Powell Rebuilding Bridge;
Reverses Pledge Of May 12
A bridée over a creek in the
Subligna-Gore valley was be
ing rebuilt by county work
crews last week and this week
although Chattooga Count
Commissioner Harry Powefi
vowed last May that the struc
ture would not be repaired.
The bridge, located on a
short stretch of roadway bet
ween the Gore-Subligna Road
and Farmersville Rgo‘;d, had
not been opened to traffic by
late Tuesday but a substantial
amount of work had been done
on the structure.
NO MORE HELP
Powell said on May 12 that
he had initially planned to
rebuild the bridge. I?lowever. he
became angry at Carolyn Lee,
who owns a home near the
bridge, and Hal Rives, commis
sioner of the Georgia Depart
ment of Transportation (&)T),
saying, ‘I agree that I promis
ed Mrs. Lee that I would help
her on this bridge, but since
thinis developed in the manner
in which they have, and since
I have seven months left in of
fice, I might have helped her,
but now her help from me is in
the wind.”” He made the state
ment in a letter to the editor of
The News.
Mrs. Lee had obtained a
ledge from Rives that the
BO’lg would pay for the pipe
necessary to rei)lace the bndfie
if Powagfi' would request the
funds. She displayed the com
ments in a March 18 letter to
her from Rives.
NO COPY
Powell wouldn't ask for the
state funds and slammed the
phone down while she was talk
ing with him about the project,
she said in early May. Powell
told her that he had asked the
DOT to replace the bridge, she

said, but his office was not able
to locate a cl_o);g of the letter at
that time. T officials said

he county didn't have the
equipment to remove the old
bridge, Mrs. Lee said Powell
told her early this year. She
said she told the commissioner
that the county could bury the
bridsie debris on her property.
e expressed concern then
that the bridge would fall the
rest of the way into the water
and dam up the stream,
polluting her spring upstream
and cutting off the water supp
ly to a pasture south of the
bridge.
HIT RIVES
After Mrs. Lee voiced her
complaints to The News, the
commissioner responded with
a letter to the editor in which
he said he wouldn't do any
work on the structure. He ex
pressed irritation with Rives
that the DOT chief had
re?onded to Mrs. Lee and
hadn't sent him a copy of the
letter.
The bridge was closed dur
ing the first part of 1985 by the
DBT. PoweH said at the {ime.
The bridge was closed in the
early 1980 s ‘‘and was abandon
ed as a thru-traffic when the
Gore-SubliEna Road was cut
through where the church of
Christ now stands and follow
ed through the Lowry proper
ty until it left the north end of
Farmersville Road,” he added.
The ‘““Road Closed” and
“Bridge Out” signs prove that
it was closed E; the state,
Powell said in May.
“IMPOSSIBLE”
Powell said it would be “‘im
possible” to place large enough

ed his view that the bridge
should be replaced by another
