Legislators May
Vote On Animal
Cruelty Bill

The state House of Repre
sentatives might vote on the
“Anti-Cruelty to Animals” Act
(Senate Bill 297) before the Leg
islature adjourns, said Chat
tooga County Representative
Bar%)ara Massey Reece, D-
Menlo.
The bill is being considered
in committee and Rep. Reece’s
said committee members would
likely vote on the bill by Friday.
If approved, it would then
be ready for a full House vote,
she exg[ained.
The state Senate had al
ready approved the bill on a
unanimous 54-0 vote.
Rep. Reece said this past
week that she was in favor 0% the
bill, with a couple of small modi
fications.
“This bill is very thoroughly
written and [ was already aware
that Senator Robert Brown, D-
Macon, held hearings during the
summer and the fall about the
bill,” Rep. Reece said.
She said that public outcries
a§ainst cruelty to animals is one
of the reasons that Sen. Brown
has been such an advocate for
animal rights legislation.
ENFORCER
Rep. Reece said the bill is
“very clear” in detailing how au
thorities will enforce provisions
in the bill, including the im
pounding of animals that have
allefifdly been abused and ways
in which owners of animals can
reclaim them.
“I like Section 8, lines 36-
41,” she said. “That relates to the
intentional abandonment of an
animal on public or private
property or on a public right of
way.”
Rep. Reece said she thought
provisions for enforcing the law
against stealing animals on pri
vate and public property should
be added to thegill.
“I have had two dogs disap
pear that I believe were stolen
during 1999,” she said. “One was
a collie and the other one was a
very young beagle. I am guess
inE that both animals likely were
taken to a ‘puppy mill’ and sold.”
EMOTIONAL ‘
PROBLEMS
She said people who exhibit
cruel behavior toward animals
have emotionally severe psycho
logical problems that might later
surface in their relationships
with humans, too.
“One of the sections in the
bill indicates that the judge in an
animal cruelty case might re
quire the psychological evalua
tion of an offender, that judge
will also be looking at the entire
criminal record of the offender,”
she said. “I don’t see the mode
for treatment here.”
She said the penalty for ani
mal cruelty includes jail time
and/or a fine.
“Prison counseling is not
ade?uate psychological counsel
ing for a person who abuses ani
mals or humans,” she said.
Rep. Reece said it is possible
that treatment might already be
built in for offenders who ar%put
in jail or prison. “I intend to
check with Senator Brown on
this and if it is not covered un
der existing law, I might need to
introduce an amendment to get
these folks help,” she said.
BILL
The bill is “very clear” in
that it would not restrict com
mercial agriculture, hunting or
chicken competition, she said.

Walker County Young Farmers
Club, Commissioner Tommy
Irvin of the state Department of
Agriculture, said he Ead worked
closely with Senator Brown in
the wordinfi of SB 297. His in
volvement helped make sure it
would be acceptable to the pub
lic and legislators, enhancing the
bill'’s chance at passing in the
General Assembl{.
“With the clarification of
etting those animal abusers
fielp, and with the hope that
when it passes through the
House committee, that no ‘off
the wall’ attachments ¥et hooked
to 2‘B bill, I will vote for it,” she
said.
