DEATHS
Claude Bullard
Claude Dell Bullard, 38, a
resident of Route 1, Trion,
passed away Friday, Sept. 11,
at 5:30 a.m. in a local hospital.
Mr. Bullard was born in
Chattooga County on July 29,
1943,
He was owner and operator
of the Mountain View
Grocery. He was a member of
Trion Heights Baptist
Church.
Surviving are his wife,
Mrs. Frieda Bullard;
daughter, Miss Dina Bullard;
son, Dell Bullard of Route 1,
Trion; mother and stepfather,
Mr. and Mrs. Dick Nelson of
Summerville; father, Buford
Bullard of Collinsville, Ala.;
four sisters, Mrs. Barbara
Smith of Trion, Geri Hufzhes
of Atlanta, Mrs. Charlotte
Hawkins of Shelbyville,
Tenn., and Mrs. I{renda
Veatch of Summerville; and
several aunts, uncles, nieces,
nephews and cousins.
Funeral services were held
Sunday, Sept. 13, at 2 p.m.
from the chapel of Erwin-
Petitt Funeral fi)me with the

Parker officiating. Interment
was in West Hill Cemetery.

late Thomas Coley and Maude
Carden Coley.
Mr. Coley was a retired
textile worker and a member
of the Riegel Quarter Century
Club.

Eugene R. Rape, 64, of
Route 3, Summerville passed
away at 8:25 a.m. Sunday,
Sept. 13.
Mr. Rape was born in
Walker County on April 17,
1917, son of the late Henry
Rape and Nealie Canada
Rape.
He was a retired employee
of E. T. Barwick Carpet Mills,
Survivors include his wife,
Mrs. Era Dee Rape of Route 3,
Summerville; one daughter,
Mrs. Shirley Jean Rape of
Route 3, g,ummerville; two
sisters, Mrs. Irene Chadwick
and Miss Alice Rape, both of
Route 3, Summervifii; and one
brother, Robert E. Rape of
Route 3, Summerville.
Funeral services were held
Tuesday, Sept. 15, at 2{;.m.

Funeral Home with the Rev.

Interment was in the Fairview
Cemetery.

Jane Timms Toles.
She was preceded in death
by her husband, Thomas
Richardson.
She was a member of the
Trion Church of Christ.

away Monday, Sept. 14, at
7:20 p.m. in Gordon County
Hospital from injuries sus
tained in a truck-train acci
dent.
He was born in Chattooga
County on Feb. 13. 1929,
He was a truck driver, and
was a Baptist by faith.
Surviving are his wife,
Mrs. Betty Mull Westbrook of
Summerville; three daughters,
Mrs. Carol Bowman of Menlo
and Mrs. Barbara McClain
and Mrs. Susan Rhinehart,
both of Summerville; parents,
Mr. and Mrs. Grady

Mrs. Doris Barbare of gaylor,
S. C., and Mrs. Irene Posey of
Enterprise, Ala.; six grand

Council Defeats Two Amendments
To Animal Control Ordinance
The Summerville Citg'
Council Monday night sound
ly defeated two proposed
amendments to the city's
animal control ordinance.
The amendments were pro
gosed at last month’s meeting
y two Summerville residents.
The first amendment was aim
ed at restricting the use of the
dog catcher’s tranquilizer dart
gun and impoundment of
stray dogs. The second
amendment would have
required a motorist or bicycle
rider to re(rort any accident in
jurin% a o?)eto the Summer
ville Police Dept. or the dog's
owner. Failure to do so would
have been a misdemeanor.
The majority of the council
with the exception of Hubert
Palmer, who abstained, voted
against the amendments.
Councilman Earl Parris
emphasized that, *‘Good judg
ment should dictate when and
when not to use the tran
quilizer gun. I think it should
be up to the discretion of the
dog catcher,” he concluded.
Councilman Ira Pollard
agreed with Parris and added,
"glme of these conditions of
the amendment are not
realisitic.”
The defeated proposal is as
follows:
ORDINANCE
An ordinance to amend Ar
ticle 1111, Chapter 4 of the
Code of the City of Summer
ville, as amended, to provide
the following new paragraph,
to be numbered Section 4-27,
to prohibit certain acts of
cruelty against animals; to re
quire notification of injury of
an animal by vehicular
travelers; to Provide penalties,
and to repeal conflicting laws.
WHE?{eEAS. in accordance
with the laws of the State of
Georgia, it is necessary and
expegi‘ent to further provide
regulations regarding animals
in the City.
NOW THEREFORE, BE
IT ORDAINED BY THE
MAYOR AND COUNCIL OF
THE CITY OF SUMMER
VILLE, GEORGIA, AND IT
IS HEREBY ORDAINED:
Section One: The or
dinance enacted 11-10-80 is
amended by adding the follow
ing new Section numbered
4-27:
“Section 4-27. (a) No per
son shall inflict any un
necessary cruelty, or tease,
molest or bait any animal, or
abandon any animal.
(b) No person shall put out
poison intended for domestic
animals on his own property
or on the property of another.
(¢c) Any person injuring a
dog with a car, motorcycle,
bicycle or other vehicle must
