THE NEWS: What became of the pro
posal to raise the state sales tax from 3
cents to 4 cents on the dollar?
CRAWFORD: This tax would have
gone to the local school systems by their
averaie daily attendance. You could com
pare this to the local option tax. In Chat
tooga County and Trion Schools, they
would have gotten around $300,000 more
than they would under a local option. The
House passed the bill, I supported it. It’s
a constitutional amendment. It's in the
Senate now.
THE NEWS: Do you expect action on
it next year?
CRAWFORD: There will have to be
some action next year or it will die. It's
going to have a tough time in the Senate.
THE NEWS: What about the pari
mutuel wagering bill?
CRAWFORD: This is in the House In
dustry Committee. It was voted out of a
subcommittee. It may come out next
year. It will be a close committee vote. 1
don’t think it has the votes to pass the

THE NEWS: How about the equal
strikes bill? Didn’t it pass the Senate?
CRAWFORD: It passed the Senate

According to the
Agricultural Weather Outlook
from the National Weather
Service in Auburn, Ala.,
temperatures are expected to
average near normal across
Georgia over the next 30 days.
Raingall totals will be about
normal for the northern half of
the state while the southern
half may have more than nor
mal rainfall.
The first half of March was
marked by wide variations of
temperatures. Afternoon
highs reached the low 80s at
some locations while lows dip
ped to the mid-20s in the
Georgia mountains. Most
rainfall totals so far this
month have generally been in
the three- an§ four-inch range,
which is well above normal.
This period is an active
time for Georgia farmers as
growers start planting corn,
cotton and vegetables. Soils
must be warm enough for seed
to germinate and get adequate
crop emerie_ence. Soil
temperatures this year are ex-
Fected to be near normal with
our-inch readings ranging
from the low to mid-60s in the
north to the low 70s in the
south by mid-April. Soil
temperatures usually show
rapid change at this time of
year. Growers will need to
watch for seedling blights and
diseases. e :
Field work should general
ly be able to stay on schedule
over the next 30 days. Above
normal rainfall over southern
counties may cause some ad
ditional defays. Fertilizer and
preplant chemical applica
tions will need to be carefully
managed to avoid possible
leaching due to heavy rain.
Poufiry and livestock will
suffer fewer problems with
cold stress as temperatures
seasonally rise. Pasture condi
tions will improve with the
return of warmer weather.
The risk of a late-season
freeze rapidly declines over
this time. The major central
and south Georgia fruit and
vegetable production areas
have only a 20 percent freeze
risk by earlg April.
By mid-April, daytime
highs are normally in the 70s
with morning lows in the low
to .mid-50s. Rainfall totals
over the mid-March to mid-
April period are usually in the
four- and five-inch ranges.

tion of the widening of Hwy. 27 through
Chattooga County in the near future?
CRAWFORD: The transportation
commissioner is planning to start work on
it next year. I believe it's going on
through. ‘
THE NEWS: Where would it start?
CRAWFORD: It would start at the
creek bridge here in town and go to Trion.
THE NEWS: Are there any proposals
for a bypass around Summervilf:e?
CRAWFORD: No. They say it would
be too expensive. I think the problem is
the river.
THE NEWS: When do you expect fun
ding for this project or is it alrea(gl under
way?
CRAWFORD: No, it would have to be
in next year’s budget.
THE NEWS: As a member of the
House ApproEriations Committee would
you support the funding?
CRAWFORD: First of all, it wouldn’t
have to go through Appropriations. It
would be up to the DOT commissioner.
It's something that’s coming. It's going
to be hard on some businesses.
