Five Defibrillator Unit and Cardiac
Monitor. The cost of the machine is
SB,OOO. The Chattooga County Civil
Defense and Rescue Squad has made the

of methods they could have chosen to
balance the budget, that is the worst one.
Congress amazes me. But at least congress
did acknowlfie that this is a problem that
has to be faced even if they chose the very
worst wag- to do it. There are three main
ways to balance the budget at the state
capitol. The first one is you take requests
from all the agencies. You take a sha.?) pen
cil and start cutting out all the
waste . . . The other thing you've got to see
some priorities somewhere. What Gramm-
Rudman has done is exempted several
areas of sgending from any cuts what
soever. What that does is place all the
burden of balancing the budget on just a
few areas. There's not a social program out
there that we probably aren’t going to have
to reduce to a certain extent. ’lq\e third
method that you use to balance the budget
that we've used . . . if you still don't have
a balanced budget by now, you take your
increasing revenues from last year and app
ly it to the deficit instead of spending it for
new programs. ..
