Background Wouldn’t Be
Considered, NWGS Told
If Northwest Georgia Ser
vices Inc. (NWGS) submits an
application to handle the Head
Start program this year, its
gast financial problems will not
e a factor in whether it gets a
new contract.

Jones said he ran late get
ting to the meeting in Atlanta
but was told in a review of the
session that an out-of-state
panel would study Head Start
applications. The panel’s
recommendation woulcf be bas
ed solely on the applications
and not on an agency’s past
history, which would not be
listed on the application, he
said.
NEW NAME?
If NWGS submits an ap
plication by the Feb. 22
deadline, Jones said he was
told, it couldn’t use its past ex
perience of running Head Start
if it used its new name,
Lookout Mountain Communi
ty Action Agency Inc.
“I haven’t the faintest
idea” of who could come up
with an application by the
deadline, the board chairman
said.
Prior to going to the HHS
meeting, Jones said he picked
up a $32,000 check from the

Georgia Department of
Human Resources (DHR) in
reimbursement for NWGS’s
expenses in October and
November. The agency had
asked for $64,000. Jones said
the money includes $20,000 for
October expenses and $12,000
for November expenses under
the Community Sgervices Block
Grant program.
A mixup occurred Tuesday
in that other board members
were supposed to have attend
ed a meeting with DHR
staffers.
Jones said he set up the
DHR appointment and when
he notiged Ken York, another
board member and the unpaid
interim executive director of
NWGS, about the meeting,
York said it wouldn’t be possi
ble for the panel to meet at that
time.
York said he would then
contact the DHR about setting
up a meeting at another time,
Jones reported Wednesday.
NO CONTACT
But key DHR officials said
they had never been contacted
by York about changin%“:,he
date of the meeting from Tues
day morning, Jones added.
They were agreeable to chang
ing the meeting once he inform
ed them about the change in
plans, Jones said. :
Besides Jones and York
and Ms. Brooks, others atten
ding the HHS meeting were
board members John Notris
and Jack Hart, along with Roy
Parrish, sole Walker County
commissioner; Bert Ward, a
Catoosa County commissioner;
Jim Callaway, Catoosa County
manager; and Bobby Plemons,
Catoosa purchasing agent and
chairman of the board of the
Georgia Department of Correc
tions. Donald Peppers, the
NWGS board attorney, also
attended.
NWGS has been embroiled
in controversy since this past
fall when an audit stated that
Head Start monies had been
misa;;gropriated.
HHS this Veast year
demanded that NWGS give up
the Head Start program as a
result of the audit. It did, and
the proiram was taken over by
the Whitfield Parent-Child
Center, Dalton, through the
rest of this school term.

Burglarizing A House
Don’t call home on a burglary, even if you
are E. T.
That’s the hard lesson that a burglary
suspect learned in Chattooga County this past
week.
Gary L. Smith Jr., 25, Summerville Rte.
2, was arrested on burglary charges Friday by
Inv. Charles Elsberry of the sheriff's of¥ice.
He was charged with breakinininto the
home of Tammy Barrett, West Elm Street,
Trion, on Wednesday, Feb. 2, Elsberry said.
It turned out that Smith had allegedl% us

investigator used the ‘‘redial”’ button on the
f)hone to ring the number and Smith alleged

Working with Alltel Inc., Elsberry said, he
learned the address and brought Smith in for
questioning about the burglary. Smith
allegedly admitted the burg%ary. the in
vestigator said.
“I asked him why he dialed his own
number,” Elsberry continued. ‘‘He said he
just wanted to see if anyone was home.”

Ms. Norton turned herself
in at the Floyd County Jail

bail of $2,550 and was released.

dent involved ‘‘a domestic
situation.”

Driver Faces DUI Count
A Walker County man is
facing multiple traffic charges
as well as a drunk driving
count after allegedly leading a
Chattooga County deputy
sheriff on a chase.

at a stop sign, driving after his
license had been suspended,
and failing to maintain a single

good behavior warrant was
also obtained for Ms. Norton,

The warrants alleged that
Ms. Norton had threatened to
kill Mrs. Agan and her 2-year
old dauglhter.
Ms. Norton began work at
the sheriff’s office as a dispat
cher on Aug. 28, 1991, Sheriff
Kellett said. She later became
afiuglart-time clerk and became a
-time clerk in September,
1993, he said.

period ending March 31.

vices, Hill said.
North Georgia Community
Action has been providing
weatherization services within
its service area for more than
17 years.
Conkle will work with
volunteer staff formerly
employed by Northwest
Georgia Services Inc. and
others in the community to
continue receiving referrals for
weatherization services.
Funds - to provide
weatherization services are
made available throqigh the
U. S. Department of Energy,
the Low-f’ncome Home Energy
Assistance Program
(LIHEAP), Oil Overcharge
funds, and Georgia Power Co.
Services include attic in
sulation, caulking and
weatherstripping, glazing,
glass replacement, underpinn
ing, door and window
repair/replacement, and other
minor repairs to make the
home more energy efficient. In
come guidelines must be met in
order to be eligible for the
services.
