Deaths
Lucile Powell
Church Member
Dies February 28, 2000
Ms. Lucile S. Powell, 72,
Trion, died Monday afternoon
following an extended illness.
She was born in Chattooga
County, on March 23, 1927, a
daughter of the late Fred and
Selena Smith Strange. She was a
member of First Baptist Church
in Trion. Her stepmother, Eliza
beth Strange andpthree brothers,
Arthur Lee Strange, James
Strange and Raifordg Brooks all
died earlier.
Surviving are her daughters
and son-in-law, R. Selena Pow
ell, Trion, and Donna and Gres
Martin, Carrollton; son an
daughter-in-law, Rick and Ann
Powell, Dalton; sisters, Carol
Ann Bridges, Summerville and
Frances Hudgins, Dallas Tx.;
brothers ams sisters-in-law,
Douglas and Ima Jean Brooks,
Big Canoe, and Fred and Sandra
Stran%.?, Panama City, Fla.;
grandchildren, Josh and Shelly
Powell, Marietta, John Powell,
Knoxville, Tenn., Matt Martin
and Mary Martin, Carrollton, a
special nelphew, Ben Bridges,
and several nieces and nephews.
Funeral services were held
Wednesday at 11 a.m. from the
St. Barnabas Episcopal Church
with Rev. King Oehmig officiat
ing. Interment will be Trion
Cemetery.
In Lieu of flowers the fam
ily requests contributions to be
made to your favorite charity or
the St. Barnabas Episcopal
Church.

Commissioner Parker re
vealed earlier that he had been
negotiating with Temple Inland
Inc., owner of the spring and sur
rounding property, about ac?uir
ing the spring and sufficient land
on whicgi to build a treatment
plant if the spring is suitable as a
drinking water source. No pur
chase figures had been discussed
as of this past week, he indicated.

RAILROAD
Meanwhile, it was reported
that Rep. Mike Snow, D-
LaFayette, had inserted
SIOO,OOO into the supplemental
appropriations bill to renovate
the state-owned railroad from
Lyerly to Chattanooga. Some
work already has been done on
the railroad from Summerville
northward.
Plans call for installingha

north end of J. R. “Dick” Dowdy
Park in Summerville. Parts for
the table have been at the site for
a number of weeks.
Commissioner Parker and
Plemons peered into the rock
sided crevice of Riegel Spring
this past week and noted the fast
flow of water into a fiool adjoin
ing Armuchee Creek. The state
last tested the spring’s flow twice
in 1961. It then raniied from
some nine-million to almost 14-
million Eallons per day, depend
ing on the time of the year.
SAMPLE
A sample of the water was
to have been obtained and tested
by City of Summerville water
treatment plant officials, Com
missioner Parker said. The test
should reveal how much treat
ment the water would need to be
used as a source for residents in
Eafit Chattooga County, Parker
said.
He indicated in 1999 that he
hoped to obtain a $1.432-million
interest-free 20-year loan from
the Georgia Environmental Fa
cilities Agency, along witha “loan
subsidy (§rant) of up to
$500,000, for the Chattooga
Water District 1 Authority.
Additional funds would be
needed, the commissioner has
since indicated, if the Riegel
source could be obtained and
used as a water supply.

The Summerville News re
ported “a ballpark estimate” of
$1.75-million to install a one
million gallon per day package
treatment plant.

sociates, Cumming, said a Tri
dent brand package treatment
rlant that would treat two mil
ion %allons a day would cost
roughly $2.5-million. A four-mil
lion gallon per day treatment
plant has been installed at Car
rollton for $3.4-million, he said,
while Faietteville paid $4.1-mil
lion for the same size plant.

CONTAMINATION
Longtime residents of the
East Chattooga County area, es
gecially from south of Gore to
übligna and east to the Floyd
County line have been seeking
“city water” for many years. They
have cited wells contaminated b
surface water and wells with higf"i'
levels of “clear water rust,” vis
ible rusty water, hard water, col
lapsed wells and wells that be
come dry frequentlg'.
Earlier rough estimates
have indicated that one million
gallons or less Fer day could
serve residents of the area.
EXPAND
Tommy Thomson, co-chair
man of the Chattooga Water Dis
trict Authori?', said once a basic
s¥stem - incl udintg a treatment
plant and a core of water lines -
is installed, the Authority could
gradually expand the system it
self as funds%ecome available.
One or more environmental
activists is expected to oppose
any plan to use Riegel Spring or
Armuchee Creek as a county wa
ter source, for either Chattooga
or Floyd counties.

Riegel Spring Viewed As Possible County Water Source
Another Bill Counterfeit
A newly discovered counter
feit bill this week might turn out
to be the works of someone with
professional printing equigement,
said a Summerville Police Depart
ment detective.
A fake S2O bill was discov
ered Friday night by employees at
Domino’s Pizza, U.S. 27,
Pennville. A pizza deliverer ac
cefi)ted the S2O bill during a pizza
delivery to a Fulmer Drive resi
dence.
After returning to the store,

turned over to Summerville Po
lice Det. Terry Williamson.
The detective, who has been
working for months on an influx
of counterfeit money, said he be
lieved the new S2O bill is unlike
previous counterfeits.
The new bill is the work of
someone who owns an expensive
and professional offset press,
Williamson said he believed. The

other counterfeit bills were the
works of computers, comsuter
printers and scanners, he added.
Williamson did not have any
leads into who was wssing the
counterfeit bills as of Wednesday
afternoon.
A major local counterfeiting
ring was broken up within the last
month with the arrest of two
Summerville residents. Since that
time, city police officials and U.S.
Secret Service agents have been
kept busy collecting bogus bills.
