Drug Arrests Double

29th among all 159 counties.
Last year, 365 DUI arrests
were made in the county, plus
115 q‘ublic drunk cases and 68
drunk pedestrian cases, the
sheriff pointed out. Twenty
seven habitual violator arrests
were also made in 1986.
Five child molestation cases
were made last year, he con
tinued, and "'most of these are
pretty serious violations.” He
told about one case where a
3-year-old girl was raped and.
as a result, was infected with
venereal disease by the
molester. The molesters have
to be segregated from the re
mainder of the jail population,
the sheriff said. adding that he
was not sympathetic with
those charged with the offense.
There also were six arrests
for child abuse not involving
sexual conduct, McConnell told
the Rotarians.
TOTALS
Overall, a total of 5,297 ar
rests were made in 1986 by his
office, while 8,610 complaints
were answered by the sheriff's
department. McConnell said
his budget for the year is
around $850,000.
His department’'s Junior
Deputy program has reached
around 3,000 youngsters since
it was begun in 1981, McCon
nell added. Approximately 500
sixth graders are involved in
the program each school year.
Programs include safety belts,
Cobb Pays $105,000
To Board Prisoners
It cost Cobb County
$105,180 to board prisoners at
the Chattooga County Jail in
1986, according to annual
reports completed by the office
of Chattooga Sheritf Gary
McConnell.
In addition to Cobb, Dade
County was billed $78,360 to
board prisoners and Trenton
was charged $5,825, the
reports said. Summerville's
Police Department was billed a
total of $4,165 for the year to
house prisoners for the city.
A total of $193,530 was bill
ed to Cobb, Dade, Trenton and
Summerville last year, McCon
nell's office said.
BURGLARY
In other year-end statistics,
McConnell said his office made
48 burglary arrests last year,
44 theft by taking cases and 34
shoplifting arrests.
Authorities made 140 ar
rests on charges of writing wor
thless checks and 43 cases were
made on forgery charges.
Ten cases were made for
possessing beer for resale
without a license and six cases
were made on charges of

driver education, child abuse,
first aid, drug abuse and per
sonal safety. Rotary Presi(fiant
Jack Herring praised the pro
gram for being effective in
reaching youngsters about the
dangers of drug abuse, citing
the impression it had made on
his own daughter.
In response to questioning,
McConnell said it would not be
cost effective for the depart
ment to buy its own (g)rug
sniffing dog, saying the cost
per dog is about SB,OOO plus a
fulltime officer must be assign
ed to the animal. The county
has an agreement with Cobb
County to use its dog anytime
it's needed, the sheriff added.
The animal was used once at
Chattooga High and Summer
ville Junior High and a few
traces of drugs were found but
not enouEh on which to file
charges, he continued.
MORE DANGEROUS
The sheriff also described
“crack’ and said the substance
is more readily available and “'a
lot more dangerous’ than
cocaine.
In response to another
question about 571 cases made
last year against motorists
driving without insurance,
McConnell said the state
revokes licenses of drivers
without the insurance. About
3.000 licenses are being revok
ed weekly, he said, but the
state has only 700 troopers
available for patrolling and
picking up the licenses. Around
40 licenses per week are being
possessing whiskey for resale
without a license, reports said.
Four armed robbery
charges were filed, all in the
first six months of 1986.
One rape charge was filed,
along with one charge of at
tempted rape.
Three people were charged
with motor vehicle theft.
ONE MURDER
One murder charge was fil
ed. Thirty-seven people were
charged with aggravated
assault, 50 with simple battery
and 17 with simpfie assault.
Nineteen faced charges of mak
ing terroristic threats and acts
while five were charged with
pointing a gun at another.
Six arson charges were
posted last year.
Three kidnapping charges
were filed last year, all during
the first six months of 1986.
Three individuals were
charged with receiving stolen
property, 11 with conversion of
mortgaged property, 12 with
Lheft%y conversion, seven with
conversion of leased property,
six with theft by receiving, 10
with disposing of mortgaged
picked up in Chattooia Coun
ty from motorists who have
failed to obtain auto insurance,
he indicated.
The county realized a *‘pro
fit" of around $150,000 last
yvear from the boarding of
Rrisoners at the counliX jail,
McConnell pointed out. A total
of $193.530 was billed for all 12
months and based on a *‘pro
fit"" of around 76 percent, the
county's general fund made
around $150,000 in 1986, he
said. Reports said 645
prisoners were housed at the
county jail last year for other
agencies.
BILLED
Each county or city boar
ding prisoners at the jail is bill
ed $25 per day per prisoner
while it actually costs t%e coun
ty $6 per day to provide for the
prisoners’ needs, McConnell
said. The sheriff has indicated
in the past that the amount
charged per year brings in
more than the some $135,000
annually required to service the
jail bond issue.
“*lt's not my sheriff's
department,” McConnell said
near the conclusion of his talk.
“You've been nice enough to
let me serve you.” His office
has made mistakes, the sheriff
added, but they are made at
times when instantaneous deci
sions are required. *We're not
like lawyers who have nice law
libraries and have several
months to look up things,” he
said.

TRESPASS
Twenty-eight were charged
with criminal trespass in 1986,
18 with obstruction of officers,
nine with giving false informa
tion, six with being a party to
a crime, three with fraud and

were detained last year.
Game and fish officials
made 55 wildlife or fishing
violation arrests in 1986, the
report indicated. Most involv
ing hunting from a vehicle or
hunting from a road.
A total of 997 speeding ar
rests was made in the county
last year, McConnell's office
said.
TRAFFIC
[Lawmen also made 885
traffic-related arrests last year,
in addition to insurance and
speeding charges. They ranged
from having a revoked or
susgended license to driving
without a tag.
A total of 186 peace war
rants was served, along with
101 bench warrants for
suspects who didn't show up
for court.
The sheriff's office patroll
ed 366,073 miles in 1986. A
total of 1,283 civil papers was
served, along with 1,357 war
rants. Escorts were provided
for 183 funerals during the
12-month period.
