We have examined the general purpose financial statements of Chattooga County, Georgia, and the combining, individual fund,
and account group financial statements of the County as of and for the year ended December 31, 1985, as listed in the table
of contents. Our examination was made in accordance with generally accepted auditing standards and, accordingly, included
such tests of the accounting records and such other auditing procedures as we considered necessary in the circumstances. We
did not examine the financial statements of Chattooga County Ambulance Service which represents 4.2 percent and 29.6 percent,
respectively, of the assets and revenues of the proprietary fund type. Those financial statements were audited by other
auditors whose report thereon has been furnished to us, and our opinion expressed herein, insofar as it relates to the
amounts included for Chattooga County Ambulance Service, is based solely upon the report of the other auditors.
The general purpose financial statements referred to above do not include the general fixed assets account group which should
be included to conform with generally accepted accounting principles. The amount that should be recorded in the general
fixed assets account group is not known.
In our opinion, except for the effect on the financial statements of the omission described in the preceding paragraph, the
general purpose financial statements referred to above present fairly the financial position of Chattooga County, Georgia at
December 31, 1985, and the results of its operations and the changes in financial position of its proprietary fund types for
the year then ended in conformity with generally accepted accounting principles applied on a basis consistent with that of
the preceding year. Also, in our opinion, the combining, individual fund, and account group financial statements referred to
above present fairly the financial position of the individual funds and account groups of Chattooga County, Georgia at
December 31, 1985, and the results of operations of such funds, and the changes in financial position of individual
proprietary funds for the year then ended, in conformity with generally accepted accounting principles applied on a basis
consistent with that of the preceding year.
Our examination was made for the purpose of forming an opinion on the general purpose financial statements taken as a whole
and on the combining, individual fund, and individual account group financial statements. The accompanying financial
information listed as supporting schedules in the table of contents is presented for purposes of additional analysis and is
not a required part of the financial statements of Chattooga County, Georgia. Such information has been subjected to the
auditing procedures applied in the examination of the general purpose, combining, individual fund, and individual account
group financial statements and, in our opinion, is fairly stated in all material respects in relation to the financial
statements of each of the respective individual funds and account groups, taken as a whole.

NOTES TO FINANCIAL STATEMENTS

1. Summary of Significant Accounting Policies
Chattooga County operates under a Commissioner of Roads and Revenues form of government and_
provides the following services: public safety, highways and streets, sanitation, health and social
services, culture-recreation, education, public improvements, planning and zoning and general
administrative services.
The accompanying general purpose financial statements include all of the funds and account
groups of the County. It also includes all activities considered to be part of (controlled by or
dependent on) the County. For financial reporting purposes the County's financial statements
include all funds, account groups, departments, agencies, boards, commissions and other
organizations over which County officials exercise oversight responsibility.
The Chattooga County Hospital Authority and Chattooga County Board of Education did not meet
the criteria for inclusion in these financial statements.
A. Basis of Presentation - Fund Accounting
The accounts of Chattooga County are organized on the basis of funds, each of which is
considered a separate accounting entity. The operations of each fund are accounted for with a
separate set of self-balancing accounts that comprise its assets, liabilities, reserves, fund
balance, revenues and expenditures. The various funds are summarized by type in the financial
statements. The following fund types are used by Chattooga County:
Governmental Fund Types
Governmental funds are those through which most governmental functions of the County are
financed. The acquisition, use and balances of the County's expendable financial resources and the
related liabilities (except those accounted for in proprietary funds) are accounted for through
governmental funds. The measurement focus is upon determination of changes in financial position,
rather than upon net income determination. The following are the County's Governmental Fund Types:
General Fund - The general fund is the general operating fund of the County. It is
used to account for all financial resources except those required to be accounted for in another
fund.
Special Revenue Funds - Special revenue funds are used to account for the proceeds
of specific revenue sources (other than expendable trusts or major capital projects) that are
legally restricted to expenditures for specified purposes.
Debt Service Fund - The debt service fund is used to account for the accumulation of
resources for, and the payment of, general long-term debt principal, interest and related costs.
Proprietary Fund Types
Proprietary funds are used to account for the County's ongoing activities which are
similar to those often found in the private sector. The measurement focus is upon determination of
net income. The following are the County's Proprietary Fund Types: :
Enterprise Funds -~ Enterprise funds are used to account for o ration
financed and operated in a manner similar to private business enterprises wheE: the i:té:t gga:hzre
governing body is that the costs (expenses, including depreciation) of providing goods or services
to the general public on a continuing basis be financed or recovered primarily through user charges;
or (b) where the governing body has decided that periodic determination of revenues earned, ex gses
incurred and/or net income is appropriate for capital maintenance, public policy, manageme;t »
control, accountability, or other purposes.
Fiduciary Fund Types
Fiduciary funds are used to account for assets held by the County in a tr i

B. Fixed Assets and Long-Term Liabilities
The accounting and reporting treatment applied to the fixed assets ang long-ter
‘liabilities associated with a fund are determined by its measurement focus. All Governm: tal Funds
and Expendable Trust Funds are accounted for on a spending or "financial flow" measureme 2 ; -
