“Bud” Fineher will not be chief
of police after the first of the year.
That was decided by the city coun
cil last night, but he will be city col
lector after January, 1912. How
ever he will have power to make ar
rests.
Here is the ordinance passed for the
new office.
AN ORDINANCE: Providing for
the election of a city collector; to de
fine his duties, etc.
First: Be it ordained by the may
or and council of the City of Dalton
that, pursuant to an Act passed by the
Legislature of the State of Georgia,
duly approved on August 17th, 1911,
and it is hereby ordained by the pow
er in them vested, by the said act. that
the office of collector provided for in
Section 10 of the said Act be filled,
and that such officer he by them elect
ed. the term of office to begin Jan. Ist,
1912 and end Dec. 31st, 1914.
Second : The duties of the collector
shall be to collect all street tax, license
fees, property tax (when called upon
to do so) and all other moneys due
the city which are not paid when due.
including all fi fas issued for moneys
due the city.
Third: The said collector shall have
the power to make arrests of parties
doing business Without license or of
other parties when arrests are proper
in the conduct of his business of col
lector, and in all cases where the fail
ure to pay moneys due the city shall
authorize an arrest under the ordin
ances of the citv.
Fourth: The said collector shall
make bi-monthly reports to the city
clerk of all moneys collected and
shall assist the city clerk in the col
lection of property taxes, when call
ed upon so to do.
Fifth: When any costs shall ac
crue to the city from fi fas, street tax
warrants or other sources, such costs
shall be paid into the city treasury,
and covered by the report required in
the proceeding section.
Sixth: The City Collector shall re
ceive a salary of $60.00 per month
and shall be required to give a bond,
to be approved by the mayor, in the
sum of $2,500.00.
Seventh: All ordinances and parts
of ordinances in conflict are hereby re
pealed.
Patrolman Llewallen was suspended |
and the chief of police was instructed
to supply one until later on.
It was decided to place new arc j
lights on North Thornton avenue, one
on North Hamilton near the Methodist
church and out on Underwood street
just this side of Sam Frazier’s and
one down near the stove foundry.
The Rome Aviation Meet, which is
scheduled for Saturday afternoon, No
vember 25th, will be even a greater
success than was at first anticipated.
The Curtiss Aviation Company has
agreed to send to Rome Charles F.
Walsh, an even more famous aviator
than Beckwith Havens. Mr. Walsh
has won a name for himself as one of
the greatest birdmen in the world,
learning to fly under the great Beach
ey himself.
Much favorable comment has been
made on the very reasonable price of
admission, which is only fifty cents,
enabling everyone to see the birdman’s
maneuvers and the sham battle be
twee himself and the Lindale soldiers.
Walsh, from his machine in the
clouds, will drop toy bombs and oth
er missiles on the soldiers and endea
vor to capture from the them for
fort which they will be defending ‘
against him.
John Towers, the young Roman who
is a lieutenant in the regular army and
has recently entered the aviation
branch of the service, s much inter
ested in the Rome meet, and es
pecially anxious to see the mimic war
fare between Walsh and the Lindale
soldiers. Captain eikleham, of the
Lindale Rifles is enthusiastic over the
first opportunity to pit his men
against the new machines of destruc
tion that will sail over our heads in
future wars.

It will prove delightful news to the
many friends of Rev. W. R. Foote to
learn that he will return to his charge
here in Dalton at the First Methodist
church for another year.
This reappointment took place at
the North Georgia conference yester
day in Augusta. The Argus is de
lighted to learn this fact for it and the
employees have come to know and ad
mire the doctor very much. Here are

School
On Friday evening, Nov. 24th, a
humorous lecture will be given by Mr.
Sears of Chicago in the High School
auditorium. All over a specified a
mount of the recepits will go towards
the purchase of the piano for the Fort
Hill shool. Tickets will be sold by a
unmber of hagh school girls and if one
should call on you, show a generous
heart by purchasing tickets. The sub
ject of the lecture will be “Grum
blers” The grumblers of the town
are especially invited, for you are
promised a sure cure for this terrible
habit. Is such a gain not worth the
cost, fifty cents?
On Friday, 17th, The Trammell
Club was called to order by the Pres
ident, Mr. Charlie Carter. After an
interesting program was carried out
officers were electe dto serve for the
next three months, Mr. Emmett BBak
er being elected president, Mr. W. B.
Farrar vice president, Miss Kate Har
-1 land secretary,and Mr. Loring Kelley
treasurer. A better selection of
officials could not have been made.
One of the rarest treats of the high
school has yet been received was the
lecture given us Monday morning by
Rev. Dr. Gordon, the Episcopal Rec
tor, his being Alaska and his work and
experiences while there. It was im
mensely enjoyed by both teachers and
pupils. We hope to hear him again
in the near future.
The friends of Maj. Lucas will be
glad to know that his foot is a great
deal better. An X-ray examination
showed there was no broken bones,
which we are glad to know. Such an
active energetic man as our supertend
ent can't be kept on crutches long.

The undersigned, whose names,
signed by each of them, and residence,
are hereto attached, bring this our pe
tition in our own behalf and in behalf
of our associates and successors, in
pursuance of an Act of the General
Assembly of the State of Georgia, ap
proved December 20th, 1893, and Acts
amendatory thereof, and respectfully
show:
First: That we desire to form a cor
poration for the purpose of carrying
on the business of banking.
Second: The name and style of the
proposed corporation shall be THE
BANK OF DALTON.
Third: The location and principal
place of business shall be in the city
of Dalton. County of Whitfield, and
State of Georgia, and the right is ask
ed to establish branch banking insti
tutions at other points in the State
of Georgia.
Fourth: The amount of capital
stock is Fifty Thousand Dollars ($50,-
000), divided into Five Hundred (500)
shares of One Hundred Dollars, ($100)
each.
Fifth: The purpose and nature of
the business of the proposed corpora
tion shall be that of a bank, with con
tinuous succession for ihe term of
thirty (30) years, with a right of re
newal for a like term. To sue and be
sued. To have and use a common seal
and at pleasure to alter the same. To
appoint such officers and agents as the
business of the corporation requires,
prescribe their duties, fix their com-

pensation, and remove them at plea
sure. To make such by-laws as may
be necessary or proper for the manage
ment of its property and regulation
of its affairs. To hold, purchase, dis
pose of and convey such real and per
sonal property as it may desire, or as
may be necessary for its uses and bus
iness. To discount bills, notes or other
evidences of debt; to receive and pay
out deposits with or without interest;
to receive on special deposit money or
bullion or foreign coins, or stocks or
bonds or other securities; to buy or
sell foreign or domestic exchange, or
other negotiable paper; to lend money
upon personal security, qr upon pledg
es of bonds, stocks or negotiable secu
rities; to take and receive security by
mortgage or otherwise, on property,
real or personal; and generally to do
and perform all such other matters
• and things not hereinbefore enumerat
ed as are or may be incident to the
business of banking.
