DISCUSSES TAXES....
| do not know of anyone who really likes to pay
taxes; however, we have to pay them, and our ser
vices are possible by using income from taxes.
There are four levels of government that levy
taxes. They are: federal government, state govern
ment, counties and cities.
The State Legislature has no control over
federal taxes. This is handled by the U.S. Con
gress.
The State does levy taxes at the state level for
state provided services. State taxes may be
generally classified as: (1) sales and use tax, (2)
motor fuel tax, (3) income tax, (4) corporation in
come tax, (5) cigar and cigarette tax, (6) motor
vehicle tax, (7) liquor tax, (8) malt beverage tax, (9)
estate tax, (10) wine tax, (11) property tax.
The State is limited to one-fourth of 1 mill on
the dollar for property tax. This is very minimal
since a SIOO,OOO property would be taxed at 40%
of the actual value. The state tax would be about
$lO. (The exception to the one-fourth mill limit is
that in time of war or serious emergency the limit
may be lifted). ;
Local county and city taxes are levied by local
officials and used for local services.
Candidates for state offices should be very
careful about promises to change local taxes. The
Constitution of Georgia states that the right of
taxation belongs to the people.
More will be said about local taxes at a later
date.
