Motivational speaker Roy Holmes spoke
to the Summerville-Trion Optimist Club
this past Friday. He said that unemploy
ment is at its lowest point in 20 years, but
that members of our society have become
excessively self-centered and permissive,
and we have lost much of the work ethic
that built the country. ‘“We used to be

Limitations
On Landfill
Following is a list of conditions set forth by the En
vironmental Protection Division of Georgia for use of a
50-acre tract in the Perennial Springs community for a new
vounty landfill:
“The Chattooga County — CRB2 proposed Sanitary
landfill site is not favorable for solid waste disposal in its
natural state. However, with extensive engineering
modifications this site can be made favorable for solid waste
disposal operations. Therefore, a letter of site acceptabili
ty 1s issued, contingent upon the following:
‘‘l. Because the Knox Group is a significant local and
regional aquifer, and because this proposed site is located
on an area which can be consideres as a recharge zone for
the Knox Grot:ip, an artificial liner must be installed
beneath all solid waste disposal areas at the site.
““A leachate collection system shall be constructed on
top of the liner. A registered professional engineer shall cer
tify that the liner and leachate collection system have been
properly installed. Eventual collected leachate shall be
disposed of properly. ’
2. Excavations at the site shall not go deeper than 25
feet below the original gréund surface. Drainage ways shall
be avoided during excavation processes. If shallow ground
water is encoun%ered during excavation of the site, an
underdrain system shall be installed periodically for possi
ble leachate contamination.
“Very steep sloge egradients in the northeast half of this
site must be modified to reduce the slopes to 20 percent
gradient or less. Otherwise, no solid waste shall be dispos
ed of in this area.
MONITORING
“3. A groundwater monitoring program shall be im
plemented at this site to ensure that the liner and leachate
collection system are functioning properly.
““The groundwater monitoring system shall be design
ed and constructed and all sampfin and analysis shall be
done in accordance with an approveg lan, developed in ac
cordance with the “EPD Manual for d:'oundwater Monitor
ing, April 1988,” copy enclosed.
4, Most of the existing surface drainage features at
this site originate at higher elevations on the ridge. These
drainage ways must be properly channeled. Where chan
neling (piping) is installe(F beneath the liner, the piping shall
be of sufgcient diameter to handle the maximum possible
water flow coming from off the site. Also, a minimum of
five feet of clean, compact soil shall be placed between the
buried pi%infi and the base of the liner. An adequate
distance shall be maintained between solid waste disposal
areas and any drainage ways that are left in their natural
open state. :
“‘5. Proper precautions shall be taken to help control ex
cessive erosion and offsite sedimentation. Diversion ditches
shall be channeled to sedimentation ponds. Vegetated areas
shall be left in their natural state until they are needed for
waste disposal. Adequate vegetative cover shall be sown
in a;g)rotpriate locations at appropriate times.
6. If the residuum at the site is to be used as cover
material and/or as a subbase for the liner, the larger chert
fraction shall be removed. The liner shall not be placed on
bare rock, nor on rock fragments. The liner shall be installed
on a layer of clean, compact soil.”

with the progress being made

Bridge Road landfill site” when
they visited the tract Tuesday.

already been done toward the
closure,” he continued.
Powell issued the statement
Wednesday.
The two EPD officials said,
“the¥ could see no reason why
this landfill (proposed site at
Perennial Springs) could not be
operated under state specifica
tions when the proger evalua
tion has been finished and all
rules concerning the new land
fill (lixave been implemented,” he
said.
