referendum will be conducted in connection
with the 1986 November General Election on
November 4, 1986. The referendum shall be
conducted for the purpose of approving or

the Georgia General Assembly (Ga. Laws
1986, p. BT8).

don't know when we'll get it,

slow and not do it until you

PAY COST
The mayor referred to
Stansell's comments that
Riegel had paid the cost for
developing areas in Trion prior
to the ownership change.
Woods said Riegel was the
developer in years past and
bore the cost of utilities.
Present-day developers
shouldn't be treated any dif
ferently, the mayor contended.
“That's all these developers
should do, is pay all the cost."
The mayor repeated his
comments of last month in
which he said he didn't think
that 75 percent of the expan
sion costs should be borne by
city taxpayers. Riegel pays 78
percent of the city's property
taxes, it was brought out dur
ing the meeting. The mayor
said three people had called
him to complain about
Stansell’s proposal last month.
“You're going against the
present taxpayers by your mo
tion,” the mayor continued. *'l
don't understand it. I don't
know why you're obligated to
these developers some way or
the ether ... '
“I'm not obligated to these
developers at all, sir,"”” Stansell
interrupted. *'l'm not obligated
at all and I resent the accusa
tion!"
“All I know is you're wan
ting we taxpayers...' the
mayor said.
“*No sir, I'm not wanting a
thing from the taxpayers ex
cept, except, except an invest
ment in the future. That's all
I'm wanting,” Stansell replied.
“That's what the deve‘l)oper
is doing and the people..."

I think the peop%e of the town
of Trion want to see some
growth; they want to be able to
know that the quality of life
that they've known in the town
of Trion will continue. But
we're gonna have to be more

Woods asked where public
officials in the past haven't
been progressive.
Stansell said one example is
lack of progress on the city's
industrial park.
PRESENT
The mayor said the park
was in the present, not the
past.
“You're a very shrewd
politician and no matter what
anybody says you turn it so
that it is a personal situation,”
Stansell said. "It is not per
sonal, not in the slightest . .. "
Stansell said he was
“estatic’ about the city buying
land for a potential industrial
park but noLhin%l had been
done in serving other areas of
the city with utilities. ** ... 1
know that you try to shape
public opinion,” Stansell told
Woods, **by constantly remin
ding — and making sure that
the news media pick up — that
the present taxpayers are go
ing to be the ones that suffer
by it but it's the present tax
payer that has always subsidiz
ed anything that has to do with
growth. The present taxpayers
are the ones that will have paid
for the land that we got (for the
industrial park) and were look
ing for a return on that. It's the
same thing except the return is
different . .. "
TAXPAYERS
Woods acknowledged that
the city had bought the land
and that the town planned to
develop the site for industry
but added, **Our taxpayers are
not going to pay that money.
It's the men who buy those
acres over there is going to pay
the total cost.”
Stansell said there would be
a return on the city providing
utilities to the property of
developers in the city.
Councilman Roy Bowers
asked who paid for utilities to
be run to Club Drive apart
ments and to the Triangle
Shopping Center. Woods said
the city installed utilities to the
apartments, was reimbursed
by Riegel Textile Corp., which
then billed the property
owners. Triangle’s owners ran
a water line to the city, he said.
After a few moments,
Woods said the motion had
died for lack of a second.
Several developers were in
attendance at the meeting and
one, Steve Duncan, mlfir the
council if the city would run
water to the respective proper
ty lines, “'we'd take the ball and
run with it.”" He estimated that
about 1,200 feet of six-inch
water line could be run to his
property at a cost of around
$6.000 to $7.000.
Woods said the developers
could run water to their proper
ty and when the city developed
a policy, it could reimburse
them if money is due back.
TRION WATER
Duncan asked if a resident
of Trion had to use Trion water
and Woods replied that the ci
ty doesn't have a policy but
could develop one rather quick
ly if necessary. The mayor said
he would oppose drilling of
wells or use of Chattooga
Water District 1 water.
Dickie Anderson, who had
bought several acres for a
home from a developer and
who last month culle(FWOOds

mised Anderson water, saig he
wanted a written denial of
water service from the city.
Woods said such a denial
wouldn't be granted.
Duncan said a house he is
building will be worth as much
as any in T'rion but he is unable
to obtain water and he asked
the Council for ideas for solv
CHILD FIND
The Chattooga County School System is conti
nuing it's efforts to identify, locate and evaluate
handicapped children for the 1986-87 school year.
Child Find for the Handicapped is an effort to
find all unserved handicapped children, ages 5
through 21, for the purpose of determining pre
sent and future program needs.
Mutual cooperation between all agencies,
both private and public, and parents is essential in
finding children not receiving services. If local
residents know of any children not receiving ser

said he didn't feel it would be
fair to leave out the other
developers. Councilman Miller
agrees. Councilman Roy
Bowers said he was ‘‘revved
up'’ to provide water to the
developers until he learned
about the costs.
Stansell's second motion
died for lack of a second.
“You don’'t do these kinds
of projects overnight,” Mayor
Woods said, adding, **l'll admit
maybe we have been slow."
On another subject, Arden
moved that the town finance a
weight room for the city
schools in the previously ap
proved school building
program.

according to Arden's motion.
Cost of the weight room will be
around $40,000, it was
estimated.
ILLEGAL
Mayor Woods said he op
posed the project and said the
school board had not recom
mended the weight room for
funding in the first phase of the
system's building program. If
the Council is going to run the
schools, he said, the city
doesn’t need a board of educa
tion. Plus, Woods said, the
charter provides that the
school board operate the
schools, not the (Pouncil. and
such action by the city may be
illegal.
Arden then amended his
motion to read that the city
finance the weight room if the
school board wants to do so.
"It would be their decision to
do it. We've held back too
long.”
“If we give them the
money, they'll spend it...*"

PICKUP
Meanwhile, the Council
voted to purchase a C-10 truck
from Jimmy Black Chevrolet
at a cost of $9,347.89. Brimp
Warren Ford Co. had submit
ted a bid of $9,435.
Woods said the city had
held bids from the August
meeting on another truck for
the gas department because
Black Chevrolet had submitted
a bid on a 1986, rather than on
a 1987 truck while Warren
Ford had submitted a bid on a
1987 model. Since no new bid
for a 1987 model had arrived
from Black Chevrolet, the
mayor opened the bid. The
Council voted to buy a 1987
F-600 truck from Warren Ford
for $18,810.50.
The mayor said he had
plans to sell an old existing
police car and Bobcat tractor
on Oct. 14.
Councilman Roy Bowers
said the Council had'y discussed
turning the old car over to
Trion Police Chief David
Starkey earlier. Stansell said
he thought the city should re
tain the Bobcat for spare parts
for the new tractor bought last
month. Bowers moved t%xat the
city retain the car and turn it
over for use by Starkey.
Ricky Bowers seconded the
proposal. Woods and Williams
voted against the measure.
Stansell abstained. Miller,
Bowers and Arden voted for
the measure.
NEW LOCK
The Council voted to pay
for a new lock on the band
room door at town hall at a
cost of $146. It was broken off
last month by Roy Bowers
when the key wouldn't work
and a number of children was
outdoors with a lightni:(f
storm arriving, it was revealed.
The Council also voted to
allow the 50-Yard Club to run
the concession stand during
baseball games and the kitchen
during basketball games, say

clusive’” city contract with
Wometco for vending
machines at the community
center. Mayor Woods was the
only person voting against the
measure.

At the meeting on Sept. 29, 1986, this

and Zoning Committee, subject to a
public hearing.
