DOT Wants Motorists Paid
For Lost Time In Traffic Jams

expressed concern and chagrin
that the thousands of
motorists who suffered loss of
time, and in many cases money
due to the truck accident and
chemical spill in the 1-75/1-285
Interchange during rush-hour
Tuesday morning have no
recourse through which to gain

The Georgia Department of
Transportation (DOT) can
recover their cost for traffic
control and other assistance
during the incident, also.
Commissioner Moreland
said, ““It seems grossly unfair
that those who suffered in
convenience, were late for work
or lost business through no
fault of their own must bear
those losses themselves.”
Prior to the next Session of
the Geor%ia General Assembly,
the DOT intends to recom
mend to the appropriate
legislative committees that ad
ditional legislation concerning
the transportation of hazar
dous materials in and throufih
the state be considered. The
DOT will recommend that
public hearinfs be held to iden
tify the problems that arise in
the transport of these
materials, and to help for
mulate the solutions to these
problems. The Tuesday
chemical spill emphasizes that
the solutions must address
more than clean-up and
disposal of the substance. They
must also address the inconve
nience, cost and dangl:ar to the
traveling public and those who
live and work in adjacent areas.
The carrier should be held
liable for these aspects of such
incidents in the opinion of the
Georgia DOT and Commis
sioner Moreland. The public
hearings should help in the
determination of the extent of
that liability, and the
mechanisms of collection.

Five In
Brawl
Arrested
Summerville Police made
five arrests Saturday after a
street brawl broke out over a
dog.
Police Chief Arlen Thomas
said David Wayne Stancel,
Charles Stanley Stancel, Ted
Stancel, Jr., Lamont Higgin
botham and Delmond
Loveless, all of Summerville,
were arrested. Charles Stancel
reportedly sustained a broken
jaw in the attack and one other
man was cut three times with
a knife.
The fight broke out at 5:27
g.m. at the intersection of
Sourth tSitreet and Sé.evens
treet and was apparently pro

botham, said Police ief
Arlen Thomas. The two men
claimed that one of the
Stancel's “‘put the dog on
them,” he said.
Burglary
A Summerville resident
reported to g)olice that a billfold
containing s9l was stolen from
his arartment while he slept.
Clarence Barnes of the
Downes Apartments told
police that someone entered his
apartment on the m'lsht of May
24 and stole his wallet,.
There was no sisgn of forced
entry, police said. Summerville
Police Department say they
have a suspect in the case.
