CEA Against Amendment 1
Deaé- Editor;
eorgia voters have an extraordinary oppor
tunity tEi‘s November to affect the direction of
public education in the state,
They'll be asked to decide if they should ever
again have a say-so in who makes the decisions
statewide affecting our schools,
Today, the voters elect the State
Superintendent of Schools and the governor ap-
Eomts the members of the State Board of
ducation to seven-year terms,
Amendment 1 on the Nov. 8 ballot suggests
the Superintendent should become a Commis
sioner and should be appointed by the State
Board. S
That means everybody is appointed and
nobody is elected. What happens to the public
in pub¥ic education? ‘
Perhaps it would make more sense to elect
the boarJ) and then authorize them to appoint
the superintendent or commissioner.
Harris Pushes Amendment 1
Dear Editor:
On Nov. 8, Georgia voters will have an op
?ortum'ty to help move our state a iiant step
orward in education. They will be asked to ap
grove Amendment No. 1 allowing the State
oard to appoint our Commissioner of
Education.
Your support is vital to winning passage of
this important measure, and I wifi aptpreciate
your review of its merits. It was, in fact, the
very first recommendation of the Governor's
Education Review Commission in 1984. This
panel, which devised the Quality Basic Educa
tion program, said that no single act could have
a more positive impact on achieving excellence
in public education than the appointment of our
state schools’ chief. ;
Currently, that official must run for election
every four years. The burden of a campaign
forces this individual to take critical time away
from the management of the Department of
Opposes Amendment 1
Dear Editor:
As an educator, I am very concerned about
a change which is being proposed to the
Georgia Constitution. If the voters approve
Amendment 1 on the ballot Nov. 8, they will
actually be removing the public from public
education.
We are being asked to change the title of the
Office of Stat::ngchool Superintendent to the Of
fice of Commissioner ofpéducation. Certainly
that is perfectly acceptable.
However, the second gart of the one
sentence amendment is much more significant.
It suggests the State Board of Education
ACLU Radical Group
Dear Editor:
People who fear God, who love their families
and this country should be very much alarmea
about what the American Civil Liberties Union
stands for. For years the ACLU has been moun
ting a m?ijor campaign to rehabilitate its image
as a hard-left and somewhat kOOkX organiza
tion. Some people have been blinded by this
deception and believe the ACLU is the deg;nder
of everflone’s freedoms no matter what the
case, which is not true at all.
The ACLU only defends the freedoms that
perpetuate their own ideology. Their positions
may be found in the ACLU Policy Gplfide. In
side the guide you will find the ACLU favors
repealing laws against child pomographfi',
removmf the phrase ‘“‘under God”’ from the
Pledcge of Allegiance and ending tax exemptions
for Christian churches. They also support the
legalization of all drugs, insisting the introduc
tion of substances into one's body is a civil
liberty.
The ACLU also favors legalization of pro
stitution, drastically reducing or enzPing
penalties for hard-core criminals and allowing
prisoners to vote, regardless of the nature of
their crime. They also want to ban the film in
dustry ratings which designate movies G, PG,
PG-13, R and X, statin%: ‘“‘experience has
shown that ratings inevitably have serious chill
ing effects on freedoms of expression.”
Beginning in the 19605, the ACLU adopted
Appreciation For Jackets
Dear Mr. Espy:
The Chattooga Lady Indians basketball
team would like to thank you for your generous
contribution on the State Class AAA basket
ball jackets. As we all know this is a privilege
not many of us can ever experience. These
young ladies can alwags take pride when they
wear these l:i‘ackets and without your help this
would not have been possible.
Again we say thank you.

