In accordance with the Standard Specifica
tions, the time set for receiving bid proposals
terminates at 11:00 a.m. at Room 234 in the
State Department of Transportation Building.
The bid pro%osals will then be transferred to
Room 401 where they will be publicl{ opened.
Bid progosals will not be received after 11:00
a.m. Bil progosals may be withdrawn by the
bidder from Room 234 prior to 11:00 a.m. but
cannot be withdrawn after 11:00 am. A
withdrawn bid proposal may again be receiv
ed in Room 234 prior to 11:00 a.m.
Bids must be delivered to the Department
either by an employee of the firm submitting
the bid, by the %} S. Postal Service, or by a
recognizeg delivery service such as United
Parcel Service, Federal Express, Purolator, etc.
Acceptance of an offer submitted by the bid
proposafs will be given in writing within 30
days after the opening of the bid unless a
longer period is specified in the J)roposal or
afreed upon by the successful bidder. Offers
of bidders who do not hold a current Certificate
of Qualification will not be accepted unless pre
qualification requirements are specifically
waived for the project, or unless the bid sub
mitted is $500,000 or less. G

to the contractor each calendar month based
on the estimated work complete in place as

disadvantaged business enterprise involve
ment, and sublett.infi or assigning the contract.
On such projects the Department will insure
that disadvantaged business enterprise con
tractors will be afforded full opportunity to
submit bids in response to this invitation and
will not be discriminated against on the
grounds of race, color, or national origin in con
sideration for an award. On selected federal
pr(;jlects, the De%zrtment will set a percentage
goal for work to be performed by disadvanta%;
ed business enterprise contractors. On suc
pn‘?'ects the bidders will be required to certify
and document the percentage goal of DBE
utilization they propose to achieve.
