Tax Increase Saturday

Staff Writer
A one-percent increase in
the Georgia sales tax should
not affect retail sales in Chat
u)o%a County, according to
local merchants, although one
area grocer said that foods ex
em%t from the tax could cause
problems in the future.
The one-cent increase was
approved by the state
legislature ear{ier this month,
raising the state minimum
sales tax to four percent. The
tax will be six percent in Chat
tooga, due to two, one percent
local option taxes which pro
vides funding for schools, and
roads and bridges.
The increase will go in effect
Saturday, and is expected to
raise more than $650-million in
new tax money during 1990,
and more than $5-mifiion in
following years.

Bid Opening
Bids are scheduled to be
opened at 10 a.m. Friday on

Commissioner Jim Parker
is seeking bids on 5,000 gallons
of diesel fuel, 5,000 gallons of
unleaded gasoline, 100 tons of
crusher run crushed limestone
and on 24 tubes and tires.

“I don't think it will affect
sales much,"” said Dick Richter,

merville. "*lt's a necessity of
life."”
“It won't affect sales
because the people are going to
buy, anyway,” said a
downtown Summerville mer
chant. "One cent won't make
that much of a difference.
We're fortunate to have a
three-cent sales tax in Georgia;
I'd rather have that than a six
percent gas tax."”

Chattooga High School and
has resided in Longview for the
past 13 months with her hus

Such items include fresh meat,
roultry. eggs, milk, flour, rice,
yread, fresh fruits, fresh
vegetables, baby food and for
mula, salt, sugar, fish, beef,
seafood, pork, cream, Euckag
ed ice cream, yogurt, sherbert,
corn meal, honey, nuts and
other bread items.
Dealing with the tax
exempt products could be a
problem, said Ray Reeves,
manager of Hurley's Food
Store, Summerville. **lt will be
a difficult problem,” he said.
“They're kind of nit-picking,
because a few of the exempt
items we've looked at are not
rroceries, | could see the point
h' it wouldn't be on non-grocery
items, like paper towels or
bathroom tissue, but it's going
to be hard to handle.”
The problem may be solved,
however, by the store's com
puter cash register system.
“Our registers are on com
puter, so it'll probably be left
ap to the cash register people
to come up with a program to
sort it out,” Reeves said.
“We work with Dixie Cash
Registers, in Chattanooga, and
they might be able to put the
items that would be tax
exempt into the system. It'll
take a smart fellow to pick the
items out at the register.”
Herman Martin, manager
of Ingles in Summerville, said
he does not anticipate any pro
blems at all. *“We're on com
puter, so we just have to feed
in the right numbers, and the
system will take care of it,”" he
said. ““It'll be a problem for the
little man who's not on the
computer system, because he'll
have to compute it in his head.
“We won't have to be too
concerned with it, but smaller
stores may have some
headaches and a few words to
say to the representatives,”
Martin added.
Chattooga County received
$1,464,797.84 in local option
sales tax revenue for roads and
bridges during 1988. The tax
was approved by county voters
in June, 1985, and is schedul
ed to expire this fall.
A reterendum is currently
being considered to extend the
optional tax ' past its
September expiration date,
said County Commissioner Jim
Parker.
“I'm hoping that the in
crease won't affect the referen
dum,” Parker said. **Some peo
ple might think that if we pass
another referendum it will add
another penny to the tax, but
it woul(r really maintain it
where it is.”
While it is his intention to
continue the local option sales
tax, Parker has not yet decid
ed what the funds would be us
ed for.
“We haven't progosed how
we will use it yet, but we're
checking into the possibilities,”
he said. “'lf the referendum
doesn't pass and we just have
to go with the roads and
bridges tax, it would be better
than nothing. Some of that
money couldg\)e used as funds
in other places and enable us to
carry on our current programs.
“If it came down to havin
nothing or just the roads ang
bridges tax, I think that's the
way we would propose it. If we
lose the one-percent tax, all the
burden woufifall on property
taxpayers. People seem to feel
that the sales tax is the most
fair tax,” Parker said.
Parker added that he hopes
to have a referendum proposal
ready by June.

However, every dealer is required to remit 6 rercent tax of
his gross taxable sales or the total amount co lectible under
the foregoing bracket system, whichever is greater. Use of the
bracket system does not relieve the retail dealer from his
liability to remit tax at the rate of 6 percent of taxable sales
arising from sales of less than 11 cents.