Support Martha Hulgan
Dear Editor:
Martha Hulgan is running for the State
Senate in District 53 which includes Dade,
Walker, Chattooga Counties and the City of
Fort Oglethorpe. Martha has a tremen!ous
business background which will be advan
tageous to us. She and her husband started a
business from scratch and now it is a thriving
business which sué)plies 13 jobs for our district.
She knows what balancing a budget is, hiring
and managing employees, marketing a product
and service to customers and all other facets
of running a business. Government is big
business and we need people who know
something about it.
Martha has raised three sons and has been
involved in the educational programs and in
volved in community activities. She has serv
ed on boards of several organizations. She is
honest, dedicated, and above all will represent
all of the people of her district whether Sle are
Republican, Democrat, black, white, mai'e or
female.
Martha’s opponent, Sonny Huggins has
served three terms in the Senate an?has vir
tually done nothing of any substance for our
dietrict,
We like the idea that an appointed chief
school officer could be free to work for educa
tion instead of runninf a political campaign
every four years. That makes sense for our
students.
But we're not so sure we like the idea of the
public losing all involvement in selecting the
chief decision-makers for our schools.
Let's applaud the basic concept but defeat
Amendment 1.
Then let's turn around and ask our
legislators to consider a different constitutional
amendment to elect our State School Board
members bg' Congressional districts and then
authorize them to appoint the superintendent.
For the children and for the future we've got
to make this change in the proper order.
Sincerely,
Darlene Scoggins, President
Chattooga Egflcation Association
Education, to solicit contributions, and to seek
the endorsement and support of special interest
groups. Amendment No. 1 would take the
?ohtlcs out of public education — and put pro
essionalism in.
Amendment No. 1 would have still another
significant impact on education in Georgia. It
would enable the State Board of Education,
through its appointment powers, to require
grepter accountability for results and produc
-Ivl(t:'y from our schools’ chief.
eorgia is well on the way to our goal of t(:f
qualitfi public education under QBE. Amend
ment No. lis the final link in securing its pro
visions. You have been active in the effort to
improve education in our state, and I respect
fulfy seek your support for passage of Amend
ment No. 1.
With kindest regards, I remain. -
Sincerely,
Joe Frank Harris

here do the people have a voice in public
education if the lioard members are appointed
and then they appoint the Commissioner?
We should del}éat Amendment 1 and then
write a new version to allow the people to elect
the Board before that Board appoints the
Commissioner.
The public should have a say in public
education. !

resolutions that make it impossible for the
ACLU to exfiel a communist from its govern
ir;fi board. They also support something they
call ““Sexual Justice,” giving legal protection
to sodomites and lesbians, including marriage
and the adoption of young children by same
sex partners.
Just because an organization says they are
defending your civil liberties, does not mean
that particular organization is good. You first
find out where they're coming %rom and what
their motives are. When you do a little research
on the ACLU, it is clear to see they plan to both
take the Christian influence out of the govern
ment of the United States and change our coun
try into an atheistic socialist Nation.
Individuals or organizations desiring the
highly controversial guide, should send sls fee
lus $1 for shipping and handling to: American
Eivil Liberties gmon, 132 West 43rd St., New
York, NY 10036.
The ACLU is a subversive hard-left
organization that means business! Their
business is to twist our civil liberties, therefore
making them an accomplice to the destruction
of our country from within. They are very smart
and deceptive about their true motives and
should be vigorously opposed wherever they
show their face!

Listen To Your Children
Dear Editor:
I am writing this article about our county
schools. As a concerned parent, there are
always two sides to ever‘r story that takes place
in school work and at home.
There is more than one child in our county
schools who comes home complaining every day
about something in our schools.
So please parents with children in our
schools, here in Chattooga County schools,
Vote For Fondren Wright
Dear Editor:
On Nov. 8, you the peogle of Chattooga
County, have the opportunity to break away
from a county commissioner stsbem that has
always been controlled by a select few. If you,
the voter, thinks that party labels don't mat
ter on local levels, please reconsider your posi
tion. Democratic candidates for commissioner
are endorsed, supported and groomed by a
totally Democratic power elite. Such a can
didate could only reflect the desires of the
sEecial group, no matter what personal feelings
the candidate miiht have.
Fondren Wright stands firmly within the
Republican platform that continues to hold up
our traditional American values. He stands for
ri%hts to life for all unborn children, for the ab
solute rights of private citizens to own guns,
for protection OP religious freedom, for tradi
tional American values and family life plus
Another Vote For Wright
Dear Editor:
Bg this time most people are tired of hear
ing about Folitics and just want to vote and get
it over with. But, I feel more needs to be said
about the county commissioner’s office.
I have had the pleasure of meeting both of
the candidates, ams although this migl%t be just
one voter's opinion, I still feel the need to ex
press it.
Mr. Wright is a ““people”’ oriented candidate.
. He truly seems to gzomterested in what the
county needs and what we are interested in.
Mr. Parker, on the other hand, seems to be
a ‘‘material”’ candidate. He acts as if you aren't
known for your financial status or what posi
tior;v{ou hold, then you are not important.
r. Wright tends to be interested in what
you have to say no matter what your position.
Mr. Parker, however, is not interested in
just one voter and will “walk’’ over you if so
meone of more importance is around. I have ex
perienced this first hand.
About the landfill:
Mr. Wright is very concerned about it.
Frankly, I lie the fact of being able to drink
a fresh cool glass of water when I need it. And
I like the fact of knowing I don’t have to worry
Vote For Dukakis-Bentson
Dear Editor:
Let’s cut through these Smdkescreen issues
that the Republican Party is using to direct
your attention from the real issues. The abor
tion issue, pledge to the flag and pray in school
has already been decided by the Supreme Court
of the U.S.A. You have a mind antf’intelligence
of your own, think hard, think deep, think about
your life, your future — what it is and what you
want it to be. Think about America — w%at
kind of country it is and what it could be.
Do you really believe that an administration
that has spent the country into trillion dollar
debt, while giving tax-breaks to the rich and
super-rich corporations — do you really believe
that a continuation of that administration
g_olicies is going to represent your interests?
our family and its future.
Do you really believe that continuation of
an administration that promotes a foreign trade
policy that has seen over five million manufac
turing jobs shipped overseas to low-wage dic
torial and while the trade deficit and tie na
tion's indebtedness to foreign countries makes
the once mighty U.S.A. the world’s largest na
tion in hock? Do you really believe that sort of
selling-out-American game plan will win the
trade war and rebuild America’'s trade base?
That’s not a game plan for patriotism, peace
nor prosperity. That retreat and treason on the
economic front —the betrayal of American and
American workers, their families and their
communities.

