Nancy Zeigler, elementary art
teacher at ClKatville Elemen
tary School, has been named
1993 Geo'i-%ia Art Teacher of
the Year. The 1965 graduate of
Chattooga High Scirool, is the
daughter of Mr. and Mrs.
Frank Flippo, Summerville,
and the sister of Mike Flippo,
Trion. Mrs. Zeigler will com
pete in the Coastal Plains Com
petition, and if she wins, na
tional competition. She, her
husband, Gary, and three sons,
live in Valdosta.
Alltel Has
Problems At
New Center
Alltel Georgia has moved
all of its service order, billing
and repair operations into its
new service center in Dalton,
effective Feb. 1.
“We have new employees
who are learning a new com
puter system and as a result we
are experiencing delays in ser
ving our customers,” said
Scott Chesbro, Alltel Georgia
president.
He added that Alltel “is
working diligently” to improve
its response time. ‘‘We
apologize for the inconvenience
and appreciate our customers’
patience during this transition
period,” he said. ““This change
ultimately will provide much
better customer service for
Georfi'ia customers.”
Alltel Georgia's operations,
headquartered in Dalton, pro
vide telephone service to more
than 360,000 customers
throulfhout the state. ’
Alltel Georgia is a wholly
owned subsidiary of Alltel
Corp., which serves 1.6 million
telephone customers in 22
states.
Alltel also has subsidiaries
or investments in companies
that provide cellular telephone
service, information services,
communications products and
other related services.

Hits Fines
Citing frustration over the
lack of information coming
from the U. S. Postal Service
(UPS), U.S. Senator Paul
Coverdell called on Postal Ser
vice CEO Marvin Runyon to
“cease and desist” from fur
ther audits and financial
enalties against private
gusinesses for usini private
couriers instead of the Postal
Service's Express mail, until
Congressional intent .is
clari%ied in this matter.
In a letter to Runyon,
Coverdell said, ‘“‘As I review
the Private Exgress Statutes
(PES), I am of the opinion,
shared by many, that the
USPS has no specific statutory
authority to assess financial
penalties to shippers who
violate the PES.”
The letter further stated,
“A disturbing gattern has
emerged of the USFPS cloaking
itself with apparent financial
and criminalp authority when
approaching private busi
nesses. The result, intended or
not, is that some shippers are
coerced, confused, or in
timidated into consenting to
financial penalties not required
by law or intended by Con
gress.”
“More than two weeks a%:),
I asked Runyon to clarify the
process the Postal Service uses
to conduct audits and assess
fines on private businesses. No
response has been delivered b{
the Postal Service, yet this bul
ly tactic, for which I can find
no legal basis, continues
against private business. I
afways tfiought the Federal
Government was designed to
promote private sector growth,
not regufiite it to death,” said
Coverdell.

The regional office of U. S.
Senator Paul Coverdell recent
ly opened at 503 S. Thornton
Ave., Dalton.
The opening is an effort to
move the federal fovernment
closer to the people it serves,
Coverdell said. The phone
