COUNTY, LOOKOUT
MOUNTAIN JUDICIAL
CIRCUIT: '
We, the members of the |
Grand Jury of Chattooia 5
County Superior Court for the ‘
August Term, 1986, respectful- |
ly make the following gresent- i
ments and recommendations: |
During the present term of |
the Grand Jury, there was |
evidence considered on 65 Bills |
of Indictments. Of these, we |
found 62 True Bills and 3 No |
Bills. |
We inspected the following |
county property and make the |
following findings and |
recommendations: ;
COURTHOUSE: We
recommend the walls and ceil
ings be repaired and repainted. |
The ceiling fans which do not
work should be removed. A |
P. A. system and new seating |
need to be installed in the cour- |
troom. The plaster on the north |
entrance of the courthouse |
needs repairing, and something
should be done about the |
pigeon problems.
COURTHOUSE ANNEX: |
We recommend the walls need |
repairing in the tax commis- |
sioner's office. We also recom- |
mend the wiring in an open |
receptacle box hanging in the
air be checked. Another recom
mendation would be for the |
carpet to be relayed to make it |
safer to walk on.
WORK CAMP: We reco
mend the hot water faucet leak
be r?aired‘ Our other recom- |
mendation would be the food |
stored at this facility be utiliz
ed in some way. i
HEALTH DEPART- |
MENT: We found the person- |
nel to be very friend?; and |
courteous. The inside of the
building was neat, clean and |
nicely air conditioned. i
We recommend several out
side doors be painted. Also the |
parking lot needs to be enlarg- |
ed, é)aved, arking spaces be |
lined off an(f handicapped park- |
ing be established. We would |
also recommend the increased |
surveillance by the Sheriff's |
department due to loitering at |
night. We recommend the |
f:rounds have better upkeep
secause there was excess trash, |
high weeds over the sidewalk, |
around the building and air |

cCalmon said. ;
The DOT - has pledged
$200,000 toward the cost and |
the state has awarded the city
another $99,000 grant, in addi
tion to a $453,460 loan at six
percent interest.
However, the bid does not |
include engineering fees of |
some SBO,OOO. ;
The city had anuciopated ‘i
spending around $50,000 of ci- |
ty money on the FrOJect S 0 |
even with the initial reduction |
in costs, the shortfall will still
be substantial, McCalmon said. 1
After some discussion, |
Councilman Edward Bush |
moved that the revised Har- |
buck bid be accepted. Coun- |
cilman Ira Pollard seconded |
the proposal and it was approv- |
ed unanimously. |
DOT CONTRACT |
The DOT last week award
ed a $4.5-million contract to |
C. W. Matthews Co., Marietta, |
for widening Highway 27 from |
First Street in Summerville to |
First Street in Trion. ‘
The 4.135-mile project in
cludes two new bridges, one at
Town Creek in Summerville |
and the other over Henry
Creek at Summerville Square. |
The widening project is ;l)art
of DOT's long-range goal of
¥rovldmia multi-lane highway
rom Chattanooga to the
Florida line. |
In other related action, Har- |
ris said plans for extending |
utility service to the Klatt pro- |
perty near the proposed new |
state prison at Pennville are be- |
ing completed and advertise- |
ment for bids on the project |
should begin in one to two |
weeks. ‘
After discussing a Nov. 1
deadline by Ernest Klatt for |
having the service completed
or “‘substantially completed,” |
Harris said bids on the project |
will be oEened at 10 a.m. Sept. |
18 so that the Council may |
take action on the proposals by |
Sept. 22. A five-day period for |
the winning contractor to ob- |
tain bonds and insurance will |
be set, rather than 10 days,
Harris said.
Weather germjtting. the
work should be completed or
“substantially’’ completed by
the deadline, Harris indicated.
_ Negotiations for the utility
rights of way and location were
handled with Klatt, a Florida |
millionaire, by Trion resident
Edward ‘‘Cotton’ Jackson. |
The rights-of-way will allow the |
city to serve the proposed new |
grlsox} with utilities, as well as |
enefitting Klatt's property. |
GRADING BEGINS |
Preliminary grading work |
on the .7-mile prison road from |
U.S. 27 eastward to the
186-acre prison tract began ear

equipment problems and the
weather.
