have the authority to lower

PHONE DIALING
Crawford was one of two
legislators to vote against a
House proposal regulating
automatic or computer
telephone solicitations. The
Chattooga solon said he
favored regulating random
calls of a harassing nature. But
he said if a cab%e television
company, for example, wanted
to offer a free channel for a
period of time as a “samgle"
and to contact its subscribers
by phone, it would have to
have written permission from
each subscriber first. He felt
that aspect of the bill was un
satisfactory. Some of the
issues may be worked out in
conference committee with the
Senate, however, Crawford
added.
The governor has requested
funds for a convention center
at Red Top Mountain in Bar
tow County, his home county,
Crawford noted. The Red Top
center will likely aid the
economy of much of Northwest
Georgia although the represen
tative said he's not sure that
the state should be getting in
to business ventures so
heavily.
PAY RAISE
Governor Harris has also
recommended a three percent
raise for teachers and a 2" per
cent raise for other state
employees, Crawford noted. Ef
forts likely will be made to in
crease the amounts but *‘before
we can raise it, we have to cut
out something else,”” he added.
Mostly routine action is ex
pected next week, Crawford
said, with no major issues on
the calendar.

A local bill to provide a
fulltime secretary to the Chat
tOOfia State Court solicitor will
probably be introduced during
the second week in February,
Rep. Crawford said.
INAUGURAL
As for Governor Harris' in
augural address last week,
Crawford said, “‘I thought he
ave a good, low-key,
fiusinesslike address.”
The governor has had a'lot
of accomplishments over the
last four years, Crawford said
with one major feat being the
Quality Basic Education (8BE)
Act. He anticipates that Har
ris will concentrate on improv
ing adult education during the
next four years.
