Pursuant to the Federal Safe Drinking Water Act Amendments of
1986, we are required to notify our water customers conceming poten
tial health hazards associated with exposure to LEAD in the drink
ing water. Although the quality of the drinking water leaving our water
treatment plants/wells is in compliance with the national drinking
water standard for LEAD, we are still required by law to issue this
notice to help our water customers understand health risks associated
with the level of exposure to LEAD in your drinking water at your
own home. We advise you to read this notice very carefully to
minimize vour and your family’s exposure to LEAD.
LEAD AND YOUR DRINKING WATER
LEAD is a toxic metal known to be harmful to human health if
inhaled or ingested. Although it has been used in numerous con
sumer products, we must be concerned about our level exposure
to LEAD in our environment, including the drinking water.
Potential sources of LEAD exposure to humans include: air, soil
and dust (both inside and outside the home); food (which can be
contaminated by LEAD in the air or in food containers); and water
(from the corrosion of plumbing).
The United States Environmental Protection Agency (EPA) sets
drinking water standards and has determined that LEAD is a health
concern at certain levels of exposure. There is currently a standard ;
of 0.050 parts per million (ppm). Based on new health information,
EPA is likely to lower this standard significantly. |
Part of the purpose of this notice is to inform you of the potential
adverse health effects of LEAD. This is being done even though your
water may not be in violation of the current standard.
EPA and others are concerned about LEAD in drinking water.
Too much LEAD in the human body can cause serious damage to
the brain, kidneys, nervous system and red blood cells. The greatest
risk, even with short-term exposure, is to young children and preg
nant women.
LEAD levels in your drinking water are likely to be highest:
— if your home or water system has LEAD pipes, or
— if your home has copper pipes with LEAD solder, and
— if your home is less than five years old, or
— if the water is soft or acidic, or
— if water sits in the pipes for several hours.
LEAD may get into your water AFTER the water leaves the local
treatment plant or well. Thus, the most likely source of LEAD con
tamination in your drinking water is the pipe or solder in your home’s
own plumbing. The most common cause is corrosion, a reaction bet
ween the water and the LEAD pipes or solder. The longer the water
stands in the pipes, the greater the potential of LEAD dissolving in
to the water. Soft water (which lathers soap easily) tends to accelerate
the corrosion process, resulting in increased levels of dissolved LEAD
in the water. The practice of grounding electrical equipment (such
as telephones) to water pipes also increases corrosion. Any electric
current traveling through the ground wire will accelerate the corro
sion of LEAD in the pipes. (CAUTION: Do not remove wires from
pipes unless a qualified electrician installs an adequate grounding
system).
Up through the early 1900’s, it was common practice to use LEAD
pipes for interior plumbing and service connections (that join homes
to public water supplies). Plumbing installed before 1930 is most likely
to contain LEAD. Since then, copper pipes have replaced LEAD
pipes in most residential plumbing; however, the use of LEAD solder
to join copper pipes is widespread. It is regarded that this LEAD solder
is the major cause of LEAD contamination of household water in U. S.
homes today. Recently, it has been required by federal law to use
LEAD-FREE solder and LEAD-FREE materials in new household
plumbing and for plumbing repairs.
It has been determined that the newer the home, the greater the
risk of LEAD contamination. LEAD levels decrease as a building ages
because, as the minerals in water deposit on the inside of the pipes,
direct contact of water with the LEAD solder is prevented.
LEAD dissolved in water cannot be seen, tasted or smelled. Hav
ing your water tested by a competent laboratory is the only sure way
of telling whether or not there are harmful quantities of LEAD in your
drinking water. Be suspicious particularly if your home plumbing has
LEAD material (lead is a dull-gray metal that is soft enough to be
easily scratched with a housekey) and your non-plastic plumbing is
less than five years old. Testing is'especially important to apartment
dwellers where flushing may not be effective in high-rise buildings
that have LEAD soldered central piping. Contact your local water
supplier for assistance in locating a laboratory qualified to analyze
drinking water samples for LEAD contamination.
If you determine or suspect that your household water contains
high levels of dissolved LEAD, there are ways to minimize your ex
posure to LEAD:
e avoid consuming water that has been in contact with your
home’s plumbing for several hours, such as overnight or
during your work day. Before using water for drinking or cook
ing, “flush” the cold water faucet by allowing the water to run
until you can feel that the water has become as cold as it will
get. If there has recently been major water use in the household,
such as showering or bathing, flushing toilets or doing
laundry with cold water, flushing the pipes should take 5 to 30
seconds; if not, flushing the pipes could take as long as a
minute. ‘
* avoid cooking with, or consuming, water from the hot water
faucet. Hot water dissolves more LEAD more quickly than cold
water. Avoid water taken from the hot-water faucet for making
baby formula. If you need hot water for cooking or for any
consumption, draw water only from the flushed cold water tap
and heat it. Y
* ensure that only LEAD-FREE solder and LEAD-FREE materials
are used in new household plumbing and plumbing repairs.
For additional information concerning reducing your exposure
to LEAD, contact your water supplier. At the present time, the water
supplied to the public has no known LEAD content in excess of the
national drinking water standard. It is noy necessary that additional
steps be taken to achieve compliance with the regulations.
