Released For Loans
The Farmers Home Ad
ministration (FmHA) in
Washington has released an
additional $3.5 million dollars
for Georgia farm loans at the
request of FmHA State Direc
tor Orson G. Swindle, 111.
In an announcement here
today, Swindle said ample
funds will be available to
qualified borrowers who have
applied to the agency for
operating loans for the plan
ting season.

totaling some $97.2 million
dollars to Georgia farmers for

McDonald Urges
Repeal Of Withholding
Seventh District Con
gressman Larry McDonald
and 63 of his collealgues have
written President eaian to
express their concern that he
is ‘‘seriously misreading the
situation regarding the effort
to repeal (the) withholding
provision on interest an
dividends.”
The letter told Mr. Reagan
that Congress had received
more than 40-million cards
and letters during the last
few weeks on the issue. Rep.
McDonald said his offices
have received more than
10,000 cards, letters and
telephone calls from the 7th
District in opposition to the
withholding provision.
“This massive populist
outpouring totally over
shadows an previous
popular legisl;ative effort
such as your own 25 percent
tax cut proposal two years
ago,” the letter continued.
“And it is far too great a
sgmntaneous effort to brush
off as a bank ploy. Financial
institutions may be providinlgl
cards, but no one wit
responsible confidence in
our system of self
government can ignore both
the size and quality of the de
mand for repeal of
withholding on interest and
dividends.’
In addition, the letter to
Mr. Reagan added, ‘‘The
mistake made on the
withholding idea . . .is that it
fairly shouts that the fioverm
ment does not trust the peo
ple in a system of ‘voluntary
tax compliance’ to pay their
taxes. Tgerefore, to Ee sure it
gets its money, the iovern
ment is going to take the peo
ple’s money before it is even
owed. Mr. President, the ‘us
against them’ mentality ...
must stop . ..
“Well over half the Con
gress has sponsored repeal
legislation and we are now
movinf to overcome pro
cedural roadblocks and bring
the bill to the floor for an ear
ly vote. Again, we respectful
ly, but stronily. urge your
support for the people and
for a new era of mutual trust
between our government and
its citizens.”
Also, Rep. McDonald said
an Internal Revenue Service
study shows that 97.3 per
cent of the taxpayers report
their interest and divi(l:end
earnings already. And he
pointed out that he has sign
ed a discharge petition to get
a tax repeal bin out of com
mittee and onto the House
floor for a vote. He voted
against the original tax bill in
1982, intrmfiiced repeal
legislation soon thereafter
and has introduced a similar
bill repealing the withholding
provision this year.
