceaseless lobby
ing.
Involved in the success have
been the small but determined
band of chiropractors, their
patients, lobbyists for and
against their cause, senators
and representatives, federal of
ficials, campaign contributions
and tens of thousands if not
millions of pieces of mail.
The drama culminated with
the signing by President Nixon
of Public Law 92-603 on Oct.
30. It also featured ideological
allies taking opposing points of
view and alliances between
traditional enemies.
It appears that while the
chiropractors have won the
battle to have their services in
cluded in Medicare, they may
have lost the war because the
same act markedly restricts the
treatments for which they will
be paid and reduces their par-

ticipation in the Medicaid pro
gram.

changes leave the chiropractors
even more at the mercies of
their enemies, the doctors of
medicine who in the words of
the American Medical Asso
ciation regard .chiropractic as
“an unscientific cult.”
Intensive effort on the part
of chiropractors for inclusion
in the bill started in 1965 when
Congress was drawing up the
Medicare program. This
pointedly excluded coverage of
chiropractic services from the
health insurance program for
people 65 and older.
Every Congress since then
has seen senators and repre
sentatives introducing scores of
bills aimed at aiding chiro
practors. In the 92nd Congress
that recently ended, 97 con
gressmen introduced a total of
72 pro-chiropractic bills. In the
previous Congress 160 mem
bers introduced 91 bills.
The House Ways and Means
Committee and Senate Finance
Committee were astonished
over the sacks of pro-chiro
practic mail that never seemed
to diminish, in contrast to
other issues that peaked and
were then forgotten.
Harry N. Rosenfield, di
rected the chiropractor’s
lobbying. He is a lawyer who
two decades ago was a high
official of the old Federal
Security Agency, the fore
runner of the present Social
Security Administration. He
represents the American Chiro
practic Association of Des
Moines, lowa, which has a
membership of 12,000 of the
nation's 20,000 chiropractors.
