ceedings of the two branches of
the legiflature —but when on
reflexion, I find a bill improper,
and on confiderin* exiflmg cn
cumftances oppreflive on a con
fiderable part of the community,
as well as injurious to the reve
nues of 'he Hale; I conceive it
a duty which 1 owe to my coun
try, and ajullice due to the two
branches, to return the fame with
mydiflenr, and to fubmit for
their confederation my reasons
for fo doing, that \ hey may weigh
the fame in their judgment, and
if not found of that importance
with which, perhaps, I have
been unfortunately imprcfled,
that the two branches may then
proceed in the conflitutional
way to enaft it into a law ;
The bill is entitled “ an aft
fupplementary to an aft entitled
an aft to revise and amend an aft
for preventing controverfies con
cerning the bounds of land and
for procefljoning the fame.”
