Hines Appeals
Firing At Hays
At least one employee fired
at Hays Correctional Institu
tion at Pennville has appealed
that decision to the State Per
sonnel Board.
Regie Hines, deputy
warden of administration, has
appealed to the board, which
oversees the State Merit
System. His termination from
Hays had already been upheld
by the Georgia Department of
Corrections (GDC) appeals pro
cess, accordin% to Trac{
Masters of the GDC's legal af
fairs office.
A tentative hearing date of
March 30 had not been con
firmed by noon Tuesday.
His office had not received
notice of an appeal by Jerry
Jackson of his firing from
Hays CI, Masters said,
although one may have been
filed. Jackson was trades
supervisor at the institution.
Billy Rogers, maintenance
engineer at Hays, did not ap
peal his termination, Masters
said.
NO NOTICE
His office also had not
received a notice of appeal to
the personnel board by either
Tim Williams and Steve
Gilreath, general trades craft
smen which may have also
been filed, Masters indicated
Tuesday afternoon. Both were
demoted at Hays.
Commissioner Allen Ault of
the GDC announced the firings
and demotions on Jan. 31. Ault
said the actions occurred as the
result of investigations into the
escape of an inmate from Hays
CI on Nov. 28. He was recap
tured a week later in Atlanta.
The commissioner said
Hines was fired for failing to
comply with a direct order and
impeding the GDC'’s investiga
tion into the escape.
Jackson and Rogers were
both fired for violating depart
mental and institutional
Bradley Overton, Shane Storey, Tony
Brown, George Ware and teacher Sherry
Bandy. The students were treated to a
meal at Pizza Hut by Fred Reed Picture
Framing, Atlanta. (Staff Photo).

policies on proper tool control
and for falsifying documents
for bogus purchases of plumb
ing and electrical supplies, Ault
stated at the time.
Williams was demoted for
falsifying documents to show
that the institution had receiv
ed electrical supplies when
computer equipment had been
shipped instea& Ault reported.
Gilreath was demoted for plac
ing a state-owned chainsaw bar
in a private vehicle, the com
missioner stated.
PROCESS
Masters explained that a
GDC employee may appeal
disciplinary action by the
department to the merit
system'’s sersonnel board.
An administrative law
jud(fe for the board holds an
evidentiary hearing on such ap
peals, renders a decision and
unless an appeal of his ruling
is filed within 30 days, becomes
final. If an appeal is filed by
either side during that time,
the full board would make a
final decision on the issue at
one of its monthly meetings,
Masters said.
After that decision has been
rendered, either party could ap
peal to superior court, Masters
added.
Woods Fires
Top Reports
The Summerville Fire
Department fought two woods
fires this past week.
One occurred Saturday on
Reservoir Road and the other
occurred on Highway 114 at
Fair Street Friday, reports
indicated.
They also responded to a
report of a traffic accident on
Highway 114 Thursday morn
ing. No fire was reported.
BARN
Fire destroyed a barn, hay
and farm equipment valued at
more than $5,000 recently, ac
cording to Dep. Eddie Colbert
of the Chattooga County
Sheriff’s Office.
It belonged to Ray Bran
don, Haywood Valley Road,
the deputy said. In addition to
the $1,890 barn, the fire also
destroyed a $3,300 tractor and
$350 worth of hay, he added.
It occurred on Feb. 14, he
added.

switched. He didn’t ask me if
I wanted to switch. He just did
it, all by himself. Maybe we
should just switch the stupid
phone off.”
“And like I told those 15
other dutiful MCI employees
that are driving me nuts, they’
have to talk to him, because
even to this day, I haven’t ask
ed him why he switched.
Because I really don’t care.
Here talk to him.”
I handed Stan the phone.

WHEN HE GOT off I ask
ed, “Did you tell them why we
switched?”
“No,” he said. “They didn’t
ask. They just wanted to know
if they sent me a check for SSO
if we’d switch back.
“What! They didn’'t ask
why?”
Those stupid people had
driven me nuts for a month
wanting to know why and they
didn’t even ask why. And what
kind of long-distance company
pays you‘to svzitch .E)ack?
SO, REMEMBER when
you see that MCI commercial
with the hundreds of people on
the phone. They’re not taking
orders. They're driving perfect
ly normal people like me insane
— asking them why they swit
ched to AT&T.
