Chamber Asked To Push
Board-Manager Proposal
Members of the Chattooga
County Chamber of Commerce
Board of Directors Tuesday
were asked to support a pro
posal for a five-member board
of commissioners and county
manager form of government.
Harold Peek, a member of
tne Chambeali‘s boa}:;d. outlir;‘led
the proposal at the mont
breafifast session and addet{
*This could solve a lot of pro
blems that we have."”
The five-member board
would set policy and a county
manager would carry it out on
a daily basis, he said.
Chattooga Counbtly's voters
will go to the polls Nov. 4 dur
ing the fieneral election and
decide whether to retain the
current sole commissioner form
of county government or go to
a fivemember board-county
manager form.
*“LONG ROAD"
Unless a lot of situations
are corrected, Peek told the
board, the Chamber will have
a difficult time promoting
growth in the county. “If it's
not corrected now, we're look
ing at a long road ahead,”” Peek
concluded.
Hugh Henderson, Chamber
president, said members
should encourage a heavy tur
nout at the polfs on Nov. 4.
Guest speaker at Tuesday's
session was Lowell Lawson, an
assistant district attorney in
charge of the Lookout Judicial
Circuit's Child Recovery Sup
port Unit.
About 49 percent of the ex
isting marriages will end in
divorce, he said, and many
couples separate without
divorce while around 300,000
children are annually born out
of wedlock in the nation, most
of them to teen-agers.
Usually, the mother has to
take care of children from a
broken marriage, he said, and
less than half the women with
children to support receive all
they are due in child support
payments.
WELFARE
His unit collects child sup
port with about half going to
the state and federal govern
ments as reimbursement for
welfare costs to mothers with
children, and the rest is
distributed to the mothers,
Lawson said.
Last year, his unit collected
$850,000 in child support and
it expects to collect **well over
sl-million"" next year.
The unit uses garnishment,
contempt actions, federal and
state tax refund intercepts,
locator service and paternity
blood tests to carry out its mis
sion, Lawson indicated. He also
commended Chattooga Sheriff
Gary McConnell for his efforts
in support of the unit.
In other action, the board
arproved four directors, in
cluding Gail Allen, Madeline
Chester, Russ Jennings and
Grady McCalmon, as well as
officers for the coming year,
Bill Kinzy, president; Eddy
Ellenburg, president-elect; and
Steve Jones, secretary
treasurer.
BANQUET
Sue Spivey, executive vice
president of the Chamber, an
nounced that the annual
Chamber banquet will be held
next Jan. 15. Speaker will be
Harry L. Cowan, manager of
the Southeastern Region, U. S.
Chamber of Commerce. The
event will be held at Chattooga
County High School.
