than savings,” R&e:ddux says.
“Pay yourself first. Make sav
ings a fixed part of your
budget.

“Of course there's a dif
ference between savings and
expenses,’’ she's quick to point
out. “Savings is money set
aside for a future neeti,. In
vestments are permanent.
That's the money you put aside
to work for you instead of you
having to work for it. Investing
means using what you've sav
ed to earn interest, dividends,
rent and profits.”

ried, with or without children
— must get immediate finan
cial concerns in order. Maddux
recommends setting up an
emerfency reserve fund as the
foundation of a savi.lsxgs and in
vestment program. She recom
mends settinghaside two to six
months take-home pay as a

says.
GOALS
You already have the

handled. Now it's time to set
some major goals. Break them
into short-, medium- and long
range goals and specify a time
when you want to reach these
goals.
“For many people, the first
goal must be to get out of
debt,” she says. “gnce out of
debt, that money can So
toward a savings program. Do

ouse? Do you need to add
rooms to your home? Does a
family member need braces or
a colfege education? Do you
want to travel, buy a boat or
furniture? Saving lots of
money requires lots of time.”

won its class earlier at the Fort
Mountain Marching Classic
and the Northwest Alabama
Marching Festival.
“Obviously the students
put alot of time into marching
season while the band booster
helped pay for the bus
transportation and morally
supported the students,” said
Ron Becton, the CHS band
director.
““The school administrators
and faculty are always there to
help the students and special
thanks go to the CHS
cheerleaders for their spirited
sufi)port of the band this year.
All of this together helped the
Chattooga Band represent the
Chattooga schools and com
munitKl in the best possible
way. Now it's time to start
toward the concert band ac
tivities for the year.”
Becton said the students
need the experience of playing
with the concert band.
“Your lonf-term savings

Maddux says.

Darden
Will Speak
To Rotary
Seventh District Rep.
George “Buddy’” Darden will
address the noon meeting of
the Summerville-Trion Rotary
Club at The Tavern next
Monday.
He will be introduced by
Rotarian Hugh Henderson.
. Darden was elected to Con
gress in 1983 and has been
reelected each time since. He
will face Republican Robert
LaMutt of gobb County in
next Tuesday’s general
election.
The representative is ex
pected to discuss legislation
passed during the 100th Con
gress and to give a preview of
the 101st Congress.
Firm Holds
Open House
There will be an open house
at the Summerville offices of
Pro Sync Friday from 9 a.m. to
12 p.m. Friday. The office is on
Washington Street, next to the
telephone company’s office.
Refreshments will ge served.

The Trion High School marching band has received top
awards at several contests and festivals during the past
few weeks. The band won trophies at the Peach State
Marching Festival in Rome, the Murray County

Sheriff:
In response to your letter of October 20, 1988 concerning the car
that was repaired at Jimmy Black Chevy-o Olds., may I remind you
that vou have been presented with the rules on several occasions,
provided by County attorney, id Surles, concerning the spending
of county money through the Commissioner's.office. I do not ob
ject to the emergency rule that you quote here; however, I feel
that some type of communication should have been made with this
office that holds the purse strings. You have not had respect
enough for me since I have been Commissioner to even follow. the
rules that have been laid down by which you are to operate.
You stated in your letter that I purchased the elevator for the
courthouse without bid. I would call your attention to the bid
that was made on the elevator when we placed it in the courthouse
in 1985, You also mentioned buying an ambulance without a bid.
We acknowledge that we purchased one, but we made it clear to
the general public that this was through an emergency act because
one had broken down on Lookout Mountain in the process of making
a run, You stated that laws applying to the Sheriff's Department
also apply to other departments. I would like to reverse this
and state that laws that .pertain to other departments also pertain
to the Sheriff's Department, which you have failed to honor., 1
do not in any way reject the bills that have been presented to
this office for payment, but I do resent the action that you have
taken when you have not reported anything to this office. I
particularly refer to the number of cars that have been totalled
during this year and the smaller accidents that have gone un
reported and carried to shops without an approval for payment,.
In most of these situations, a phone call from you or one of your
employees would have been sufficient. Again I state to you that
no former approval nor bid on these bills was received by this
office.
Also I would like to recall to your attention the relationship
between the sheriff, deupties and the governing authority.
The Commissioner's Handbook for the State of Georgia, Page 55,
paragraphs 3,4, 5. "By virtue of its fiscal authority and re
sponsibility, the governing authority has the right to deny the
use of county property to any county officer, including the sheriff,
if it is used in a wasteful, negligent, or ineffective manner.
The governing authority is apparently under a duty to adopt a
budget for the sheriff which provides funding and equipment
necessary for the sheriff to perform the duties of the office.
The county is under no duty to furnish money to settle a civil
rights judgment against the sheriff.,"
Also, I would like to call your attention to the statement of
county attorney, Ed Surles, "All supplies, materials, furnishings
and utilities and the repair, replacement and maintenance thereof,
as may be reasonaly required in discharging the official duties of
said office and the operation of the jail shall be furnished by
the county and shall be paid from funds budgeted and appropriated
for the operation of the sheriff's office as provided by section &4."
I understand very fully that my time is short in this office, but
we still have time to pursue some of the courses that need pursuing
that you have failed to comply with, '
As far as the bills of overtime and tent reimbursement for the
recent re-enactment, I feel that the court should decide this
matter since the Commissioner's office was not contacted in any
wuy by you nor the re-enaclment group concerning any money to be
spent for this occasion. . :

Surles, will be glad to answer them for you,
