State Line Road Planned For Paving
State Line Road beiins in Alabama and

intersection at Gilreath Mill Road (Coun

Powell Holds Paving Bids
Chattooga Countf' Commis
sioner Harry Powell Monday
received bids on two separate
road paving projects, one in
volving five miles of work to be
paid with county funds and
5.35 miles of paving on State
Line Road, which he expected
to be state-financed.
However, Powell didn't
ogen the only two bids receiv
ed by 10 a.m.
The commissioner said he
was awaiting word on an ex
pected county contract from
the Georgia Department of
Transportation for the State
Line Road before deciding
whether to open the bids, or re
ject them ang advertise for new
bids.
Commissioner Powell also
said he needed the state’'s
specifications for the project so
he could grovide them to a
potential bidder in Gadsden,
Ala. County attorney Ed
Surles said Monday he thought
Powell could hold the bids for
that purpose.
That contractor, Watts
Paving and Construction Co.,
was one of two bidders submit
ting proposals by last Monday,
along with A.W. Headrick
Construction Co., Summerville.
But Powell said he thought
Watts may have bid on only
the county-financed part of the

paving program — five miles —
and not on the 5.35-mile State
Line Road. The commissioner
said he wasn't sure if Watts
had bid on both.
BID ON BOTH
However, Charles Watts of
Watts Paving and Constructin
Co., told The News by
teleghone that he had bid on
both projects. Watts also said
he didn't need any specifica
tions from the state to bid.
“We have that information.
We have state books. All we
were quoting was surface treat
ment.”’
Felton Rutledge, district
engineer for the DOT,
Cartersville, said Wednesday
that the state had no problem
with bids being opened Mon
day — or not opened. ‘‘As far
as what Mr. Powell has done on
o?ening or not olgeni:(f bids is
of no interest,” Rutledge said.
“Our contract would be with
the county and whether he
opens bids or not is immaterial
with the state”” so long as an
subsequent state-paid roacit
work meets DOT
specifications.
Rutledge said the state has
made a preliminary cost
estimate on the State Line
Road and is now reviewing
those figures. Ron Hess of the
DOT’s Rome office said the
estimated cost is between
$55,000 and $60,000.
Watts said he didn't know
why bids weren't opened Mon
day. “The only reason I can
think of is he (Powell) might
not have a contract from the
state, and then if he opened the
bids, we and others would be
committed publicly and he
might have to rebid ... "
Headrick said Mond:ly that
Watts' company does only sur
face treatment paving and
doesn’t prepare the roadway.
Powegl indicated concern
that Watts might not want to
do only five mifi:s of road work
if he received a contract, and
might want to do the entire
10.35 miles.
The ad for the bids said
they would be received until 10
a.m. Monday ‘‘at which time

The commissioner also said
last week he would in about
