week grading period to 12.3
percent in the fourth six weeks.
The number of second
grade students failing increas
ed from 14.9 to 18.8 percent
and the number of failing third
grade students edged from
20.3 to 20.5 percent.
Except for those two
grades, the percentage of
students passing all courses in
creased systemwide.
WORKING HARDER
“These statistics indicate
that teachers are working
harder to encourage and help
students and students are tak
ing their education more
seriously and apgplying
themselves,” Hair said. "They
are learning more and therefore
will be better prepared to enter
the job market or continue
their education.”
Don Hayes, county school
superintendent, again praised
teachers in the system for be
ing mostly responsible for the
improvement in grades during
the fourth six weeks.
There has been a better
relationship between the
schools and parents, he said,
and students have become
more aware of the need for a
good education.
NATIONAL TREND
Because of the emphasis
placed on education by the
Bush Administration, there is
a greater awareness in Chat
tooga County as well as in
other parts of the nation on the
importance of improving the
quality of education and of in
volving parents in the schools.
“They are part of it, not just
the schools, but it’s a joint ef
fort between the schools and
parents.”
Increasing importance is
being placed on homework, he
said, because it helps
demonstrate to parents what a
child has learned during the
day and to allow parents to
help if a weakness is noticed.
The superintendent was un
sure about the causes of the
continued decline in the
system's enrollment. *'l'm not

DECLINE TO SLOW |
A recent facilities study in- 1
dicated that the decline will |
slow and then halt, Hayes said. |
“It won't grow or decline too |
much more.” The state wasn't i
sure about the reasons for the |
decline, he continued. |
The time of the school year |
probably determines the up |
and down movement of grades
from one six-week period to the
other, he said. Students tend to
be more eager to learn during
the first six weeks, he said, and |
to be more distracted during |
the holidays during the third }
six weeks, he said. They tend
to “perk up” during the spring |
and improve their grades and [
to look more toward outdoor |
activities as summer ap- !
proaches and let their grades |
slide somewhat, he indicated. !
MORE COURSES
Hair also pointed out that
the state is requiring students
to take more academic courses
but grades in the system *‘con
tinue to improve.” Three years
ago, he said, the system in
creased the academic re
quirements by two units. Last
year, the Quality Basic Educa- |
tion (QBE) Act required an in- |
crease of two units of foreign
language for the college
preparatory curriculum ‘‘and
this year, some students will be
taking more science courses
due to a more defined require
ment of science by QBE.”
DROPOUTS :
The vocational director,
who has been an activist in the
fight against school dropouts,
pointe§ out that the county
system continues to offer a
homework hotline for students,
as well as tutoring services for
students who are at risk of
failing.
“*Chattooga schools offer a
high quality education as
shown by the success of its
graduates,”” Hair said. *"With
students applying themselves
and parents involved, every
student can achieve a superior
education.”
