ONE PATROL CAR GROWN UP WITH WEEDS AT CAMP
Turned Over To County In 1985
Powell Blasts Sheriff
On ‘Stripped’ Vehicles
By KAY ABBOTT
Staff Writer
Chattooga County Commis
sioner Harry Powell said
Wednesday he is asking coun
ty attorney Ed Surles to find
out who “stripped’’ the patrol
cars turned over to the county
recently by Sheriff Gary
McConnell.
Powell had said earlier he
expected the sheriff to turn
over to the county two of the
department’s vehicles after
Powell bought — without seek
ing bids — two new patrol cars
for $23,000. ;
“These are the cars that
were turned in by the county
sheriff,”” Powell said in a hand
written letter to Summerville
radio station WSAF. The com
missioner continued:
** ... Please note condition of
all three cars the county at
torney is checking to sing out
who stripped these
automobiles tfle car turned in
in 1985 is completely stripped
and was brought to Camp by
Brimp Warren wrecker service.
The other two were pulled in by
Camp employees gay before
yesterday who had the right to
completely demolish these
cars.”
Powell said the car in 1985
was turned over to the county
and the sheriff's department
had received two cars in return.
VEHICLES
The 1985 vehicle at the
Chattooga works cam‘F is
grown us) with weeds and has
its wheels, hood, doors and all
other equipment missing. The
two vehiclgs turned over this
week have wheels but are miss
ing doors and other equipment.
Sheriff McConn:fl said the
vehicles had been at Brimp
Warren Inc. in Summerville
and were cannibalized during a
several month period by his of
fice to repair patrol cars at a
lower cost than would have
been required had new parts
been purchased. The vehicles
could not have been repaired or
driven, he indicated.
His office has two more
vehicles at the Ford dealership,
McConnell said, which are
worn out and cannot be driven.
They will be used for parts the
same as the vehicles turned in
to Powell this week, the sheriff
said. |
The vehicles this week were
turned over to the county
rather than two patrol cars still
in use, Mqunnei)l said, because
he is attempting to keep as
many cars as possible on patrol
for law enforcement purposes.
FIVE NEEDED
Had Powell bought the five
new vehicles requested, rather
than two, McConnell said he
would have turned over the
four cars which cannot be us
ed for patrol purposes, as well
as the most worn-out patrol car
still in use by his office.
However, the sheriff said the
commissioner had bought only
two of the five cars he had
requested. ,
All the vehicles are owned
by the county, McConnell said.
McConnell on Sept. 11 had
requested Powell to buy five
patrol cars. Powell said the
sheriff might ‘‘go blind" before
he received the -vehicles and
said he would ‘‘think about’
advertising for up to two cars
if the sheriff paid the county
funds due g'om boarding
prisoners at the jail.
However, Powell on Sept.
30 bought two patrol cars for
$11,500 each from Hub Motor
Co., Atlanta, without advertis
ing for bids as required by
state law. Powell told the
sheriff he had to turn two
vehicles back to the county
when he received the two new
patrol cars.
