ment and application
of the proceeds of
such debt and of the
earnings on its invest
ment and to provide
for intergovernmen
tal contracts not ex
ceeding 50 years for
loan agreements for
such purposes”?
This proposal authorizes the
state to incur general obligation
debt in order to make loans to local
government entities for water or
sewerage facilities or systems.
This purpose is added to the list of
gtexrposes for which state debt may
incurred. The types of local
government entities for which
loans may be so financed include
counties, municipal corporations,
local authorities and other political
subdivisions and local government
entities.
The proceeds of any such debt
shall be transferred to and ad
ministered, invested, ap{;lied. and
disbursed by a unit of state govern
ment or a state authority which is
by law made responsible for such
activities. Water or sewerage
facilities so financed are not re
quired to be owned by the state or
titled in the state.
The proposal provides that a
mutual undertaking whereby a
local government entity borrows
and the state or a state authority
lends funds for water or sewerage
facilities or systems shall be an
authorized intergovernmental
contract.

also authorizes the expenditure of
public " funds for sucfi health in
surance plan or program.

This proposal makes changes in
the provisions of the Constitution
relating to suspension and removal
from office o})ecertain public of
ficials who are indicted for or con
victed of felonies. The public of
ficials to whom these provisions
apply are the Governor, the Lieute
nant Governor, the Secretary of
State, the Attorney General, the
State School Superintendent, the
Commissioner of Insurance, the
Commissioner of Agriculture, the
Commissioner of Labor, and the
members of the General Assembly.
Existing constitutional provi
sions set out procedures for suspen
sion of a public official upon
indictment by a grand jury of the
State of Georgia for a felony where
the indictment relates to and
adversely affects the administra
tion of the office of the indicted of
ficial. This proposal provides that
these procedures shall apply also in
the case of indictments by grand
juries of the United States.
The proposal also provides that,
if such a public official is convicted
of any felony in a trial court of the
State of Georgia or of the United
States regardless of whether the of
ficer has been suspended previous
ly, such official will be immediate
ly and automatically suspended
from office pending completion of
any appellate review proceedings.
The proposal also provides that,
during the period of suspension of
such a public official after initial
conviction of a felony in the trial
court, the official shall not receive
any compensation from the office:
but if the public official is restored
to office as a result of appellate pro
ceedings, the official will be entitl
ed to receive any compensation so
withheld.

Children’s Trust Fund from which
funds shall be disbursed for child
abuse and neglect prevention pro
grams. The General Assembly is
authorized to appropriate moneys
to the fund; and moneys ap
propriated to the fund which re
main unexpended and unobligated
at the end of the state fiscal year
will remain in the fund rather than
being returned to the state’s
general fund.

amendment of such
law is conditioned
upon the approval of
a majority of the
qualified voters of the
county or municipal
corporation affected
voting in a referen
dum thereon?
This proposal provides that the
creation of a municipal or county
authority to construct , improve, or
maintain the municipality’s or
county’s roads or streets must be
approved by a majority of those
voting thereon in the municipality
or county.
The majority vote requirement
applies to the creation by local or
general Act of an authority
authorized to construct, improve,
or maintain any road or street on
behalf of, pursuant to a contract
with, or through the use of taxes or
other revenues of the affected coun
ty or municipal corporation. The
majority vote requirement also ap
plies to the amendment of any law
specifically relating to any such
authority.

This proposal authorizes the
General Assembly to provide by
general law a procedure for the
creation of development districts
for the promotion of commercial or
industrial development through ad
valorem tax incentives. Develop
ment districts are to be created for
areas which have a need for com
mercial or industrial development
or an unrealized potential for com
mercial or industrial development.
The proposal requires that a
general law relating to develop
ment districts must provide that a
devel?ment district may be
created only upon the recommen
dation of an agency of the executive
branch of government and only
with the consent of the political sub
division for which the district is to
be created.
The actual creation of develop
ment districts will, pursuant to the
general law, be carried out by local
laws which grant exemptions from
ad valorem taxes levied by the
political subdivisions for which the
districts are created.

Two Hurt
In Wreck
Two people were hurt in a
two-vehicle accident on
Highway 337 last Thursday,
according to Trooper Doug
Jones of the Georgia State
Patrol.
They were identified as
Grady Ray Craig, 57, Trion,
and Nancy Phillip Wesson, 28,
Fort Payne, Ala., drivers of
each vehicle involved in the col
lision, which occurred at 5:30
p.m.
No charges were filed in
connection with the mishap.
