Ultralight Pilots Say
Aircraft Give Freedom
from page 1-B
regulatory commission,
Ultralights are subject to
certain restrictions by the
Federal Aviation Authority
(FAA). Restrictions basically
concern where they are allow
ed to land and where they are
allowed to fly.
Ultralights are not allowed
to fly over cities or high traffic
areas. It is also illegal to fly
them at night.
Ultralights must also avoid
high traf?ic commercial air
ports, and they are also
regulated as to altitude which
they may reach.
Affordability is one of the
reasons ultralights are gaining
in popularity despite strict
regulations, said Skinner.
COST OF FLYING
“The cost of an ultralight
generally can be between
$2,500 and $20,000,” Skinner
said. “'Kits are available at
reasonable costs as well.”
Ultralifihts run on standard
automobile gasoline which has
been mixed with oil
Ultralights are also easy to
store. They can easily fit in a
standard car garage.
Skinner not only teaches
pltrali%)ht flying but also en
joys rebuilding %hem with add
ed features. His love of flying
developed at an early age.

DARRELL SKINNER IS READY FOR TAKEOFF
Sometimes Seen Flying Above Chattegga County
in 1943, in Southern Indiana, a
Navy pilot and his new wife
landed a small plane in a field.
They were in route to New
Jersey but had to land due to
heavy fog. I was six years old
at the time,"” recalled Skinner.
“They came to the house
and spent the night with us. I
remember listening to the navy
pilots stories about flying.
From that moment on I
became fascinated with avia
tion."’
Skinner mover here after
marrying a girl from Chat
tooga County. He and his wife
Annette returned to Chattooga
County in 1962. He broug%t
with him his love of aviation
and an ultralight.
LAWSON
Skinner and his unusual
hobby attracted a great deal of
attention. He soon met a Sum
merville policeman, Fred
Lawson, who was quick to
develo an interest in
ultralig‘l)lt flying.
“Darrell took me up in an
ultralight one day and from
that moment on I knew that I
would have to have a plane,”
Lawson said.
*I soon bought a plane from
Darrell. 1 also toogc lessons
from him. There is no standard
time for learning to fly an
ultralight plane. I learned very
quickly but the time varies
witcilx the individual,” Lawson
said.
“At first there is a great
deal of ground instruction and
then more instruction while
taxyinf down a runway,” ex
plained Lawson. i
“Then you are judged on
how well you do when the plane
is off the ground by about one
foot. Then you are allowed to
increase altitude to about 20
feet off the ground. If comfor
table with being 20 feet off the
ground one then flies a series
of takeoffs and landings and
then a pattern. After doing all
of this successfully one is then
an ultralight pilot.”
“JUST IN CASE”
Lawson has been flyini for
about 18 months. ““One thing
I was taught to do when flying
is always scout for a potential
landing site. This is just a safe
ty precaution in case one has to
land quickly."”
“ Another safety precaution
all ultralight pilots follow is
that of going through a
preflight inspection,”” Lawson
said. “‘Before flying I always
check all of the cables and bolts
of the ultralight. It just makes
good sense also to keep your
machine in good running con
dition.”
Lawson admits that from
time to time he has thought of
taking a cross country trip fly
ing an ultralight but has not
yet planned one. ““To sum up
why 1 etg’oy flying ultralights,
I can do it in one word,
freedom.”
$350,000 Sought
In Litigation
A $350,000 damage suit
has been filed in Chattooga
County Superior Court in con
nection with a traffic accident
that occurred earlier this year.
Records show that James
Scott filed the action against
Sammie J. Jones.
The accident occurred last
May 27 on U. S. Highway 27
just south of the Trion town
limits, the suit said. It alleges
that the Jones van pulled into
the path of a car in which Scott
was riding causing ‘‘severe and
permanent internal stomach in
juries and severe and perma
nent neck injuries.”’
Amendment
from page 1-B
that the governor, who names
the state board, would in
fluence the selection of the
Commissioner of Education
and thus exert an even greater
voice in public education in
Georgia. They also argue
against an appointed board
and an appointed superinten
dent, believing one OF the two
should be elected.”
GAE, along with the CEA,
is asking members of the
Georgia General Assembly to
introduce legislation
establishing an elected state
board whicfi could appoint the
superintendent or commis
sioner.
REJECTED 1984
According to the GAE's
findings, the idea of an elected
boardghas wide support. The
National School Board
Association has said that
elected board members can
assume more independent
stances as they work toward
better education and become
directly responsible to the tax
payer and ‘‘'more responsive to
the public,” the spokesman
said.
Georgia voters in 1984 re
jected an identical proposal by
a vote of 679,469 to 648,995, or
a margin of 51 percent to 49
percent, an Atlanta newspaper
reported this past week.
Other opi)onents of Amend
ment 1 include the Georgia
Federation of Teachers and the
Atlanta Board of Education.
These two groups agree with
the GAE that either the
superintendent or the state
board should be elected.
