Prisoner Hurt
A state prisoner cutting the
ritghts—of-way along U. S. 27 fell
off a steep embankment on
Taylors Ridge last Friday and
injured his back.
He was identified as Darrell
Strozier, 26, a prisoner at the
Walker County Correctional
Institution. Strozier was taken
to Chattooga County Hospital
after bein% rescue! from the
bottom of the embankment by
the Chattooga Rescue Squad
and Chattooga Emergency
Medical Service. He was
dismissed from the facility
after being treated for back in-
Luries for about one and one
alf hours.

Powell Blasts Sheriff
Complains About Notice On Repairs

ty was going to pay a Summer
ville car dealer for work on a
county car,
It was unclear from the ad
in this week's edition of The
Summerville News whether
Powell has paid or intends to
pay for the repairs made to a
sheriff's car by Jimmr Black
Chevrolet-Oldsmobile Co.,
Summerville. Powell asked
that the ad be billed to the
county government.
The commissioner said in
the Oct. 27 letter to Sheriff
McConnell — reprinted in the
ad — that the sgeriff had not
had “resfiect enough for me
since I have been commis:
sioner’’ to contact Powell’s of
fice in advance about such
repairs. ?
Powell said he didn’t object
to an emer%ency purchase rule
mentioned by McConnell in his

Traffic was blocked in the
southbound lane of the
highway while EMTs and
rescue workers attempted to
stabilize Strozier and im
mobilize his back. They rigged
a slide basket and roped it to
the rescue truck on the
highway and a tree at the bot
tom of the gorge.

EMTSs, lawmen and volunteers
helped pull the basket up the
bank to the roadway, where
Strozier was placed in an am
bulance. James D. Wilson,
warden at the Walker CI,
assisted with the rescue.
Other prisoners on the
detail were rocked in the prison
bus while the rescue was under
way.

sioner had bought an elevator
for the courthouse in 1985
without taking bids. Powell
said a bid “was made on the
elevator when we placed it in
the courthouse in 1985." The
News reported in the summer,
1985 that Powell had apparent
lg failed to complg with
eorgia law requiring the coun
ty to advertise for bids and the
contractor to post performance
and payment bonds on the
project.
McConnell also evidently
mentioned the “emergencK'
gurchase of an ambulance by
'owell earlier in his term. In an
“emergency,” a county doesn’t
have to seek bids. Powell said
a county ambulance had
broken down on Lookout
Mountain, prompting the
purchase.
“I do not in any way reject
the bills that have been
presented to this office for pay
ment, but I do resent the action
that you have taken when you
have not reported anything to
tl(xiis office,” Powell said in the
ad.
Powell complained about
the number of patrol cars
wrecked this fi'ear and carried
to shops without an apzxoval
for payment. In most of these
situations, a phone call from
you or one of your employees
would have been sugicient.
Again, I state to you, that no
formal approval nor bid on
these bills was received by this
office.”
The commissioner quoted
the law as indicating that the
county governing authority is
apparently under a duty to
adopt a budget for the sheriff
which provides funding and
equipment. Powell also quotes
Ed Surles, county attorney, as
saying that equipment, su}{)-
plies and maintenance for the
jail and sheriff’s office “shall be
furnished by the county and
shall be paid from funds
