Book Must Have Seen Years Of Use
Found: Picture Book
From Civil War Era
An old book containing what seems to be pictures of peo
ple dressed in fashions from the 1860 s was found on the street
in Summerville last week.
The ornate leather binding on both the front and back
covers of the book is still in good condition, but the spine has
been worn away to the binding. A metal clasp holds the covers
together. : SEf i i :
There are 24 pictures in the book, includinfi a baby, couples,
and men and women pictured separately. The last picture of
the l;]ook has the name ““H. P. garrett“ written under it in
encil.

No Reason For Jump In Abuse

There is no explanation for
the huge jump in reported child
abuse cases in Chattooga
Countß, a spokesman for the
local egartment of Famil
and Children Services (DFCg)
said this week.
Last week, The Summer
ville News reported that the in
cidence of child abuse may
have risen by 240 percent from

“We have come to no con
clusions why the rate of child
abuse referrals jumped the way
it did. It's usually down when
school starts. Last year at this
time it wasn’t a third of what
it is now,” Baker said.
GOOD NEWS
Last week, DFCS released
statistics showing that the
number of referrafis for child
abuse was 15 in July but more
than doubled in August, rising
to 36 reported cases. Of that
36, 25 were unconfirmed, and
that could be the good news,
Baker said.

rals are cases that will extend

INVESTIGATIONS
The ‘‘intake worker” is the
one who investigates all calls
and decides if the case needs to
be referred to the case worker
who takes over if the situation
cannot be resolved in 60 dag's.
Although the high number
of unconfirmed cases is good
news, the number of referrals
for sexual abuse is not, Baker
said. Referrals for such cases
dropped to zero in May and
June, climbed to three in July
and hit their highest level yet
child abuse problem. The grant
would be approved at the
regional level and state levels,
he said, but would not have to
be matched by local funds.
The grant would cover the
salary and benefits for a full
time community worker who
would work with child abuse
clients, abusers and the abus
ed, Baker said. This worker
would Flay a “preventive” role,
“to solve problems of neglect
and abuse to keep families
together,” Baker said.
‘“Hopefully the grant would
fully fund the position for one
year,” Baker said. ‘‘Next year
we would have to resubmit a
proposal.”
RESPONSE
Baker’s comments came in
reSflonse to statements made
earlier by Gov. Joe Frank Har
ris. Harris announced the start
of the Children’s Trust Fund
Commission which would
oversee distribution of mat-
this {ear. eight, in August.
That was the same month
the overall number of referrals
went higher than they have
since January.
Again, according to Baker,
there is no readily apparent
reason why these cases should
be increasing now. The number
of referrals increases about the
time school is through for the
year, and not whqn school is
starting, Baker said. @~
This pattern did not hold
true in the first several months
of this year. Child abuse refer
rals drop?ed by four from May
to June, from 17 to 183, resyec
tively, and jumped from July
to August by a total of 21
cases.

four years, abuse cases for each
year rose, with the exception of
1986. Referrals increased in
1984, 1985, and 1987, and
Chattooga County’s abuse rate
has been higher than the state
average for the past several
yoars, = .
~ A total of 246 cases was
resport,ed in 1987, 155 in 1986,
185 in 1985, and 181 in 1984,
According to the Georgia
Extension Service, Chattooga
County had an abuse rate of
11.44 z)r every 1,000 residents
in 1987. In 1986 that number
was 7.09, but was 8.46 for
ching funds for community
programs to fight child abuse.
The Commission will meet
quarterly and review applica
tions for fundmg All programs
must meet the governor’s
eligibility standanfs, and the
commission is authorized to
send grants to private, non
profit, or public organizations
‘‘that demonstrate broad
based community involve
ment’ that emghasizes efforts

1985, and 8.28 in 1984.
On this scale, the Extension
Service says that any county
with an abuse rate of 5.32 to
9.44 has a “severe’’ problem.
TREND
The trend of increased cases
of child abuse may be caused
simply by a greater number of
referrals, made for a variety of
reasons. But it is likely that
there is a real increase in the
rate of actual cases.
In the fiscal year 1983-84
the state average per 1,000
residents was 3.87. ’lgaee state’s
rate for the 1985-86 fiscal year
was 5.07.
Many experts in the
government's social programs
say they think the bur%reoning
number of cases comes from ac
tual increased abuse and a
greater awareness on how to
report abuse. ho
Horror stories of the uncle
or grandfather sexually abus
ing a young girl for whom they
are baby sitting have
dominated the headlines in the
last few years. The majority of
abuse cases, however, is from
neglect, not physical or sexual
abuse.
NEGLECT
Of the 246 cases in Chat
tooga County in 1987, a total
of 185 involved neglect. That's
almost 75 percent of all last
year's abuse cases that stemm-
propriated bg the [eiislature to
the fund to battle child abuse.
For Chattooga's DFCS to
receive grants approved by the
Children’s Trust Fund Com
mission, the county commis
sioner would have to supply
local funds to match the state’s
money, Baker said.
The Commission consists of
one individual from each Con
gressional District, as well as
ive commissioners at large.
Commissioners will serve a
four year term.
