Specifications, the time set for receiving bid
proposals terminates at 11:00 A. M. at Room
234 in the State Highway Buildir:ig. The bid
proposals will then be transferred to Room
401 where they will be publicly opened. Bid
proposals will not be received after 11:00

the bidder from Room 234 prior to 11:00

Acceptance of an offer submitted by the
bid pr?osals will be given in writing within
thirty days after the opening of the bid unless
a longer period is specified in the(froposal or
agreed upon by the successful bidder. Offers
ofrbidders who do not hold a current Cer
tificate of Qualification, will not be accepted
unless %requalification requirements are
sfiecifica y waived for the project, or unless
the bid submitted is $250,000.00 or Less.
Work will be governed by the applicable
edition of the D(gT Standard Specifications
as amended by the contract provisions. Con
tract time wil{be as indicated. Payment will
be made to the contractor each calendar
month based on the estimated work complete
in place as prescribed by the Standard
Specifications. Retainage as rrescribed bg'
the Standard Specifications will be withheld.
On federally funded grojects the contractor is
required to establish an escrow account. On
all other projects, retainage may be deposited
in escrow will not be made until the State
Highway Engineer has certified that the
work has been satisfactorily completed and
accepted.
All federally financed contracts will con
tain provisions with regard to minimum
wages, employment of labor, methods of con
struction, minority business enterprise in
volvement, and subletting or assigning the
contract. On such projects the Department
will insure that minority business enterprise
contractors will be afforded full opportunity
to submit bids in response to this invitation
and will not be discriminated against on the
grounds of race, color, or national origin in
consideration for an award. On such projects
all bidders must certify and document that
potential minority business enterprise sub
contractors have been contacted and that
their interest, capabilities, and prices have
been affirmatively solicited. Also on selected
federal projects, the Department will set a
percentage goal for work to be performed by
minority business enterprise contractors. On
such projects the bideers will be required to
certify and document the percentage goal of
MBE utilization they propose to achieve.

unanimously approved the

special-called meeting.
The budget was the same
as one suggested by the Trion
School Board last month, call

dent William Stiles, a retired
serviceman, will be acting as
the town’s ‘‘security guard”
after the apparent resignation
of Chief V\fijfiiam Bell.
Mayor Teresa Canada had
“no comment” when asked if
Chief Bell resigned or was
fired. “The only comment I
have is Mr. Bell is no longer
with us,” said Mrs. Canada.
“William Stiles is filling in un
til we name a chief.”
