The Summerville Merchants softball team
captured the first place trophy in an
8-team invitational tournament in Fort
Payne, Ala., recently. The local team of
several years ago reorganized for the tour
nament. The team went 4-0 for the tour
nament, defeating the Fort Payne league
champions 14-7 in the finals. Shown first

auditors indicating tKat as of
Dec. 31, 1985 $203,918 in pro
perty taxes were delinquent —
not a gross of $981,620 or
$908,911 net estimated as
collectible.
DENIAL?
Powell in the letter also
seems to indicate that he is de
nying having said he would
publish the names of delin
quent taxpayers in the paper if
they didn't pay their taxes. ‘I
wonder if we have another
James Budd (former news
editor of The News) to do our
writing for us,” Powell says.
“‘Because I said that the city of
Rome had printed names of the
delinquent taxpayers in a
Rome paper.”
However, Toles said he
would stand by the quote from
Powell used Aug. 21 in which
the commissioner said, ‘‘lf we
don't get a good reponse, we
just may have to put their
names in the paper.” Powell
did note that the names of
delinquent Rome taxpayers
had (i)een published in the
Rome newspaper but he also
said he was considering similar
action in Chattooga County,
Toles said.
In a lengthy explanation,
Powell criticizes Hall for not
collecting back taxes, saying
that Hall “puts all the blame
on county attorney Ed Surles.”
LEGAL HELP
Hall, in last week's edition
of The News, pointed out that
other county tax commis
sioners receive legal assistance
in drawing up legal descrip
tions and doing deed research
in the process of collecting
back taxes — a statement con
firmed by The News with two
other county tax commis
sioners in Northwest Georgia.
Powell also claims in the let
ter that Hall ‘‘has picked tWo
employees of the county out”
in regard to back taxes. The
News pointed out last week
that county attorney Surles
and the Rev. Alfred Hender
son, Powell's driver, had had
certain of their property levied
on by Hall for non-payment of
taxes. Powell said Surles told
him the taxes had already been
paid — an explanation publish
ed in The News last week.
Powell also said he thought the
Henderson parcel ‘‘was con
tested in the late '7os and
nothing has been done by the
tax commissioner since.’
Hall last week denied *‘pick
ing out’’ Surles or Henderson,
saying they were among a
number of fi fas recorded in the
office of Clerk of Court. When

The News checked the tax com
missioner’'s fi fa book, an
employee of Hall's office was
waiting to record a stack of fi
fas — which conflicts with
Powell’s claim that ‘‘the only fi
fas that has been pulled accor
ding to his statement is
Henderson and Surles.” Hall
never made a statement to The
News that Surles and Hender
son were the only fi fas record
ed — and no such statement
was published last week in The
News.
Powell also says, without
further explanation, that the
sheriff may have sold some
property and ‘“‘whether this
should Kave been done we will
inform you later.”
Powell also asks the
Lookout Judicial Circuit
District Attorney and the
foreman of the August term
Grand Jury in the letter “if
there will be any moves made
concerning the collection of
these taxes.”
The August term jury
recommended that Powell hire
an attorney to help the tax
commissioner collect the back
taxes. As of early this week,
Powell had not hired such an
attorney although he has said
at least twice since the Jury
handed down its presentments
that he was considering several
lawyers who were interested.

criticized by Powell after he
began asking questions about
the status of a bill for repairing
a sheriff’s office patrol car (see

Paving
Halted
The Georgia Department of
Transportation has halted
plans to pave the parking areas
and drive at Summervilfia Mid
dle School, Bolling Road,
because the base has not been
properly compacted.
A DOT official confirmed to
The News Wednesday that
plans to pave the parking lot
and drive last Friday were
halted.
The gravel base must be
pro(s;erly compacted, the DOT
said, or the plant mix pavin
will collapse later. A specifi
type comfiacter is needed for
the job, the DOT said.
School Board Chairman
Joel Cook said Wednesday
afternoon he didn't know the
paving had been halted.
School Supt. Don Hayes
said he didn’t think the paving
had been ‘‘stopped’’ andp didn't
feel that a real problem existed.
He said the school's contractor,
Headrick Construction Co.,
Summerville, had indicated it
would take care of what every
requirement was established
by the DOT. He confirmed that
i)aving was to have begun last
‘riday.
400 Involved In Football
More than 400 people are
involved in the midget and
mite league football program of
the Summerville fiecreation
Department, the Recreation
Board was told at its monthly
meeting Tuesday night.
Recreation Director Ralph
Stanley said nine teams invofv
ing 226 players and 135
cheerleaders, plus coaches, are
participatinfi in the football
program. The teams play on
Mondays and Tuesdays, he
said.
The volleyball program has
been expanded from four to six
teams and 72 adult players this
year, Stanley saidl,) and play
will begin around Oct. 1.
Tennis lessons for adults at
9:30 and 10:30 a.m. twice a
week will begin next Monday,

Friends Of The Library Formed
“Friends of the Library™ held its first
meeting last Friday at the home of Celeste
Florence in Trion. The organization will
work for the benefit of the community by
aiding the Chattooga County Library in
all aspects of service. Resitiants are in-

Residents Needed To Help Library
Residents of all ages are invited to join the
new ‘‘Friends of the Library’ organiza
tion. The group has been formed to keep
the Chattooga County Library staff and
board informed of community needs. In
turn, the Friends group provides a way
for any resident to get involved in
creating new programs and services for

organization designed to help

community.
Friends of the Library held
its first meeting last Friday in
the home of Mrs. Celeste
Florence, Trion, Library Board
chairman.
“Friends of the Library is a
group of civic-minded people
interested in a good library
system which gives quality ser
vice,”" Mrs. Florence said.
“In most cities and com
munities there are ‘Friends’
groups. They act as the liaison
between library trustees and
the people of the community.”
According to Mrs. Florence,
the groups help the library by
creating fund raising projects
and suggesting new services
which tie library can provide.
*“The Friends group can in
form the community agout the
needs and problems of the local
library, but it can also com
municate the needs of the com
munity to the library board
members, trustees and staff,”
Mrs. Florence added.
In the future, the group will
organize various, committees
for fund raising, community in
put and other tasks. Memgers
will also be able to volunteer at
the library for specific tasks to
be designated by the directors
of the library.
Stanley said. They will be
taught by Joyce Mineart.
The board authorized
Stanley to repair electrical
boxes struck by lightning at
Fairway baseball field and
Fairway swimming pool. The
damage, except for SIOO, will
be covered by the city's in
surance, the board indicated.
Stanley was also authoriz
ed to obtain prices on repairing
the press boxes at Morgan and
Dunson fields.
Ballet and dance classes
have begun with 33 girls par
ticipating, Stanley told the
board.
He also said the transit of
school buses through recrea
tion department property
seems to be working smoothly
this year.
