The department in mid-
September factored the coun
ty's digest by seven percent,
saying that it didn't come up
to the 40 percent of fair market
value of all property in the
county.

The Chattooga Board of
Education on Sept. 14 lowered
its 1987 tax rate to reflect the
increase in the digest. Commis
sioner Harry Powell late last
week also modified the coun
ty's tax rate.
The school board lowered
its maintenance and operation

rate from eight to 7.52 mills
and its bond rate from .60 of a
mill to .56 of a mill.
A mill is $1 tax on each
SI,OOO in taxable property.
Commissioner Powell
lowered the incorporated rate
from 15.39 to 14.47 mills and
the unincorporated rate from
12.67 mills to 11.91 mills. The
bond rate was lowered from .76
of a mill to .71 of a m.i.11.
REASON
Under Georgia law, a local
government can't collect more
than one-half of one percent in
revenues over that which had
been estimated prior to a
digest being factored. That's
why local governments have to
lower their tax rates when a
digest is factored by the state.
The commissioner esti
mated that it will take
$2,364,330 to pay the general
liabilities and expenses of the
county during 1987.
The factoring does not af
fect mobile homes or motor
vehicles in Chattooga or the
public utilities digest, which is
set by the state. ft affects real
property such as land, commer
cial and industrial holdings and
houses.

Board Reviews Plans
For School Additions

Plans for ' a new
kindergarten classroom,
elementary gymnasium and
weightroom were reviewed by
the Trion Board of Education
Monday afternoon.
The board also learned that
Trion eighth graders ranked
first out of 187 school systems
in the state writing assessment
test administeref last spring.
PLANS
Plans for the new physical
education facility were
resented by school architect
Eowel] Kirkman. Final addi
tions to the plans included a
sidewalk between Dalton and
School Streets leading to the
gym entrance. The fiuilding
will also include upstairs
storage space and a separate
entrance for the high school
weight room.
Estimated cost of the
kindergarten classroom addi
tion at Westside school is
$38,700 according to Kirkmati.
If apé)roved for construction,
the additional classroom would
allow four sections .. of
kindergarten instruction to
operate at the school. Max
imum enrollment would be 100
students.
WRITING TEST
School Supt. Bill Kinzy said
he was ‘‘very pleased” with the
results of the sixth and eighth
grade writing tests ad
ministered last spring. Trion
eighth graders hag the highest
score in the state and Trion
sixth graders scored seventh in
the state.
“This is the first time we've
had an essay type test ad
ministered to that many kids,”
Kinzy said. ‘‘l'm sure we all are
very pleased with the results.
We have been emphasizing our
writing program at Trion
elementary for a number of
years now and these results are
an endorsement for our efforts.
The kids and the teachers are
working hard and they deserve
all the credit.”
The board voted
unanimously to pay $1,325 for

Sets Talk
To Rotary
¥ Jim Minter, senior editor of
The ° Atlanta Journal-
Constitution, is scheduled to be
the guest speaker at next Mon
day’s meeting of the
Summerville-Trion Rotary
Club at The Tavern, Trion.
The club will meet at noon.
Minter has served as senior
editor, editor, executive sports
editor and in a number of other
&ositions with the Atlanta
ewspapers since the early
19505.
He delivered the ransom for
Reg Murphy, former editor of
The Constitution, when Mur
phy was kidnapped by a lone
gunman in the 19705. Murphy
was later found unharmed and
the gunman was arrested and
convicted.

Jail Meal

Bids Asked
By Powell
Bids will be opened at 10
a.m. next Thursday, Oct. 1, by
Chattooga County Commis
sioner Harry Powell on meals
for the county jail.
The service will be for 90
days, Powell indicated in a paid
ad this week.
The meals must be
delivered at about 7:30 a.m.
and 5 p.m. each day, the ad
said, and the meals must total
at least 3,100 calories daily.
R&M Cafeteria, Highland
Street, Summerville, currently
holds the contract for the jail
meals at $1.75 per meal per
inmate.

Enloe Appointed
Jarrells’ Lawyer
A former assistant district
attorney for the Lookout
Mountain Judicial Circuit has
been appointed to defend ac
cused murderer Jonathen
Jarrells.
He is Roland L. Enloe Jr.,
who is in practice with the
Rossville firm of Perry and
Associates. Enloe is a resident
of Ringgold.
A graduate of Atlanta Law
School, Enloe has been iractic
ing law since 1974, when he
opened his law office at Fort
Oglethorpe. He served as an
assistant district attorney
from 1981 until the sgring,
1986, when he joined the
Rossville law firm.
APPOINTED
Enloe was appointed to
represent Jarrells, 30, who has
been charged with murder in
the Aug. §7 beating death of
Miss Gertie Estelle Elrod, 75,
Chattoogaville. He has also
been charged with aggravated
assault in connection with an
attack against Miss Gertie's
sister, Miss Lorraine Elrod, 71,
also of Chattoogaville. Miss
Lorraine was released last
week from Floyd Medical
Center, Rome. Jarrells, a resi
dent of Oceana, W.Va., has
been charged with armed rob
bery in connection with the
Aug. 27 incident at the sisters’
home.
Enloe said this week that he
had already conferred with Jar
rells, who is being held without
bond in the Chattooga County
Jail.
Jarrells was arrested on the
afternoon of Aui.w2B on the
Daniel Boone Parkway in Ken
tucky by a state patrolman
after a lookout had %een Plac
ed on a silver or gray-colored
truck thought to be g;iven by
a suspect in the case.
CONFLICTS
Enloe was appointed by
Chattooga Superior Court
Judge Joseph “Bo” Loggins
after two previously appointed
attorneys showed the judge
evidence of possible conflicts of
interest involving the case.
Loggins had initially ap
pointed A. A. Farrar Jr. and
Edward F. Hurley, both Sum
merville lawyers. However,
Farrar pointed out that he
represents Sheriff Gary
McConnell, and Hurley in

a prosecution witness.

Jarrells had indicated that he
had no assets with which to
hire a lawyer.
Meanwhile, lawmen con
tinued to investigate a fire on
Sept. 11 that destroi'ed the
rented residence of Jarrells’
brother, which was located
diagonally across Hifihway 114
from the Elrod residence.
Electrical power had been
cut off to the house on Sept. 10
and it burned shortly after
midnight.
The Jarrells family had ap
garently moved most of their
elonFings out of the house
shortly after the incident on
Aug. 27 and 28 but some ap
gliances and other items had
een left in the residence, bas
ed on an inspection of the
ruins.
