Powell Acknowledges He
May Have Ripped Higdon
By KAY ABBOTT
Staff Writer
*
Chattooga County Commis
sioner Harry Powel)l' said it’s
‘“‘possible” he wrote a ‘‘hostile
letter” to Jim Higdon, commis
sioner of the Georgia Depart
ment of Community Agairs
(DCA), after Hifion gave a
speech in Trion this summer.
Higdon, in his address, call
ed for a ‘“‘new breed” of local
leaders in Georgia. He criticiz
ed bickering between city and
county governments as
detrimental to economic
growth and progress. Higdon
never mentioned Powell's
name.
EDITORIAL
The News shortly after
Higdon's speech editorialized
whether the comments about
city-county bickering could be
applied to Powell.
Powell first denied last
week that he had written
Higdon but later said it was
“‘possible” that he had sent a
letter to the DCA chief.
“] didn’'t hear Mr.
HiT'don ..+ Powell said;
“Although he implicated in
your Summerville News that
we needed better leadership in
the county . . . and for a man to
come up from Atlanta who
don’t know any more about
Chattooga County than what
Mr. Higgon knew, I feel like he
has only taken his advice from
somebody that didn’t know
what they were talking about,

regardless of who it was. On
that particular subject, I'm not
talking about his entire speech.
The biggest news I FOt was out
of the paper on it. I wasn't in
vited to the meeting.”
The News published
Higdon's entire speech.
POSSIBLE
“Well, it's possible that I
wrote him a letter there,”
Powell said. *‘l'll look it léE and
see . .. I'll have to go back and
see. It's possible, sure, as I felt
that it was needed, I wrote it.”
Higdon told The News last
week that his remarks had
been ‘‘misinterpreted’ by
Powell. He confirmed that he
had received a ‘‘hostile” letter
from Powell about his speech
to the Summerville-Trion Op
timist Club in mid-August.
YAI nk Chattoo{ga
County has been climbing for
quite some time,”” Powell said
in reference to-.Higdon's
speech. “‘Amd accordinfi to the
census, even out of The New
York Times, I feel Chattooga
County is growing, firospering
and doing very well ... "
STORY WRONG
However, The News reveal
ed last week that an
Associated Press story in The
Times listing Chattooga as the
29th fastest growing count% in
the nation was erroneous. The
Census Bureau confirmed that
the news story was incorrect
and said that Chattooga lost
more than two percent of its
population between 1980 and
1986, instead of growing more
than 42 percent, as reported in
The Times.
The Trion City Council
unanimously approved the hir
ing of an additional school
¥atrol officer last Thursday at
own Hall.
Mayor J. C. Woods recom
mended the additional officer
at a cost to the city of approx
imatley $2,500 per year for all
exPenses. The increased patrol
will allow the city to man all
school crossings during the
morninfi and afternoon school
traffic hours.
The Council also
unanimously approved a more
strict enforcement of turning
lane and traffic patterns along
Park Avenue.
PROBLEM
“We have had a problem
with parents parking in the left
lane of Park Avenue while they
wait for their children to leave
school,” Woods said. “The left
lane is strictly a turning lane.
Motorists who will turn at Pine
Street will use the left lane.
Those who will turn at Dalton
Street will use the center lane
until they pass Pine Street,
then they will move into the
left lane.”
The Council also approved
removing two afiarking s?aces
in the Town Hall parking lot to
increase visibility for motorists
turning from the lot onto Pine
Street.
The Council also approved
several fundraising prgli‘ects
recommended by the Trion
Board of Education for ap
proval. A request to sell con
cessions during wrestling and
basketball games was tabled
until the October meeting.
LIGHTS
The mayor reported that
street lights on Pine Street and
Club Drive had not yet been
installed.
City Recorder Rick Bowers
noted that seven buildix:f per
mits totaling $14,375 had been
issued in the town during the
past month.
The meeting adjourned at
7:37 p.m.
