MAYOR SEWELL CASH (R) ADDRESSED ROTARY CLUB
Introduced By Nick Stoner Monday
BY MAYOR CASH
Four-Lane Pushed
from second front
doesn’t include modernization
work at the county’s manufac
turing plants, he added.
He cited the new National
Guard unit to be based in Sum
merville and Cartersville (see
related story) as one that was
wanted by several area
counties.
The city began a fire protec
tion subscription service this
year after an “exhaustive ef
fort"” to obtain a specific
amount of money from the
county turned out to be
“fruitless,” Mayor Cash told
the Rotarians.

order that new birth cer
tificates be provided by the
state in adoptions, Mrs. Duke
added. The child's previous
birth certificate is replaced
with a new certificate fisting
the adoptive parents as the
child’s natural parents. The ac
tion helps keep the child from
later learning the name of his
real natural mother.
DELAYED CERTIFICATE
A person with proof of his
or her identity may obtain a
delayed birth certificate or a
copg' of a lost certificate, Payne
said. Or a parent may obtain a
certificate for a child. But a
husband or wife cannot obtain
a birth certificate for a spouse.
On occasion, a person is
unable to pick up a copy of his
birth certificate at Payne's of
fice and seeks to have a friend
or relative take care of the mat
ter, the probate judfie said. In
such rare cases, the person
picking up the certificate must
have a notarized statement
from the person seeking the
document that permission to
obtain the certificate has been
granted.
Death certificates are
registered with the county
where the death takes place,
Mrs. Duke said. For example,
if a Chattooga resident dies in
Floyd County, the death cer
tificate must be registered in
that county and not
Chattooga.
COPY TO COUNTY
However, unlike birth cer
tificates, the state will then
send a copy of the death cer
tificate to the county of
residence, as well as one to the
county where the person died.
Marriage licenses are public
records, according to state law,
and many people use thepa to
help compile genealogical
records of tfieir families, Payne
said. Mrs. Duke pointed out
that marriafie licenses are
recorded in the county where
they are obtained and not
where they are used. For exam
ple, a Chattooga couple who
obtained a license in Summer
ville but who married in
LaFayette would have the
license recorded in Chattooga
County, not in Walker County.
Payne pointed out that the
vital records belong to the
state and not to the county. In
fire department must be im
proved, he said. Summerville
now has a Class 6 rating while
Trion has a Class 7 insurance
rating, the mayor added.
Menlo and Lyerly have a Class
8 rating, he said. Summerville
hopes to lower its rating to a
five or four in the future.
The city's newest fire truck
is a 1975 model, Cash said,
while another truck is a 1970
model and a tanker truck is a
1955 model. He pointed out
that a new truck costs approx
imately $150,000.
The city's sewerage plant
will be enlarged from two to
three million gallons while both
the city's water and natural
gas systems are adequate for
some counties, the records are
kept by the health department,
not the probate judge, he said.
BACK TO 1927
The earliest births and
deaths on file in Chattooga
date back to 1927, Mrs. Duke
said. The listing of marriage
licenses goes back to 1839,
however. The county began
keeping copies of marriage
license applications in 1950 and
viewing of those records is at
the discretion of Payne's office.
A doctor's statement that a
minor was pregnant before the
marriage is not a public record,
for example.
Georgia began keeping vital
records in 1919 and is now in
the process of supplying Chat
tooga with birtfl and death
records from 1919 to 1927.
Some vital records in
Payne's office are kept in
bound volumes while others
are on index cards taken off
microfilm. When the state com
pletes its updating, all records
will be consistent and indexed,
Mrs. Duke said.
FEW LOCAL BIRTHS
Since Chattooga hasn’t had
an obstetrician or maternity
unit in years, there have been
Darden, Fowler Set
Forums On Saturday
Seventh District Congressman George ‘‘Buddy”
Darden and U. S. Sen. Wyche Fowler will hold communi
ty forums in LaFayette, Rome and Cartersville Saturday.
The first forum will be held in the grand jury room of
the Bartow County Courthouse from 9:30 to 10:30 a.m.
Saturday. The second will be held at the Rome City
Auditorium from 1:30 until 2:30 p.m. and the final forum
will be held in the courthouse annex at LaFayette from 3:30
until 4:30 p.m.
Later Saturday, Darden and Fowler will attend a Boy
Scouts of America fundraising dinner at Hutchison Medical
Center, Fort Oglethorpe.
Darden said the forums with Fowler are in addition to
the 13 forums he held throughout the Seventh District last
year.
“I am always eager to hear the concerns of the people
I represent in Northwest Georgia,’' said Darden.
** ... These meetings provide an open forum for people to
give me their opinions about matters facing Congress and
to ask me about Congressional actions and their implica
tions for people in this area.”
Fowler said he was starting his series of statewide
forums in Darden’s district.
expansion of services.
The city's tax rate is now
three mills and he hopes it will
be completely eliminated in the
near future, the mayor said.
FEES
Although the city recrea
tion board has set April 1 as
the date it will begin charging
a fee to non-city residents,
Mayor Cash said Ke hopes the
matter can be resolved prior to
that time so that no fees will
have to be charged. The city is
seekinF funds from the county
to help finance recreation
programs.
“The outlook for the city
and our county is very sound,

only a few births in the coun
ty, Payne and Mrs. Duke said.
Most Chattooga Countians are
born in an area hospital, such
as Floyd.
However, there have been
some births in recent years in
the county. One child was born
each year in 1986, 1985 and
1984. No Chattooga births
were recorded in 1983 but three
were born in 1982 and seven in
1981. Five were born in the
county in 1980 and one in 1979.
DEATHS
There were 144 deaths
recorded in the county last
year and 159 in 1985. A total
of 126 deaths was posted in
1984, 144 in 1983 and 152 in
1982. The figures do not in
clude Chattooga County
residents who diefi outside the
county.
There were 190 marriages
in the county last year, com
pared with 186 the previous
year and 194 in 1984. A total
of 181 marriages was reported
in 1983 and 1875 in 198£ Mrs.
Duke said.