Financing Your Own Downfall
Dear Editor:
A mid-October wire service report headlin
ed “Western Loans to Soviets Stir U. S. Con
cern: Banks Offering Credits Exceeding
$9-Billion,” told of an alleged *‘sharp division
within the Reagan administration ans deep dis
c%xiet in Congress'’ over the rapid escalation in
the speed and amounts of Western bank
“loans” to the Soviets.
Even ideologically disparate folk like New
Jersey Sen. Bill ‘“Hey, the Ruskies ain’t really
bad guys” Bradley have raised concerns over
the security implications of the practice.
Bradley saigz “It would be a tragic mistake if
Western capital enables the USSR to put off
the hard choice between guns and butter.” (Will
somebody please tell Bradley he is not up for
election this time)!
In early October, West Germany, France,
Britain, Italy and Japan have all indicated their
intention to ‘‘loan’’ the Soviets $9-billion, This
needs to be contrasted to the SB-billion to the
Soviets over the past three lyea\rs! Though not
nlllentioned. U. S. banks will probably lead the
charge.
A revealing comment in the refiort, I read
was that botfi the Bush and Dukakis cam
gaigns expressed concerns about the linkage
etween the credits and Western securi&r.
What wasn't clear was if they felt there should
or shouldn't be linkage. If they feel there should
please listen to what your children have to say
and ask, ‘‘How did your day go?" if they have
a complaint.
Please listen to your child and then listen
to the school officials. Please parents, if we
work together, these problems can be solved.

about it poisoning me, or my child later on. If
a tract has already been approved by the state
that is right beside the old landfill, why don’t
we keep it there? “Our water supg}y is the most
Wecious resource the county has,”” as Mr.
right has stated. I agree with him also when
he stated, ‘“The sight up there should be used
while the county seeks to develop a recycling
proaam with other governments in this area.”
hy would anyone want to take a chance
on contaminating our water supply? I have to
wonder about someone like thag don’t you?
Mr. Parker has stated, “If the county has
spent so much money on the Perennial Springs
sight that they cannot afford to change it, it
will stay there.” Well, I don’t know about the
rest of the voters but, clean water concerns me
a lot more than the money does.
I think it’s time for a cgange at our county
commissioner’s office. It is a vital decision that
we will make on Nov. 8 for us and our children.
Let's fight for our right to keefl;;‘lean pure
water in our community. Make a change for the

Think about your jobs. Think about young
people who can’t buy a home. Who would have
imagined that in America we would be told that
if you don’t already own or are buying a home,
then we should give up the dream of ever own
ing your own home.
Think hard. Think deep, you can sweep all
the swindle and dirt of this Administration
under the rug, but not for long. Because the dirt
is still there! and it’s going to be there the day
after election day.
We need a new broom and a clean sweep in
the White House. The Dukakis-Bentsen ticket
is the ticket to do the job. The ticket to a bet
ter America, our ticket to more and better jobs,
to better national security based on economic
securit{, to fair trade and an honest dollar.
Look under the cover of all those bogus
issues that Bush and Quayle are packaimg
themselves in. It's time for the naked truth to
be exposed. Only you can do it on election day,
let's rebuild America and put Ameriea back on
the path to world class leadership and
greatness.
The decision you make will determine the
economic and social fate of you and your fami

It's that kind of a decision. I know you'll make
the right one.

that he didn't care what form of government
