More On Owens Case
Dear Editor;
Citizens of Chattooga County, I appreciate
the ones who have wrote. I got one bad letter
from a gentleman in Atlanta who put me Vgret.-
3’ low but that makes me happy. Why?
ecause it proves to me that this case is not
wanted in court because things that are covered
will be uncovered. I am being scared by so
meone in that county but I am not scared
because it will definitely be in court and that's
a promise. But I woul! like to say this, infor
mation he has about me is wrong. Klumber one;
I was not born in Georgia, I am not broke, I
was with my wife that night, and I don’t have
aqg' kinfolks in the state of Georgia except my
wife and three children.
Wherever he is getting his information he
needs to get it some where else because he is
being fed wrong. His vulgar language about me
and my wife don't bother me. It does about my
wife. He can write her like he said he would, but
she won't answer or believe him? She knows for
a fact what I am. If I am a nothing as he said
why would he spend ink, paper, envelope, two
stamps and time. I am worth that much. But
I was advised not to answer, which I wasn’t any
way. I can use the stamp to write my wife. He
is being checked out.
There is something else you people didn’t
hear about because I guess the editor didn’t
know or he would have printed it. On June 9,
1986, the floor at the county IJ'lail was laying in
water which happens every Monday. Powders
put on the floor which makes it very slick. I got
a glass of water, as I turned my feet slipped and
my back struck the sink. As I tried to pull from
the fall, my head struck the wall knocking me
out. It tooi about 30 or 40 minutes for an am
bulance. During this time, I was layin% in two
inches of water and was moved by a stats of the
sheriff's department. A lot of people saw this
all happen and I have their signed name and
Scott, ‘Parade’ Wrong
Dear Editor:
In a recent column in the weekly Sunday
paper magazine ‘‘Parade,” columnist Walter
Scott stated the following: “‘The Supreme Court
in two cases, Presser vs. Illinois (1886) and
United States vs. Miller (1939), has held that
there is no Constitutional right that empowers
citizens to bear arms privately.”
The facts are, Scott is wrong.
In the Presser case, the Court found against
a defendant who had paraded with arms
through the cities and towns of Illinois without
a license. The Court said that the Congress
would have been prohibited from so acting, but
the State of Illinois was permitted to go so.
Then the court said:
“It is undoubtedly true that all citizens
capable of bearing arms constitute the reserv
ed military force or reserve militia of the United
States as well as of the States; and, in view of
this prerogative of the General Government, as
well as of its general powers, the States cannot,
even laying the constitutional provision in ques
tion out of view, prohibit the people from keep
ing and bearing arms, so as to deprive the
Upited States of their rightful resource for
maintaining the public security, and disable the
people from performing their duty to the
General Government.”
Presser is not the case, then, in which the
Court held that there is no Constitutional right
to keep and bear arms privately.
Let's take a look next at Mi]};r. Miller was
charged with transporting a sawed-off shotgun
in interstate commerce without registering the
weapon or possessing the required tax stamp
asrequired by the National Firearms Act. The
Supreme Court, in the absense of any testimony
on behalf of Miller, held that it did not have
enough evidence to determine if the weapon
were a militia weapon.

Dear Editor:
On Sunday, Jan. 18, radio station WSAF,
captained by Tony Wilkey, played the City of
Summerville basketball team, led by Mayor
Sewell Cash.
Attendance was off a little due to the rain
but those who braved the inclement weather
were well rewarded as both teams played a
spirited and competitive game of basketball.
Scores were tied frequently during the game
but in the waning minutes, the City of Summer
ville pulled ahead and won by a score of 46-40.

American Legion Auxiliary Unit 129's Children
and Youth Fund.

Dear Editor:
On a recent Sunday, a standing-room only
crowd was treated to a wonderful concert. This
was the All-District Honor Band performing at
West Rome High School. Chattooga High fiad
21 students represented.

I laid in bed for five days before I was able
to fio down stairs to see the doctor. One
wouldn’t come to me. The medicine did very lit
tle good and I was fussed on because I was tak
ing so much for pain. The doctors have told me
because of the fall a 12 year old injury was
reflected and my spine is deteriorating and an
operation was needed to slow it down but would
not stop it. Arthritis has developed in my lower
right hig from this. Dr. Kelly told me to be
careful but the least injury would cause trou
ble the rest of my life.
I am not asking anyone to feel sorry for me,
that's the least thing I want. I know you peo
ple get icing but no cake. You geople pay the
sheriff's department but you don’t hear but
what they want you to hear.
It is your money you're wasting and the
bunks in the jail are rusting out. One side of
a table already is. All I can do is tell you, the
rest is up to you.
Me and my wife and lawyer are going to
court and prove I am innocent. She is the only
one who has stuck by me. She is a slowpoke but
she gets things done. One more thing, wonder
why my bondg was $100,000,000 and two other
ys for the same thing were caught but their
ggnd $25 and $50,000. One other one that
should have been in court also but for some
reason wasn't. I don’t guess it will go to court.
This will be my last letter I guess unless I
go to court or something comes up.

Again, no statement in the decision sup
ports the argument that the Constitution does
not emi)ower citizens to keep and bear arms
privately.
The intent of the Founding Fathers is so
clear on the subject that it is beyond argument.
Their understanding is what must govern in the
interpretation of w%:at the second amendment
means.
For example, Richard Henry Lee, one of the
Bill of Right’s great defenders, and one who
voted on tie them as a Senator in the first Con
gress said:
“To preserve liberty, it is essential that the
whole body of the people always possess arms,
and be taught alike, especially when young, how
to use them...(T)he constitution oug:ht to
'secure a genuine, and guard against a select,
militia, by providing that the militia shall
always be kept wel% organized, armed and
disciplined, and include, according to the past
and general usage of the States, a.llg men capable
of bearing arms; and that all regulations ten
ding to render this militia useless and
defenseless, by establishing select crops of
militia, or distinct bodies of military men not
having any permanent interest and at
tachments in community, to be avoided . . . ”

February Heart Month
Dear Editor,
February is fast approaching —the month
of gresident's birthdays and Valentine's Day.
February is also Heart Month — and the
American Heart Association's annual Heart
Fund Campaign Kick-off. The Heart Associa
tion has lon g:en known as a major financial
supporter otg research in the fight against heart
disease. Some of the recent advances include
open heart surgery, cardiac catheterization and
medications to control high blood pressure. But
the Heart Association ago fills another impor
tant function — community service. Each year
throughout Georgia, AHA volunteers screen
thousands of people for high blood pressure —
a major cause of fieart disease. The AHA also
offers courses in cardio-pulmonary resuscita
tion (CPR) and sponsors many educational
seminars designenp to teach the public about
