City Landfill Use
Question Avoided
By Commissioner

landfill, the commissioner
replied, ‘lt hadn’t even been
discussed at all. I went to that
meeting yesterday with Grady
(Summerville city manager)
and he never mentioned it."”
NO ANSWER
Asked a third time if he had
had any thoughts about
whether he woulg allow cities
in the county to use a county
owned landfyi'll. Commissioner
Powell said, **All we're looking
for now is a place to put it.
Because there's always a hin
drance. There's either a stream
too close, or a dwelling too
close, or something like that.
We'll have to have a public
hearing.”
The commissioner said
Lookout Mountain appeared to
be leading all other prospective
sites for a new landfis,lec site.
“Oh, Cloudland is ideal because
it would be a mile or so from a
house and the place we looked
at, at Cloudland, the trench is
over 200 feet deep straight
down . ..it's non-reclaimed
mining area up there. Right
now, we've already put in the
application.” The site will now
be (tjested by the state, Powell
said.
“...I like it (Cloudland
site) wonderfully,” Commis
sioner Powell said, “‘but my,
the expense it's going to be get
ting the garbage out there. You
take those 30-ton trucks, like
that old black one we've got
there, it wouldn’t make many
trips up and down that moun
tain.”
CITY
The commissioner said he
had understood earlier this
vear that the City of Summer-
ville would buy a tract and the
county would operate it in the
future, the same arrangement
as exists now. However, he
said, the city later said that it
wouldn't buy the U.S. 27
South property, Powell said.
The commissioner began
advertising for a landfill site on
Nov. 20, saying in the ad
‘. ..the mayor and the city
manager (of Summerville)
refuse to participata in this pro
ject. ..’

Cash angrily denied the claim
at the time, saying, “It's Harr‘y
Powell that won't agree..."
“OVER AND OVER”
The mayor said at the time
that the city tried “over and
over and over’ to meet with
Powell about a joint agreement
between the city and county
similar to the one now in effect.
However, those efforts were in
i+: Ly unsuccessful, Cash said,
but a meeting was finally set
v between Powell and
cCalmon. At that meeting,
Powell wouldn't give the city a
firm answer or commitment on
what the county would do
about the landffil issue, the
mayor added. J
McCalmon came away from
the meeting thinking that
Powell was interested in a land
fill site in the Teloga area.
“We decided to sit back and
see what he (Powell) would do,”
the city manager said later.
Cash proposed to the Coun
cil at its Dec. 11 meeting that
it go on record again as saying
it was willing to buy property
for a landfill if tze county
would enter into an operating
agreement with the city before
the purchase. The panel voted
to leave the situation “‘as is,”
rebuffing Cash's conciliatory
offer. Councilman Ira Pollard
abstained on the issue but all
other members of the panel
voted not to change the city’s
position.
