While a resident at Cam
peonada, the youngster ‘‘was
raped and otherwise assaulted
by a camp resident while in
route to a camp required activi
ty (and was) also threatened
with further sexual assault and
egregious ghysical harm by the
same resident,”’ the suit said.
Campeonada failed to pro
vide protection to the
youngster and denied his
“urgently stated request to
notify the Court of his immi
nent peril,”" the legal action
said.
“BRUTALLY RAPED"”
““‘Subsequently, ‘John Doe’
was brutally raped and
assaulted by the same camp
resident. The assault occurred
in ‘John Doe's’' cabin,” the suit
said.
Although the 13-year-old
notified camp officials he had
been raped and further injured,
‘“he was not taken to a Joctor
for two days, "’ the suit alleges.
“Although ‘John Doe’ ex
pressed fear for his life due to
the continued presence of his
assailant in close proximity to
‘John Doe's’ quarters, Cam
peonada unjustifiably delayed
in removing ‘John Doe's’
assailant from a position where
he could again harm ‘John
Doe,’ "' the suit adds.
After the alleged attack,
the lawsuit continues, ‘Doe’s’
“‘camp supervisor attempted to
entice (him) into perverted
homosexual acts. Despite be
ing told that ‘John Doe’ was
again threatened with
homosexual abuse, Cam
peonada allowed ‘John Doe’ to
be exposed further to the same
supervisor and otherwise acted
with reckless indifference to
(his) rights . . . "' the suit adds.

tion said,
After being lg»laced on notice
of ‘Doe's' problems, the suit
charges, Campeonada, Morse
and its personnel “‘engaged in
a conspiracy to cover up the
details of ‘j’ohn Doe's’ super
visor's homosexual penchant
for children, thereby ratifyinfi
the conduct of its sta
worker.”” Campeonada and
Morse also ordered ‘Doe’ and
other youths ‘'to submit to the
unsupervised companionship
and control of the same super
visor,”” the suit said.
Employees of Campeonada
also violated ‘‘Doe’s” constitu
tional rights by “intimidating
(him) from complaining about
the homosexual abuse which he
continued to endure at the
camp,”’ the suit charges.
“INJURED”
As a result of the attacks,
the suit continues, the
youngster ‘‘had been severel
and permanently injured, botfi
rhysically and ps{ychological
y . .. (and) has suffered and in
the future will permanently
suffer great pain of mind and
has incurred and in the future
will incur expenses for medical
treatment and psychiatric
counseling and related ser
vice,” the lawsuit said.
It seeks $5-million in actual
damages and sl6-million in
punitive damages from Cam
peonada and Morse, plus court
costs and attorney Ezes.
The lawsuit is the latest of
Campeonada’s woes. The
Foundation was established in
1976 for emotionally troubled
boys between 10 and 18. It
opened a group home in Floyd
County last %:ear but it closed
late in 1986. The girl's camp on
Highway 140 in lgioyd County
was also closed last Friday,
said Ms. Cato Monday.
PROBE
. Campeonada was in
vestigated four years ago when
a 16-year-old boy died there
‘from an asthma attack. A
camp counselor was charged in
connection with the case but
was later found innocent by a
.Chattooga jury.
Meanwhile, a former Cam
peonada counselor was found
innocent by a Floyd County
Superior Court jury earlier this
week on charges of cruelty to
children in connection witK an
incident near Rome last year.
Kenneth Edward Morris,
823 South Broad St., Rome,
was acquitted by a jury on
charges he repeatedly threw a
15-year-old resident of Cam
peonada to the ground in July,
1986, at the Foundation's Bells
Ferry Road facility in Floyd
County.
Campeonada is the latest
Georgia facility to be faced
with charges of sexual abuse of
youngsters. Similar charges
have been filed against An
neewakee Foundation, which
has campuses at Rockmart,
Douglasville and at Carrabelle,
.Fla. Criminal charges have
been filed in connection with
the Anneewakee -controversy
but no criminal charges have
been filed in connection with
the civil claims outlined in
“Doe’s" lawsuit.
REVISIONS?
Asked this week if the state
DHR had planned any revi
sions of its procedures for a?lr
proving homes for emotionally
troubled youths to prevent
similar incidents from being
alleged, Ms. Cato replied,
“You'd almost have to be in
these places 24 hours a day.”
She a(fded that the state is as
thorough as possible and in
spects such operations fre
quently. “It's af)most impossi
ble to know about something
like this (allegations) unless so
meone comes forward.” Per
sonnel at the operations have
to underio criminal
background checks, she said,
but are not subjected to
polygraph tests or
psychological testing before be
ing employed.
Staff members of youth
homes or operations are also re
quired to undergo physical ex
aminations, Ms. Cato said.
