Council Agrees To Purchase
Machine For Hydrant Repair
News Story, Editorial Could Have Sparked Action
Summerville officials, ap
parently motivated by The Sum
merville News, have voted to
spend about $14,000 on equip
ment to help city workers repair
a fire hydrant that is leaking
more than 1.75-million gallons of
water annually.
The Council unanimously
afireed Monday night to buy a
“hydroline-stop” leak machine.
It would allow the city to replace
faulty fire hydrants without turn
ing off the surrounding area’s
water supply.
“Once we get the machine in
and get the people here to dem
onstrate it, then our crews can
physically do the field work, we
R}an to correct that leak,” City
anager Grady McCalmon said.
THE NEWS
Arecent news article and an
editorial in The Summerville
News apparently accelerated
purchase of the special equip
ment.
That article pointed out that
Summerville officials knew that
a fire hydrant at the corner of
Washington and Dunson streets
was leaking significant amounts
of water.
“It does matter and it is im
tg:)rtant, but we didn’t have the
nds to do anything about it for
a while,” McCalmon said.
That particular leak is not
new. The city manager said re
cently that the hydrant and oth
ers had been leafzing for years.

lons every 30 days. If that trend
continued for a year, the city
would lose 1,752,000 gallons
from one hydrant alone.
It costs the citfi 55 cents to
treat each 1,000 fia ons of water
at the Summerville water filtra
tion plant, Berryton. It costs the
city g 963.60 each year to treat
the water lost from the hydrant,
stated city figures.
If a Summerville resident
were to buy the wasted water, his
bill would run to about $4,000 a
year. That calculation is based on
the water lost at the hydrant and
a city rate of $2.30 per 1,000 gal
lons.
“We need to go ahead,”
Mayor Joe Robert Norton said.
“We had it in the budget and this
is the second year it's%)een inthe
budget. It's somethinF that we
thought we had a little system
worked out where somebogy else
was Tioing to do our repairs for
us. That kind of fell through. We
need to be self-sufficient on this
and do it when we need to.”
CHARGE OTHERS?
“Couldn’t our people use
this and if some other town
needed one, we could charge it
for us going to fix its problem and
just about pay for this thing?”
Mayor Pro Tem Dennis
Campbell asked.
“See, that is what agreement
we had,” Mayor Norton said.
“We were paying (the City of
Rome) SSOO for the machine,
plus the labor.”
In addition to the machine’s
cost, the Council bought eight
new fire hydrants.
OTHER MATTERS
Other comments and ac
tions taken or noted by the Coun
cil Monday evening included:
* McCalmon announced
that 82 percent of the city’s 1999
rroperty tax levy had been col
ected. The payment deadline
was this past Thursday, Feb. 10.
?A dgroup concerned about
rules and regulations at the Sum
merville Recreation Center
spoke to the Council. It asked the
Council and all recreation
leagues to enforce rules and
regulations established by the
city and the Summerville Recre
ation Department.
* The Council unanimously
voted to give the city manager
power to transfer a probation
collections account from
AmSouth Bank to a local bank
that offers the best services.

the police department could seek
proposals for four new police ra

* The purchase of a $12,128
Bobcat machine with a five-foot
bucket was tabled until March’s
Council meeting.
* It unanimously voted to
spend $2,000 on equipment that
will help provide maps for the
city.
* The Council agreed to
spend $2,266 on gas department
supplies.
* Council members agreed
to let a Wa{'side Road develop
ment pay all costs to install a fire
hydrant and a six-inch water
line.
* Soil and bore testing will

end of the park. The city had al

City Officials Say
Council Insurance
Information Wrong
Some of the information re
ceived earlier from the City of
Summerville about which Coun
cil members had signed up for
various types of insurance was
incorrect.
City Manager Grady
McCalmon said the city had in
advertently provided wrong data
that was used in a recent story in
The Summerville News.
The accurate information,
he said, is that Mayor Pro Tem
Dennis Campbell has a city-paid
life insurance policy only; Coun
cilwoman Brenda Burks has city
paid life and dental insurance
policies; Councilwoman Betty
Bush has city-paid health, life
and dental insurance policies;
and Councilmen Milfor(f Morgan
and Dewey Hoskins don’t have
any cit{-paid insurance. Mayor
Joe Robert Norton has life and
dental insurance but he is pay
ing the premiums on those po
lices from his salary as mayor,
instead of the city paying the pre
miums in addition to his salary.

Gas Rebate Program
The Summerville City Coun
cil has approved a natural Fas
promotion plan to boost sales,
especially during summer
months.
It is aimed at getting exist
ing and new customers to switch
to more natural fias appliances.
The plan originally was brought
to the Council by former Coun
cilman Earl Parris last Decem
ber.
“I would be very disap
pointed if it didn’t (increase
sales),” said Grady McCalmon,
city manager. “We are giving a
rebate on gas logs and gas logs
are the biggest thing going right
Grand Jury Agrees
To No New Jail
The issue of building a new
Chattooga County Jail appears to
be dead.
The February term Chat
tooga Grand Jury accepted an
outside jail committee’s report
that a new jail is not needed at
this time.
A Jail Study Committee
drew that conclusion on Jan. 17.
The 1999 August term
Grand Jury had askeg that a spe
cial community-based commit
tee investigate whether the
countX needed a new jail. It sug
geste that its members include
heriff Ralph Kellett, Commis
sioner Jim Parker, District Attor
ney Herbert “Buzz” Franklin and
four non-appointed and non
elected persons, each appointed
by the Town or City Councils of
Summerville, Trion, Menlo and
Lyerly.

months,” according to the gas
promotion policy. “Actual rebate
will be based on the number of
installed appliances at the time
of inspection.”
RECREATION
The Council also added a
special category to its rebate pro
motion. One of the Council
members suggested giving a
SIOO rebate for residents install
ing water heaters for recreational
use, such as Jacuzzis, hot tubs
and heated swimming pools.
The Council also agreed to
provide a SSO rebate for people
adding gas logs or gas-powered
lights.

Help With Financial Aid
Forum Planned At CHS
Floyd College will offer a “hands-on” workshop to help
Chattooga High School high school seniors and their parents
fill out the 2000-2001 Free Application for Federal Students
Aid (FAFSA).
4 T}le workshop is scheduled at 5 p.m. March 2 at the high
school.
The FAFSA form must be completed before financial aid
is awarded at anicollege.
At the workshop, parents will get help filling out the forms
and have other financial questions answered as well.
Students do not have to be planning to enroll at Floyd
Coll?fi‘fi in order to participate in the free worksh(c)g.
